TOWN OF DANBY
TOWN BOARD MEETING MINUTES
September 8, 1980
The regular meeting of the Danby Town Board was called to order at
8:00 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby,
County of Tompkins and State of New York on September 8, 19800

PRIVILEGE OF THE FLOOR.
Mary Smith reported on the trips taken by the Danby Senior Citiaens.
There seems to be good participation by the senior citizens. They
are soon to take a four day trip to Washington D.C. She apologized
for the senior citizens for causing a parking problem at the Town
Hall,
Bill Shippos asked if any thing will be done to improve the condition
of Route 34/96 that winds through West Danby. There have been many
accidents along this route. It was noted that this is a State Road
and.if any repair work is done to it.it will be done by the State
and ndhthe Town of Danby.
Mr. Button says that Bruce Hill Road is in very poor condition. He
lives on Bruce Hill Road. There are no ditches and water runs down
the middle of the road which helps to break up the road even more.
Highway Superintendent, Roy Hornbrook, stated that he will grade the
road in two to three weeks. The matter was discussed. Other Danby
people feel that this road is a problem.
• Bill Genter,representing the fire district, reported that the
tentative budget for the fire district has been prepared and
presented to the Danby Town Board. The 1981 budget shows an
increase over the 1980 budget.

Highway Report - Roy Hornbrook reported on the Donovan Plan projects
that have been completed and the other work of the highway department.

Zoning - Zoning Officer Frank Haskins reported he has issued permits
for three new homes. Total value approximately 91 Thousand Dollars.
He also submitted a written report.
Cemetaries - All quiet.
West Danby Water District - Nothing to report.
Youth Program - Supervisor Mildred Miller reported that the state
aid applied for for the youth program was received but is short
$128.00 of the amount applied for.

Supervisor Mildred Miller said that there is a problem with the
highway radio equipment. Neil Wintermute is handling this matter
for Danby and Newfield. Because of this problem new crystals will
have to be purchased. When the old crystals are turned in the cost
of $390.00 for new ones will be refunded. After discussion)Council-
man Robert Snedden moved a resolution to spend $390.00 from Highway
Equipment Fund DR5110.4 for prepayment of new crystals for the
highway radios. The motion was seconded by Councilman Ted Merritt.

The Clerk asked that Records Retention and Disposition Schedule No.
19 -TC -1 be adoped for her use and that the Town Board authorize the
disposition of records in accordance with this schedule. After
discussion Councilperson Dorothy Roberts moved a resolution to that
affect. Councilperson Sylvia Hiney seconded the motion.
RESOLUTION #29 ADOPT RECORDS RETENTION AND DISPOSITION SCHEDULE
#19 -TC -1 FOR THE USE OF THE TOWN CLERK AND
AUTHORIZE THE CLERK TO DISPOSE OF RECORDS IN
ACCORDANCE WITH THIS SCHEDULE.

New Business continued:
A proposed ordinance had been drawn up by the town attorney for
regulating and licensing public mass gatherings in the Town of Danby.
Supervisor Mildred Miller said that she would like to hold a public
hearing and if there is no great opposition, adopt this ordinance
for the Town of Danby. The board members were all in agreement.
Councilperson Sylvia Hiney moved a resolution that a public hearing
be held September 22, 1980 at the Town Hall at 7:30 P.M. to discuss
the proposed mass gatherings ordinance. Immediately following this
hearing another hearing will be held to- discuss the proposed use of
Federal Revenue Sharing Funds. The motion was seconded by Council-
man Ted Merritt.
® RESOLUTION #30 RESOLUTION TO HOLD PUBLIC HEARING ON
PROPOSED MASS GATHERING ORDINANCE AND
PROPOSED USE OF FEDERAL REVENUE SHARING
FUNDS SEPTEMBER 22, 1980 AT 7:30 P.M.
AT THE DANBY TOWN HALL,

Carried by a vote of five ayes and no noes.
Supervisor Mildred Miller has received an estimate for repairing
the Town Hall roof in the amount of $130.00. Mike Hovanec submitted
this estimate. After discussion, Councilman Ted Merritt made the
motion to accept this offer and have the roof repaired. The motion
was seconded by Councilperson Dorothy Roberts and carried by a vote
of five ayes and no noes. At the same time Mr. Hovanec is repairing
the roof he will be asked to reset the ball at the top of the
monument in front of the Town Hall.
Chairman of the Planning Board, Mr. Donald Graham, said that the
zoning ordinance revisions have been completed and are ready to
present to the Town Board. A meeting of the Town Board and the
Planning Board will be held immediately following the public hearings
on September 22, 19800
® General Fund Warrant #9 in the amount of $2346.63 was read and discussed.
Claim #116 and #117 were deleted from the warrant as there is not money
in the budget account for youth to pay these bills. The total of these
® claims is $198.57. The warrant in the amount of #2148.06 was then
approved to be paid. The motion was made by Councilperson Dorothy
Roberts and- seconded by Councilperson Sylvia Hiney and carried by a
vote of five ayes and no noes.
Highway Fund Warrant #9 in the amount of $21060.49 was approved to be
paid. The motion was made by Councilman Robert Snedden and seconded
by Councilperson Sylvia Hiney and carried by a vote of five ayes and
no noes.
West Danby Water District Warrant #7 in the amount of $80.21 was
approved to be paid. The motion was made by Councilperson Dorothy
Roberts and seconded by Councilperson Sylvia Hiney and carried by
a vote of five ayes and no noes.

New Business continued.
Councilman Ted Merritt made the motion to accept the Supervisor's
reports as presented. The motion was seconded by Councilperson
Dorothy Roberts and carried by a vote of four ayes and no noes.
Supervisor Mildred Miller said that there will be a budget meeting
at her home September 15, 1980 at 7:00 P.M.
Councilperson Dorothy Roberts and Town Clerk Mary Oltz were asked
to contact Mike Wiese and ask that the equipment purchased for the
summer recreation program be brought to the Town Hall for storage.
The meeting was adjourned at 9:10 P.M. The motion was made by
Councilman Robert Snedden and seconded by Supervisor Mildred Miller
and carried by a vote of five ayes and no noes.
