Special Tbpic: Critical Planning Issues for the 199Os
1 Downtown Parking
- Adequate parking should be provided, especially for visitors
(200/day at tourist bureau alone) who spend money downtown.
2. Bicycle Lanes
- Study feasibility (80% bike for recreational purposes, 76% bike
for general transportation, 50-60% commute by bike) . Refer to Cass
Park-Buttermilk Falls study.
Organize a group to develop proposals and alternatives and report
to transportation subcommittee (relationship of bike lanes to street
system) . Designate north-south grids, east-west grids.
- Obtain University support.
- Intermunicipal problems; different jurisdictions.
3. Affordable Housing
Rental and ownership -- Preserve affordability.
-- Employment/Demand programs.
-- Supply programs to assist developers.
-- Construction and financing assistance.
- Preserve affordable housing through a community land trust.
-- Consideration of urban land trust on certain parcels with deed
restrictions.
-- Mixed-use development -- Recapture programs.
-- Keep taxes down so landlords won't have to raise rents.
-- Rental housing task force--Rental registry.
-- SEED money for cooperatives.
-- zoning laws should encourage numerous housing units.
-- Build housing in existing buildings on Commons (e.g. above
Tops, Woolworth's and Weg an's) .
-- Special disability-accessible housing.

4. Senior citizen issues important for future planning (9% increase in
County 1990-2000, 29% increase in 2000-2010) .
- Consideration of curb cuts, lighting, widen door openings, utilize
non-glare glass.
- Think about needs of aging; Make old age a pleasant time.
