SPECIAL PLANNING AND DEVELOPMENT BOARD MEETING
May 4, 1987

1. Zoning Appeal 1760, 401 College Avenue
In a special meeting, May 4, 1987, the Board of Planning and Develop-
ment examined the appeal with regard to what the Board felt to be the
city-wide issues involved. The Board determined that the only issue in
terms of city-wide planning impact is the impact on the property immediate-
ly to the north of the proposed structure. Since the proposed building
would block windows in the adjoining structure it would cause the poten-
tial loss of some of the space now devoted to residential use.. While
the Board determined that the proposal would reduce the number of bed-
rooms in the adjacent building, it would not eliminate an entire unit
of housing. Given the new units to be built at 401 College Avenue, the
net impact would be to increase the supply of housing available city-
wide.
The Board, therefore, recommended approval of the project with
respect to its net positive benefit on the city's housing supply, but
made no recommendation with regard to other considerations which are
the basis of the appeal, and therefore passes those matters to the BZA
for action. On vote, the recommendations were adopted, 5-0.
2. Discussion on Mediation
Mazzarella introduced John Forester, a professor in Cornell's
department of City and Regional Planning He explained that the Plan-
ning Department had been working with John and Judy Saul of the Com-
munity Dispute Resolution Center. on ways that the Planning Department
can better achieve community-wide consensus on difficult planning is
sues. In recent weeks, the discussion has focused on ways to involve
members of the Common Council, other city officials., and members
of the community at large in workshops that are designed to promote
collaberat.ive decision-making. The proposal developed by staff in-
volves the formation of a working group of approximately 12 people,
including 4 members of Common Council, and representatives from the
Planning Board, TAC, Planning Department, and community at large. The
group should be formed so that its members represent the opposing
interests that are involved in the discussions relating to housing and
neighborhoods in Ithaca.
The Board discussed the membership of the .proposed working group,
focusing on what groups of people or interests should be represented.
Daley noted that most of the members were from the Common Council,
Planning Board, TAC and Planning Department, leaving few spaces for
members of the community-at-large. There was consensus that in order
for this effort to be successful, the group must achieve broad and

equal representation by the major competing interests and that fact
must be perceived by the non-participants.
The Board then discussed how the results of these working sessions
should be disseminated to the other members of the Planning Board, the
Common Council and the public. It was suggested that the sessions be
videotaped and .shown on public access cable TV. Forester and Mazzarella
both pointed out that this would undermine one of the basic objectives
of this process, which is to engage in a collaborative exploration of
ideas in a carefully structured, non-public atmosphere. The results
of these sessions should be made public, but the process of achieving
consensus should be done privately.
Blumenthal asked the Board if they supported the concept of these
workshops and if the plans to develop them should move forward. There
was a unanimous agreement to support the idea. The Board also agreed
that the Housing, Neighborhoods and Facilities subcommittee should
meet to agree. on the specific people to be invited to participate in
the workshops.
