TOWN OF DANBY
PUBLIC HEARING
April 13, 1981
A public hearing was held by the Danby Town Board on April 13, 1981
at 7:30 P.M. at the Danby Elementary School, Gunderman Road, Town of
Danby, Tompkins County, New York. The purpose of the hearing was to
consider the planned development of Joseph Illes. He would like to
construct 12 apartments on his property in the Town of Danby.

The clerk presented the Supervisor with proof of advertising.
Supervisor Miller stated that the hearing was duly advertised in the
April 6, 1981 issue of the Ithaca Journal. Mr. Illes presented the
board with his proposed plan. After discussion by the board and
all persons wishing to be heard, having been heard, the public
hearings was adjourned. The time was 8:00 P.M.

The regular meeting of the Danby Town Board was called to order at
8:00 P.M. at the Danby Elementary School, Gunderman Road, Town of
Danby, Tompkins County, New York on April 13, 19810
Board members present: Councilperson Sylvia Hiney
Councilman Ted Merritt
Councilperson Dorothy Roberts
Councilman Robert Snedden
Supervisor Mildred Miller
Others present: Edward Slights, Bill Genter, Jim Hovanec, Ralph Wilbur,
Chucky Bruce, Gay Huddle, Mike Quinlan, Elmer French, John VandeMark,
Moses Peter, Gary Huddle, Charlotte Hautala, Susan Hautala, Paul Smith,
Pam Clermont, Donald Graham, Marion o/Kozaakk,Ruth Miller, Elmer Locker.
Supervisor Mildred Miller noted that the General Fund Warrant #3
included in the March 9, 1981 meeting minutes of the board shows a
total of $1518.03. This total should be $1558.86. Councilperson
Dorothy Roberts made the motion that the minutes of the March 8, 1981
regular meeting of the board be approved after correcting the total
shown.for the General Fund Warrant. The motion was seconded by
Supervisor Mildred Miller.
COMMUNICATIONS:
1. A letter from the New York State Association of Towns
concerning the possibility of the elimination of-the
State Revenue Sharing program.
2. Minutes of the hearing before the Danby Board of Zoning
Appeals held March 25, 19810
c Marion Kozak, associated with the League of Women Voters,
the town support the beverage container legislation.

District Chief of the Danby Fire Department, Chucky Bruce, said
that.he feels that as chief it is his responsibility to let the
town know what fire coverage they have. The district has 8 trucks
with an approximate value of $500,000. Drivers and trained personnel
are needed. There has been a manpower decline in the Danby Fire
Department that has reached emergency proportions this year. Something
must be done. We must pay with man hours or out of our wallets. The
possibility of paying the fire chiefs was discussed. Mr. Bruce asked
if there was any way the Town Board could help. The Town Board stated
that they do not have the authority to pay the fire people. The Fire
Commissioners have that authority. The board also has no authority
over,the tax rate for the fire district. That is set by the commiss-
ioners. The board said they would help where they can. The Fire
Chiefs are starting a calling campaign to see if this will help
increase membership.
Elmer Locker discussed with the board his plans to add on to his
Father's machine shop. After discussion this matter was turned
over to the Planning Board for their consideration. The Town
Board had no objections.

Community Council - .Councilperson Sylvia Hiney reported that.the
United Way budget is.typed and ready to be submitted.

Councilperson Dorothy Roberts said that she has talked
sterline about the progress being made to get.Cable
from the West Danby people. He said that a survey
in West Danby this week. The $25.00 hook up fee has
to $10,00.
Highway Superintendant - Supervisor Mildred Miller reported that
Roy Hornbrook has advised her that he would like to change °to
another company for fuel oil suppldesfor the town. He can get a
cheaper rate per gallon by doing this. He will be graveling Michigan
Hollow Road next week.
NEW BUSINESS.
After discussion, Councilperson Dorothy Roberts moved a resolution to
transfer $2545.37 from General Fund Account A1990.4 to General Fund
Account A1420.4 to make funds available to pay the bill owed Thaler
& Thaler. The motion was seconded by Councilman Ted Merritt.

Elmer French and John VandeMark were interviewed by the Town'Board
for the position�,of Town Planning Board members. The board agreed
unanimously to appoint these people to serve on the Planning Board.
Moses Peter reported that crime has increased in Danby, as it has.
all over the county. He himself has had 7 burglaries. He said
that there are 2 competitive police.agencies that cover this area.
They will not cooperate with each other. We are not getting our
dollars worth from these agencies which we support with our tax
dollars. He proposed that the Town Board have .a session with the
Town Justices and ask their cooperation in imposing more sever
penalties and setting higher bails. He also proposed that the Town
Board write a letter to these 2 police agencies and ask for better
cooperation or let one or the other serve the town. Copies of thks
letter to be sent to the Tompkins County Board of Representatives
and our state assemblyman. Moses Peter was asked to write this
letter. The Town Board members will sign it.
General Fund Warrant #4 in the amount of $1802.04 was approved to
be paid. The motion was made by Councilperson Dorothy Roberts..and
seconded by Councilman Robert Snedden and carried by a vote of five
ayes and no noes.
Highway Fund Warrant #4 in the amount of $7474.64 was approved to
be paid. The motion was made by Councilperson Sylvia Hiney and
seconded by Councilman Ted Merritt and carried by a vote of five
ayes and no noes.
West Danby Water District Warrant #4
