Planning and Development Board
June 27, 1989
PRESENT: S. Blumenthal (Chair) , A. Yale, M. Cochran, S. Killeen,
J. Daley. Staff: Director H. M. Van Cort, P. Weed. Also,
Applicants, Other Interested Parties, Press.
1 . Meeting was called to order at 7:40 p.m.
2. Public Hearings:
A. Final Subdivision Approval--Fairfield Crossing/Cowles.
Public Hearing opened on motion by Killeen, seconded by Cochran; no
member of the public appeared to speak, and on motion by Yale,
seconded by Killeen, the hearing was closed.
B. Site Plan Review--Maple Avenue Apartments/Lower.. Public
Hearing opened on motion by Cochran, seconded by Yale. Mr. Edmond
Barber, a resident of Fairview Heights, addressed the Board about
concerns regarding increased rainfall surface water runoff into
Fairview Heights' parking lot. He suggested installation of a
continuous curb and a drain from the retention pond running to the
street or to a storm sewer designated by. City. He also advised that
Mr. Lower should contact Fairview Associates concerning an easement
for the drain line which, he believes, they are willing to grant.
On motion by Daley, seconded by Yale, the hearing was closed.
3. Privilege of the Floor: No requests made.
4. Final Subdivision -- Fairfield Crossing. Final Subdivision
Approval conditional on receipt and staff approval of final
documentation (per Jon Meigs' memo of June 26, 1989) MOVED by
Daley, seconded by Killeen, and the motion PASSED 5-0.
5. Site Plan Review
A. Fairfield Crossing, 324 Spencer Rd. and 215-17 Elmira Rd. Mr.
Robert Vollmer, architect, addressed questions regarding sidewalks,
landscaping and play area. Discussion about parking slope and storm
drainage on Elmira Road. Mr. Daley noted that the 10% slope is
higher than the Board would have liked, but will approve it because
they would like to encourage this kind of project.
Daley, seconded by Killeen, MOVED to recommend final site plan
approval conditional upon the project's continued affordability for
fifteen years within the terms of Section 42. It is further
contingent on submission and staff approval of final documentation,
and the motion PASSED, 5-0.
Mr. Van Cort explained enforcement of site plan regulation. The
Building commissioner, when `a permit is issued, gives each permit
holder a list of departmental checkoffs that have to be obtained to

receive a .Certificate of Occupancy (fire underwriting, plumbing
inspection, Building Dept. inspection, etc. ) , and site plan review
will be added to the lista The applicant will be reminded that site
plan approval is a requirement for a Certificate of Occupancy. A
temporary C of 0 +� e� be issued pending successful completion of
site plan review. Planning Department staff will perform
— --- - - - . inspections to ensure that the site is in compliance with what has
been approved, and the final drawings will be a part of the
-- - - certified C: of 0. It was suggested that Planning Department memo
should go into the Building Dept. public file, and an offical file
of site plans will be kept in the Planning office.
B. Maple Avenue Apartments/143 Maple Avenue. Mr. Jagat Sharma,
architect, described the proposed four-story apartment building
containing 1.2 units, 39. beds. Trowbridge Associates described
landscaping and drainage. It was agreed that no action could be
taken until the appropriate level of environmental review is
determined. Further action was deferred.
C. Tompkins County Mental Health Facility (Report). There will be
a public hearing next month for this site development review plan.
6. Trolley Proposal Discussion. It was generally felt that the
Board would like to communicate with Cornell University before they
implement a parking plan in order to voice concerns and assist in
formulating an agreeable plan. Yale moved, seconded by Killeen, to
address a letter to Cornell inviting them to do a feasability study
on transportation issues, and the motion PASSED, 4-0.
7. Fees in Lieu of Park Land Reservation -- Review of revised draft.
Board members had a number of questions and comments, and action was
deferred until next month.
8. Liaison Report. Sean Killeen reported that Planning & Development
Committee concerns have been focused on City-owned land (i .e. sewer
site, Sciencenter) and affordable housing. A report from the Rental
Housing Task Force is expected by Council soon.
9. Approval of minutes deferred.
