Tripp. Deputy Director H. Sieverding, L. Tsang. 1 . Meeting was called to order at 7 :35 p.m. 2 . Privilege of the Floor: No one appeared. 3 . Public Hearing and Final Subdivision Approval A. 313 Dey Street/Arnold A public hearing was held, and no one came before the Board to discuss this subdivision which will create two conforming building lots . Schroeder moved Final Subdivision Approval . Motion was seconded by Tripp and passed unanimously 4-0 . 4 . Preliminary Subdivision A. 1006-1006 N. Cayuga/Kohm The Board agreed to defer consideration of this request for subdivision approval until the applicant could be present . 5 . Old Business A. Site Plan Review Ordinance revisions. The Board agreed to hold a public information meeting at the October Board meeting, inviting developers and architects to discuss the proposed revisions to the ordinance. Schroeder said that he would like to see some language incorporated into the ordinance stating that the planning director would designate a staff person to conduct the fast track review. He also said that he would like to request that the city attorney begin preparing the written document incorporating all changes . B. City Master Plan. A memo from Sieverding regarding recently-adopted plans prepared by five different communities was discussed. The specific plans were recommended to staff by the APA as representative of current approaches to comprehensive planning. Staff was directed to acquire copies of those master plans for review. It was agreed that further discussion should be deferred until a joint meeting with the planning committee could be arranged. 6 . New Business A. Reuse of Emerson Electric Building #24 - Resolution The following resolution was considered and discussed by the Board. WHEREAS, Emerson Electric Building #24, located on South Hill in the City of Ithaca has been vacant since 1986, and WHEREAS, the building is in good condition and contains over Is 100, 000 sq. ft . of space, and Planning and Development Board -2- minutes of September 22 , 1992 WHEREAS, Emerson, the owners, have expressed an interest in working with the community in redeveloping the building, and WHEREAS, the redevelopment of the building is an important economic development goal of the City and could generate considerable employment opportunities and tax revenues for the community, and WHEREAS, Tompkins County Area Development Corporation, Inc . and Cornell University' s Real Estate Department have and are prepared to continue to invest substantial time and resources in an attempt to redevelop the building to be used as permitted under existing zoning, now, therefore, be it RESOLVED, that the City of Ithaca does hereby express its support, in principle, for the reuse of Emerson Electric Building #24 under existing zoning and does hereby express its appreciation to Tompkins County Area Development Corporation and Cornell University Real Estate Department for their willingness to work with the City on this important project . Moved by Schroeder, seconded by Tripp, passed unanimously. 7 . Zoning pp p Appeals Report After review and discussion of Appeals 2143-2147, the Board offered comments on the following cases : Appeal 2143 is for a Special Permit to allow the installation of a microwave dish on the roof of the building located at 211-215 Fifth Street . The Board recommends approval with the condition that the microwave dish be located such that it is as far away as possible from Rte. 13 and Fifth Street and that the dish, to the extent possible, be screened from view. Appeal 2144 is for a Special Permit to allow the installation of two microwave dishes and several antennas on the roof of the Statler Hotel on East Avenue. The Board recommends approval of this application. None of these devices is likely to be visible from any of the nearby streets and, therefore, does not create any visual impact . None of the other cases on the Board of Zoning Appeals agenda present matters of long-range planning significance. 8 . Reports A. Director. Sieverding reported on City projects being proposed for the NYS Jobs Bond Act if it is passed. These projects include an extension of Cherry Street Industrial Planning and Development Board -3- Minutes of September 22 , 1992 Park, and acquisition and surface lot development of Block 14 for a parking facility. B. Chair. No report . C. Board of Public works. Tripp reported that the BPW continues to discuss budget . D. Planning and Development Committee. Schroeder reported that the committee discussed revisions to the zoning ordinance regarding home occupations . He also presented the various alternatives the committee is considering for substitute park land for Inlet Island. 9 . Approval of Minutes . May 26 Minutes were amended, and approval was moved by Tripp, seconded by Blumenthal, passed 4-0 . July 28 Minutes were deferred. Minutes of August 25 were revised by Schroeder who moved approval, seconded by Tripp, and passed 4-0 . Meeting was adjourned at 9 : 05 p.m. epj -22Sept92 .min-11/10/92
