PLANNING AND DEVELOPMENT BOARD MINUTES
SPECIAL MEETING - FEBRUARY 13, 1985:
PRESENT: Chairman S. Blumenthal , M. Sampson, S. Jackson, I . Kramnick,
Deputy Director P. Mazzarella, City Planner Helen Jones
1 . Ms. Blumenthal convened the meeting at 4:20 p.m.
2. Final Subdivision Approval- Cornell University (Collegetown Redevelopment
Project) :
Ms. Blumenthal noted that this is a public hearing for the proposed sub-
division of land in Collegetown by Cornell .
Mr. Sampson.moved that the public hearing be opened. Seconded by Jackson.
Vote: 4-0-0 in favor.
Blumenthal asked if there were any people who wished to address the Board
on this subject. There were none.
Sampson moved and Jackson seconded a motion to close the public hearing.
Vote: .4-0-0 in favor.
Mazzarella explained that the subdivision was for the purpose of conveying
.13 acres of land to the City to assist in the Collegetown Redevelopment
Project. This transfer is part of a larger agreement with Cornell on a
wide variety of cooperative issues.
Kramnick moved and Jackson seconded a motion to approve the final sub-
division plan.
Vote: 4-0-0 in favor. PASSED.
3. Preliminary Subdivision Plan - Cherry Street. Industrial. Park:
Helen Jones explained that the original subdivision plan showed four
parcels of which one remains uncommitted. The City has been asked
by Precision Filters for additional land and has been approached by
two other tenants seeking space in the park.
The new plan shows two parcels created out of the single remaining parcel
and a small strip to be conveyed to Precision Filters. The two new
facilities will each contain 5,000 sq. ft. and give the two firms,
Accufab, Inc. and Pipe. Welding Supply Co. , Inc., the room to expand fully.
Jackson asked whether this plan was creating a choice between Accufab
and Precision Filters, both of whom may want to expand.
Jones explained that the long-term needs of both had been considered.
Accufab is a small and young company who does not was to grow too fast.

Precision Filters wants to grow considerably; the additional land they
need is to meet the parking needs.
Jones also said that the D.. E. C. had a permanent easement on part of
the site; but the City is in the process of getting a quit claim deed
from the State to remove the easement. The tenants have been made
aware that additional land may be available.
Blumenthal asked about the nature of the businesses. Jones explained
what both businesses do, and noted that Pipe Welding Supply handles
some hazardous gasses, which was a concern by the IURA, but the use is
in conformance with the zoning, health and fire codes. The Fire Depart-
ment has reviewed the. terms and operations and will work with them to
design a new building that meets the fire codes.
Jackson asked about sanctions if they were not in compliance.
Mazzarella noted they may have a non-conforming status under the law.
Jackson asked who would enforce the regulations.
Jones stated it was the Building Department with assistance from the
Fire Department.
Jackson and Kramnick wanted to put into the lease the fact that they
should not be able to buy the land in 20 years if they have not demon-
strated compliance with the applicable codes. It was noted that the
Fire Department should be made a party to the review of the plans and
procedures prior to the signing of a lease.
Blumenthal asked about violations of the code requirements during the
life of the lease.
Jones responded that this would be a violation of the provisions of the
lease and that the City could take legal action.
Jackson moved and Sampson seconded approval of the preliminary plan.
APPROVED 4-0-0.
Meeting adjourned at 5:00 p.m.
