Also , media . Absent : Ed Brothers 1 . Meeting was called to order at 8 : 05 p . m . by Dan Hoffman . 2 . Hydropower / Designation staffing . Chair Hoffman reported the resignation of Helen Jones , from the Planning and Development Department staff , who has been involved with the Hydropower Commission and its objectives since its inception . It was noted that no staff_ person from the planning office was presents Hoffman reported that there was no one currently on staff prepared to assume this responsibility . Director of Planning said that until a replacement i. s found , an engineering consultant could be contracted if the Commission decides to go forward on hydropower construction . 3 . Revised economic projection . Discussion about payback period Legal rights of city to build and sell exclusively to NYSEG . 4 . Referral of resolution from Common Council meeting regarding termination of hydropower development at Ithaca Falls and surrender of FERC license . Conservation Advisory Council advises to continue researchinq hydropower construction until the recreational river designation is made . We should not surrender license until we have t o . Sampson , seconded by Mulholland , MOVED a resolution asking Common Council to identify a staff person to work on designation effort and identify staff to determine cost of underground allocate money and design . Vote : 2 - 5 ( motion defeated ) . MOTION : Stop working toward construction of hydropower plant and identify a staff person to work on recreational river designation ( including work on boundary maps , arranging intermunicipal meetings and public hearings , cooperating with Assemblyman Luster and State Senator James Seward , and communicating with the Department of Environmental Conservation ) . Moved by Sprague , seconded by Fabrizio , passed unanimously . Amending motion that by April 30 the designation process be reviewed , and hydropower options reconsidered . Moved by Emilian , seconded by Skutt , and passed unanimously . It was agreed to ask the mayor to write a letter to DEC informing them of the City ' s support for designation . ( over ) Resolution to mayor asking him to set up a meeting with Town of Dryden and Ithaca , Chair of Tompkins County Environmental Management Council , Marty Luster and Jim Seward . Moved by Fabrizio , seconded by Hoffman , passed unanimously . 5 . Minutes of December 4 approved unanimously . 6 . Next meeting set for March 8 at 7 : 30 p . m . Meeting adjourned at 10 : 00 p . m .
