TOWN BOARD MEETING MINUTES
January 12, 1981
The regular meeting of the Danby Town Board was called to order at
8:15P.M. at the Danby Elementary School, Gunderman Road, Town of
Danby, County 0'V4 ompk -n's and State of New York on January 12, 1981.

Councilperson Dorothy Roberts made the motion that the minutes of
the November 25th, December 8th, and December 29th meeting of the
board be approved as presented. The motion was seconded by Council-
man Robert Snedden and carried by a vote of five ayes and no noes.
COMMUNICATIONS:
1. A letter from Ceracche Television concerning extension of
cable service into West Danby.
2. A letter from Peter and Debbi Goodman requesting the use
of the kindergarten room of Danby School twice a week to
hold the preschool program.
3. A Notice of Claim against the Town of Danby by Daniel
Selover and Eileen Selover.
PRIVILEGE OF THE FLOOR:
Jimmie Miller stated that the Tompkins County Board of Representatives
has held two meetings already this year, one being their organizational
meeting. One subject of concern was the East Ithaca Transit fare
rincrease. Some thought the fare should be 35G and others 50�.
Many of the people present were pleased that the school is being
• used by the Town and wished them well.
The cable T.V. extension into West Danby was discussed. There are
approximately 60 people in West Danby that are interested in cable
T.V..Judson Leonard has been working to get the necessary petition
signed. He will be contacted.
The Selover's claim against the Town was discussed. He fell on the
stairs at the West Danby Fire Station when he was there to register
to vote. He suffered a broken ankle.
Bill Genter asked about the planes flying over and taking pictures of
Danby. He was told it was the Department of Environmental concer-
vation.

board.
RESOLUTION #2 SUPERVISOR BE AUTHORIZED AND DIRECTED TO
HAVE TOWN RECORDS AUDITED BY THE BOARD
AND FILE A REPORT IN ACCORDANCE WITH
TOWN LAW - 181 - (3)*
Motion made by Councilperson Dorothy Roberts and seconded by
Councilperson Sylvia Hiney and carried by theoaffirmative vote of
the entire board.

AUTHORIZE THE SUPERVISOR TO INVEST IDLE
FUNDS,
Motion made by Councilman Robert Snedden and seconded by Councilman
Ted Merritt and carried by a vote of five ayes and no noes.

RESOLUTION #6 HIGHWAY SUPERINTENDENT AUTHORIZED TO PURCHASE
TOOLS, EQUIPMENT, SMALL IMPLEMENTS, TIRES,
TUBES IN THE AMOUNT OF $1500.00 WITHOUT •
PRIOR APPROVAL OF THE TOWN BOARD, AT ANY
GIVEN TIME,
Motion made by Councilman Ted Merritt and seconded by Councilman •
Robert Snedden and carried by the affirmative vote of.the entire
board.
RESOLUTION #7 SET ANNUAL SALARIES: SUPERVISOR $6200.00
PER YEAR, ZONING OFFICER $1500 PER YEAR,
TWO JUSTICES $1800 PER YEAR, TOWN CLERK
$5500. PER YEAR; TOWN CUSTODIAN $,(11290 PER
YEAR, ALL THE ABOVE PAID MONTHLY, FOUR
COUNCILMAN $800 PER YEAR EACH, DEPUTY TOWN

Motion made by Councilperson Sylvia Hiney and seconded by Council-
person Dorothy Roberts and carried by the affirmative vote of the

RESOLUTION #8 FRED THAYER AND LEROY DECKER APPOINTED VOTING
MACHINE CUSTODIANS.A11 ELECTION INSPECTORS TO
BE PAID $3.35 PER HOUR.
Motion made by Councilperson Dorothy Roberts and seconded by Council-
man Ted Merritt and carried by the affirmative vote of the entire
board.
RESOLUTION #9 SUPERVISOR MILDRED MILLER IN LIEU OF PREPARING
FINANCIAL REPORT UNDER TOWN LAW 29 -(10) SHALL
SUBMITT TO THE TOWN CLERK BY MARCH 1, 1981 A
COPY OF THE REPORT TO THE STATE COMPTROLLER
REQUIRED BY SECTION 30 OF THE MUNICIPAL LAW.
Motion made by Councilperson Dorothy Roberts and seconded by Council-
man Ted Merritt and carried by the affirmative vote of the entire
board.
RESOLUTION #10. BLANKET RESOLUTION TO AUTHORIZE THE SUPERVISOR
TO SIGN NECESSARY CONTRACTS, PAY UTILITY BILLS,
FREIGHT AND POSTAGE AND TO CONDUCT OTHER NORMAL
PROCEEDINGS AS PAYROLL IN ADVANCE OF AUDIT IN
ORDER TO KEEP AFFAIRS MOVING ON A TIMELY BASIS.
Motion made by Councilperson Dorothy Roberts and seconded by Council-
man Robert Snedden and'earried by the affirmative vote of the entire
board
® Supervisor Mildred Miller made the motion that Susan Hautala be
appointed Town Historian, Roland Manley Town Constable, Frank Haskins
Zoning Officer, and Bob Howe Deputy Zoning Officer. The motion was
seconded by Councilperson Dorothy Roberts and carried by a vote of
five ayes and no noes.
RESOLUTION #11 MILEAGE ALLOWANCE FOR TOWN OFFICIALS FOR 1981
BE SET AT 18o, 14ER MILE FOR OFFICIAL TOWN
BUSINESS.
Motion made by Councilperson Dorothy Roberts and seconded by Council-
person Sylvia Hiney and carried by a vote of five ayes and no noes.

New Business continued,
A public hearing will be held to discuss the proposed amendment to
the local dog law,in Danby,relative to fees. This hearing will be
at 7:30 P.M. — immediately preceding the regular meeting
of the board to be held February 9th at the Danby Elementary
School,
Councilperson Dorothy Roberts made the motion that the board
authorize Supervisor Miller, Councilman Merritt and Councilperson
Hiney and Justice Smith to attend the Association of Towns meeting
in New York City in February. Supervisor Miller to be appointed
voting delegate and Councilman Merritt to serve as alternate. The
motion was seconded by Councilman Robert Snedden and carried by a
vote of five ayes and no noes.
Supervisor Mildred Miller, upon the recommendation of West Danby
Board of Water Commissioners, made the motion that George Armstrong
be reappointed as water commissioner. This is a five year term of
office. The motion was seconded by Councilperson Dorothy Roberts
and carried by a'vote of five ayes and no noes.
The Supervisor then appointed committees-and will set up others as
the need arises. The calendar of school use will be kept by Council-
man Ted Merritt, Councilperson Dorothy Roberts and Supervisor Mildred
Miller.Councilperson Dorothy Roberts reported that the County T.V.
Cable Commission will meet January 13, 1981. Danby's dues are $25.00
and need to be paid. A discussion followed concerning how the dues
were used.
Zoning Officer Frank Haskins submitted a written report.

The proposal for the use of the school for the preschool program
which is presently meeting at the church was discussed. Insurance
will be looked into. The group was asked to wait until the 19th
of January for their answer.
General Fund Warrant #1 in the amount of $741.99 was
approved to be paid. The motion was made by Councilperson Dorothy
Roberts and seconded by Councilman Ted merritt and carried by a
vote of five ayes and no noes.
Highway Fund Warrant #1 in the amount of $9,195.65 was
approved to..be paid. The motion was made by Supervisor Miller and
seconded by Councilperson Sylvia Hiney and carried by a vote of
five ayes and no noes.
West Danby Water District Warrant #1 in the amount of $75.69 was
approved to be-paid. The motion -was made by Councilman Ted Merritt
and seconded by by Councilperson Dorothy Roberts and carried by a'
vote of five ayes and no noes.

Councilperson Dorothy Roberts made the motion to accept the Supervisor's
reports as presented. The motion was seconded by Councilman Robert
Snedden and carried by a vote of four ayes and no noes.
