Staff: Director H. M. Van Cort, J. Meigs, P. Weed. Also, Applicants, other Interested Parties, Media. L Meeting was called to order at 7:35 p.m. 2. Privilege of the Floor: No requests made. 3. Subdivision of 113-15 Morris Avenue/Drapino and Mazzanoble. Daley, seconded by Yale, moved to open a public hearing. Mr. Meigs reported that the applicants have requested the Board to defer action on this project until January. Daley, seconded by Gooding, moved to close the public hearing. 4. Site Develo-anent Plan Reviews and Public Hearings: A. 358 Floral Avenue/Townhouse Apartments. Public hearing opened on motion by Daley, seconded by Gooding. No one appeared to speak and on motion by Daley, seconded by Yale, the hearing was closed. B. Triphammer Road and Jessup Road/Cornell University/American Indian Program House. Peter Weed reviewed the site plan for two- story structure to help Indian students feel more comfortable at Cornell. Mr. Weed recommended preliminary approval, considered final, with conditions for Phase I development. Questions about parking and proposed adjacent sorority. Building materials and colors. Daley, seconded by Killeen, moved to open'.a public hearing. No one appeared to speak, and on motion by Daley, seconded by Gooding, the hearing was closed. Environmental review Betsy's memo. Daley, seconded by Killeen, moved Negative Declaration of Environmental Significance, and the motion was passed unanimously. Daley, seconded by Killeen, moved preliminary approval, considered` final with conditions as stated in Peter Weed's memorandum of December 15, 1989, and the motion was passed unanimously. 5. Donation of woodland preserve at Gun Hill Residences. Mark Finkelstein came before the Board to offer 3.47 acres of this sloped, wooded land to the City on the condition that it remain undeveloped. Question about development rights and Planning and ' Development Committee wants assurance that it will not render remaining parcel nonconforming; building commissioner should review. Needs subdivision approval. Yale, seconded by Killeen, moved to endorse in concept to 'accept the land and offer assistance_in subdivision process. The motion was passed unanimously. 6. Subdivisions: A. 405-07 College Avenue/Fane & Travis. Resubmission of � ___ application that was initially proposed and approved in 1987 for a Planning & Development Board Minutes - December 19, 1989 Page 2 10-foot wide strip to be added to Collegetown Plaza property. There was discussion about a technicality that the subdivision sign was reported missing from the site. Sharon Grayson, rental agent, said the sign had been posted on a door to the building. Codes and Administration Committee recommended preliminary subdivision approval conditional on building permit approval of the ramp. Yale, seconded by Killeen, moved Negative Declaration of Environmental Significance. Motion was passed unanimously. Gooding, seconded by Killeen, moved preliminary approval with conditions, and the motion was passed unanimously. B. 129 Kline Road/Vichier-Guerre. Proposal to subdivide into two lots on a pronounced knoll. Residents expressed concern about the potential impact on this quiet neighborhood, especially traffic and safety. Attorney representing the Seznecs at 131 Kline Road was concerned about the steep grades and driveway right-of-way. The Board requested that the applicants supply a topography map indicating the location and size of existing trees, as well as driveway configuration and slope. Action was deferred until required information is submitted. 7. Site Plan Review - Discussion. Board members found it useful to receive site plan documents before the meeting. A press release was suggested regarding the state of site plan review. 8. Planning and Development Work Program. It was suggested that a joint committee be formed to examine the work program. Discussion about city planner opening in Planning Department. 9. Zoning Appeals Report. Memo approved,on motion by Daley, seconded by Killeen. 10. Committee reports. Killeen reported on recreational river designation of Fall Creek and its potential impacts. Daley reported on status of the Northside site. 11.
