Bus -Service and the City of Ithaca which provides for the operation by. Swarthout and Ferris of.a commuter bus service between downtown' Ithaca and the South Lansing/Triphammer and Village Apartments/Sapsucker:/Ithaca area via the Cornell University campus for the period:January 1, 1983 through December 31, 1983,' be approved for signature by the Mayor. It is -further RESOLVED, That an agreement between the City of Ithaca, Cornell University, the Town of -Ithaca, the Village of Lansing, Tompkins County, -and the • Village of Cayuga Heights, all as subsidizers of the Northeast Transit program, which agreement provides for administration by the City of two regular commuter bus service routes on behalf of thg subsidizers, serving the downtown Ithaca areas and the South Lansing/Triphammer and Village . Schickel • WHEREAS, the NYS Department of Transportation Transit Division has notified .us of the availability of the fourth year, Section 18 funds that can -be applied toward the purchase of:a new bus; and WHEREAS, our pending application for new transit buses has been amended from.two to three buses; and WHEREAS,.the Board of Public Works approves the amended application.now, therefore, be it RESOLVED, That the Board of Public Works requests approval from the Budget and Administration Committee and the Common Council to -authorize the expenditure of necessary funds from Capital. Reserve Account#22-Buses, to cover the local share of the acquisition of three new City of Ithaca Transit buses. Discussion followed on the floor. A vote on the resolution resulted as follows: l /.y/v3 Carried Unanimously Regarding new buses, Bernie Carpenter reported that one company pro- tested the bid, indicating the specs were restricted. They appealed to the State of New York and the appeal was denied; next they appealed to the Federal Government and are waiting for a decision. If we hear from the Federal appeal within two weeks, we will be able to receive new buses by December 15th; otherwise it will take 46 weeks. qlOr. New City Buses Purchasing Agent Clynes reported he has received verbal assurances that our submissions are complete and in order. He expects the buses before the end of 1983. i06/C5 Mayor Shaw read a portion of a.letter, received the previous week, from the Director of the Transit Division which authorized the City of Ithaca to award the contract for 3 new 35' diesel powered transit buses. Orion Buses Resolution By Comm. Stone: Seconded by Comm. Gutenberger RESOLVED, that payment for three (3) Orion Butses in the total amount of $359,859.00 be authorized for payment and copy of this resolution be forwarded to the Budget and Administration Committee for approval and funding. Carried /2.103 -3 - Air Conditioning on the City Buses • Comm. Clark reported that previous discussions with the Board of Public Works members on the matter of air conditioning City of Ithaca transit buses revealed there is a difference of preference by membersof the Board as to whether or whether not to have air conditioning on the transit buses.. Staff has conferred with State agencies involved with the funding of capital equipment acquisitions regarding specifications and .bidding pro- cedures. Thea State agencies have indicated a desire that the City decide beforehand whether or whether not to have air conditioning on new buses,and then. to proceed with bidding accordingly. Considerable discussion has taken place regarding a preference. It is staff's recommendation to standarize on air conditioning of City buses and to specifyin the current documents the inclusion of air conditioning to be included by the vendor. Resolution By Comm. Walker WHEREAS, the staff of the Department of Public Works has reviewed the specifications for three .City of Ithaca transit buses; and WHEREAS,it is the desire of the Transit. Division to standardize on air conditioned buses; and WHEREAS, it is the advice of the State agencies to select one option for bidding; therefore, be it • RESOLVED,. That the Board of Public Works does support the recommendation of staff and confirms the specifications shall include airconditioning to be provided by the vendor. Discussion followed on the floor. Clarke RESOLVED, That this Board accept the first quarter report of the operations of the Ithaca Transit System. CP71/ Carried Unanimously Comm. Clarke announced that the Committee would meet the following afternoon, at 2 p.m., with Bernie Carpenter, to review basic decisions the Transit System is going to need over the next few months and to take a ride on the transit system. Clarke: Seconded by Comm. Stone WHEREAS, the City of Ithaca has submitted a request for a grant of funds to the New York State Department of Transportation and the United States Department of Transportation, pursuant to Section 18 of the Urban Mass Transportation Act of 1964, as amended, for a project to provide operating assistance funds for transportation services within the City of Ithaca and partly two adjoining municipalities, provided by the City of Ithaca Transit System for. fixed route scheduled service open and available tothe general public during the period January 1, 1981 to December 31, 1981; RESOLVED, That the Board of Public Works recommends that the Common Council authorize the Mayor to sign the Agreement(s) between the City of Ithaca and State of New York for the above named project; and be it further RESOLVED, That the Board recommends that the Mayor be authorized to act on behalf of the City of Ithaca to process and complete the above. Stone WHEREAS, the City has been notified of the Federal Highway Administra- tion, Section 18 Public Transit Funding availability, and WHEREAS, City staff have been negotiating the distribution of these Section 18 funds with the County, and WHEREAS, staff feels a satisfactory solution has been reached; now therefore, be it RESOLVED, That the Board of Public Works agrees to the distribution of the 1983 Section 18 Public Transit Assistance funds and requests the Mayor to notify the County Commissioner of Planning of the City's . agreement; and execute said agreement. .*7/f3 Discussion followed on the floor. Stone: Seconded by Comm. Clarke WHEREAS, the operations of the Ithaca Transit, East Ithaca Transit, Northeast. Transit and Ithaca -Dryden Transit (TOMTRAN), have numerous passengerswho transfer from one system to the other, and WHEREAS, it is in the. best interest of City residents and transit passengers to receive optimum service from Ithaca Transit; now, therefore, beit RESOLVED, That this Board hereby authorizes the exchange of transfers between Ithaca Transit and the aforementioned transit agencies for a six-month trial period from July 1, 1983 through December 31, 1983. Gerkin RESOLVED, that effective approximately January 16, 1984, Ithaca Transit will delete Route #5 which serves Tower Road, one hour each day; and Routes 3B and 48 which are extra sections, 5 1/2 hours per day, 5 days per week.
