HomeMy WebLinkAboutMN-PDB-1988-01-08-exec-sess SUMMARY MINUTES Executive; Session of Board of Planning and Development Friday, January 8, 1988, 4: 15 p.m. PRESENT: Chair Blumenthal; Sampson; Daley; Cookingham participating via telephone; Meigs. Cookingham explained that bad road conditions had prevented him from leaving his, office in Owego in order to be present at the meeting. Meigs informed the Board that City Attorney Nash had stated a phone poll of members individually, would be acceptable if there were no: substantive changes in the text of the minutes underconsiderationfor approval; if Mr. Cookingham could participate in. discussion of any revisions. as they were brought up, his vote should also count. Blumenthal opened the meeting, which was called: to take official approval action on minutes of the Dec. 1, - 1987 regular meeting, especially as it concerned the matter of the proposed Ronsvalle subdivision, 109 S. Titus Ave. These minutes had been requested by Attorney Nelson Roth, who has initiated an Article 78 proceeding on Mr. Ronsvalle's behalf, seeking reversal and annulment of the Board's denial of approval for the subdivision. Meigs explained that he had drafted the undated, double-spaced draft of the proceeding of the Dec. l subdivision discussion, and circulated it to Board members Dec. 31st, for their consideration. He had done this in an effort to insure that the official minutes accurately reflected the discussion and decision, and particularly the reasons for the decision as presented verbally by the Board at the Dec. 1 meeting. He had listened to the tape of the meeting, comparing it with the draft minutes prepared by the Department Administrative Secretary and distributed to the Board before the Dec. 22, 1987 regular meeting. Mr. Meigs reported that former Board member Cummings, who could not be present for this meeting, had reviewed his draft and indicated that she felt it to be accurate. In discussion, responding to members' questions regarding thetext of Mr. Meigs ' draft, he stated that the terms and wording therein were, to the best of his ability to understand the tape and his recollection of discussion at the Dec. l meeting, accurate and verbatim, though he had of course held more or less to the condensed form of minutes reportage Pl.anning:& Development- Board summary Minutes .1/8/88. s - which is standard .practice: The City Attorney. uv 11 receive the verbatim transcripts of: all portion of Bo1.ar ':r eetings;,at which the Ronsval.le subdivision was discussed; these are now in preparation.
