HomeMy WebLinkAbout1981-05-11TOWN OF DANBY TOWN BOARD MEETING MINUTES May 11, 1981 The regular meeting of the Danby Town Board was called to order at 8 :00 P.M. at the Danby Elementary School, Gunderman Road, Town of Danby, Tompkins County, New York on May 11, 19810 Board members present: • Councilperson Sylvia Hiney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred Miller Others present: Roy Hornbrook, Roy and Mary Casterline, Mr. Locker, 40 Edward Slights, Judson Leonard, Donald Wright, Lois and Moses Peters, Frank Haskins, Edward Roberts, Carol and Walter Scaepanski, Paul and Mary Smith, Herb Ingman, Jimmie Miller, Gay Huddle. Supervisor Mildred Miller said that she would like to have added to the April minutes the fact that the Metropolitan insurance represent- atives attended the meeting and presented the board with a proposed health insurance plan for the highway employees. This presentation took place before the meeting was officially opened for business. Councilperson Dorothy Roberts made the motion to approve the minutes of the April meeting of the board and also to approve the addition suggested by the Supervisor. The motion was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. COMMUNICATIONS. 1. A letter from Ben Sheffy concerning construction going on at 1395 Danby Road, 2. Minutes of the West Danby Water Commissioners meeting held April 6, 19810 PRIVILEGE OF THE FLOOR: Walter Sczepanski said that Miller Road has been repaired and that a good job was done. Moses Peter asked about the letter he wrote in April concerning police patrol in Danby. Supervisor Miller reported that the board members were reading the letter now. Town Attorney, Pam Clermont, will look into this and let the town know the procedure that must be followed. If the zoning ordinance is changed, there must be a public hearing. Discussed at length. Town Board Meeting Minutes - May 11, 1981 Page 2 New Business continued: After discussion by the board, Supervisor Mildred Miller moved a resolution to approve Elmer Locker's proposed planned unit develop- ment on Comfort Road. Councilperson Dorothy Roberts seconded the motion. RESOLUTION #16 APPROVE ELMER LOCKER'S PLANNED DEVELOPMENT ON COMFORT ROAD, Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. The board discussed the matter be a good move. The board asked that of Elections that the polling place for school. Supervisor Miller said that she has offered the old town hall to the senior citizens for craft sessions.for the summer and fall. The senior citizens would like a room in the school. The matter was discussed. The supervisor noted that Wayne Rial has resigned as a member of the Town Planning Board. She feels that he should have recognition for his services to the town. Councilman Robert Snedden moved a resolution of thanks to Wayne Rial for his services to the town. The motion was seconded by Councilperson Dorothy Roberts. RESOLUTION #17 THANK YOU WAYNE RIAL FOR YOUR SERVICE TO THE TOWN OF DANBY AS A MEMBER OF THE PLANNING BOARD. Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. O Councilman Ted Merritt stated that the field on the school grounds has been made ready for the over 30 ball teams. They will play Tuesday and Thursday. A calendar will be put in the Clerk's Office for sign up of interested players. OLD BUSINESS: COMMITTEE REPORTS: Highwy report - Roy Hornbrook requested authorization from the town board for him to attend the highway school in June at Cornell. It will be a three day school. All ewere in favor of his attendance at the school. Roy then asked for a resolution to authorize use of Standard Bridge Company out of Albany to rebuild the Gunderman Road Town Board Meeting Minutes - May 11, 1981 Page 3 Committee Reports continued: West Bridge using the county bid at an estimated cost of $18,000. Councilperson Sylvia Hiney moved the resolution which was seconded by Councilman Ted Merritt. RESOLUTION #18 AUTHORIZE THE HIGHWAY SUPERINTENDANT TO USE STANDARD BRIDGE COMPANY OUT OF ALBANY TO REBUILD THE GUNDERMAN ROAD BRIDGE FOR AN • ESTIMATED COST OF $18,000. USING THE COUNTY BID. Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. Environmental Management Council - Herbert Ingman reported that the council has asked the county to endorse the botitle bill. Currently there is a new wood lot management study going on and a study is being made of the gypsy moth situation. The Wet Lands inventory is underway. An effort is being made to locate hazardous waste dumps in the county. The waste oil recovery program is working well. He said he would be glad to answer questions. Supervisor Mildred Miller stated that a resolution is needed to authorize her to pay highway bills to Cortland Asphalt prior to their inclusion on the warrents in order to take advantage of discounts. Councilperson Dorothy Roberts moved the resolution which was seconded by Councilman Ted Merritt. RESOLUTION #19 AUTHORIZE THE SUPERVISOR TO PAY BILLS TO CORTLAND ASPHALT COMPANY PRIOR TO THEIR INCLUSION IN THE WARRANT TO TAKE ADVANTAGE OF DISCOUNTS. Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye ® Miller - aye Carried by a vote of five ayes and no noes. ® Supervisor Mildred Miller will check with the Department of Audit and Control as to the legality of paying the bills in this manner. The surrvi2�y taken by Gay Huddle concerned with the use of the school is available for anyone interested in the results. Flags will be put on the veteran's graves again this year. Cable T.V. - Judson Leonard stated that petitions have been dis- tributed in West Danby as requested by the town board. 79 people have signed up. They expected to have 95 sign up. The cable company will give credit for 89 people. Some people stated that they wanted cable T.V. but did not want to sign the petition. Accordingly it will cost each home owner $123.43 to subscribe to Town Board Meeting Minutes - May 11, 1981 Committee Reports Continued. ..- Al to cable T.V. Hook up time will be extended from 2 years to 5 years. Hook up charge has been reduced from $25.00 to $10.00. Now it is up to the West Danby people whether they want to subscribe to cable T.V. or not. Geneul Fund Warrant #5 in the amount of $392.17 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. Highway Fund Warrant #5 in the amount of $7,905.17 was approved to be paid. The motion was made by Supervisor Mildred Miller and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. West Danby Water District Warrant #5 in the amount of $106.48 was approved to be paid. The motion was made by Councilman Ted Merritt and seconded by Sylvia Hiney and carried by a vote of five ayes and no noes.' The Supervisor's reports were approved as presented. The motion was made by Councilperson Dorothy Roberts and seconded by Council- man Ted Merritt and carried by a vote of four ayes and no noes. Supervisor Mildred Miller and Councilperson Sylvia Hiney made a tour of the town roads with the highway superintendent. Supervisor Miller asked for authorization from the board to attend a bookkeeping school in Newark Valley with her bookkeeper, Candy Brown. All approved. The motion to adjourn the meeting was made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. The time was 9:40 P.M. Respectfully submitted, 74 Mary z, clerk El 0 U TOWN OF DANBY PUBLIC HEARING May 11, 1981 A public hearing was held by the Danby Town Board on May 11, 1981 at 'x:30 P.M. at the Danby Elementary School, Gunderman Road, Town of Danby, Tompkins County, New York. The purpose of the hearing was to consider for approval the proposed planned development of Mr. Erwin Locker. The Town of Danby Planning Board has recommended to the Town Board that this proposal be approved. Board members present: Councilman. Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred Miller Others present: Frank Haskins, Donald Wright, Edward Slights, Donald Graham, Edward Roberts, Pam Clermont, Judson Leonard, Carol & Walter Sczepanski, Mr. & Mrs. Erwin Locker. The clerk presented the Supervisor with proof of advertising. Supervisor Mildred Miller stated that Mr. Locker, wishsto make an addition to his presently existing machine shop. She then asked for comments from the public and the board. The Town Attorney said that she has looked at the survey and all seems to be in order. Ed Roberts stated that an addition such as Mr. Locker is proposing will increase the tax base of the town. Possible future expansion was mentioned. If this is a possibility, it could be taken care of now. After discussion by the, board and all persons wishing to be heard,having been heard, the public hearing was adjourned.
