HomeMy WebLinkAbout1980-06-09TOWN OF DANBY TOWN BOARD MEETING MINUTES June 9, 1980 The regular meeting of the Danby Town Board was called to order at 8: :00 P.M. at the Danby Town Hall, 1830 Danby Road, Town of - Danby, County of Tompkins and State of New York on June 9., 19800 Board members present: Councilman Bradley,Corbitt Councilman Ted Merritt -- Councilperson Dorothy Roberts • Councilman Robert Snedden Supervisor Mildred L. Miller Others present: Frank Haskins, Roy and Mary Casterline, Donald Wright, • Pamela Clermont, Rick Dobson, Donald Graham, Jimmie Miller, Onalee Wright and Fran Wright, Walter and Carol Sczepanski, It was noted that the Mayl2th minutes indicate that Mike Sczepanski attended the meeting. This should have been Walter Sczepanski. Also under Committee Reports, 35 man hours were put on the backhoe and not the roller as stated. Councilperson Dorothy Roberts made the motion that the minutes of May 12th be approved with the corrections as indicated and the minutes of the May 27th meeting as well. The motion was seconded by Councilman Ted Merritt and- carried by a vote of five ayes and no noes. COMMUNICATIONS: 1. A letter from New York State Association of Magistrates concerning a resolution to increase fees paid to Towns and Villages for various services rendered in relation to criminal actions and proceedings. PRIVILEGE OF THE FLOOR: Bill Winters complained about the poor condition of Durfee,Hill Road. Because.the road is so-rough and stony he had considerable damage .to -his car in traveling over it. Also he asked about junk cars parked along- Hornbrook Road. He:,was gold that'Auto Salvage has been approach - by the zoning officer about the parked cars. Rick Dobson complained about the planning board's decision to change the zoning in an area which includes some of his property. He is very unhappy about this. He wQhts it to stay commercial. Donald Graham said that he feels the remarks of Rick Dobson are unfair-. The planning board makes recommenda -t ions .= It: -is -up to the ® Town Board to act on these recomendations. Jimmie. 'Miller, Danby 's representative on the Tompkins County -Board of:Representatives, stated that the work load has been light. The board is looking for uses for the old county hospital. � He said that Grievance Day in Danby will be held Wednesday June 11, 19800 Mr. A. Francis Wright: a member of the county transportation commiss- ion,stated that progress is being made. There is a possibility that TC3 students will be able to ride school buses and transfer and be taken to TC3. Also there is a possibility that vans will be used. Perhaps a fee will be charged. Town Board Meeting Minutes - June 9, 1980 Page 2 OLD BUSINESS. Roy Casterline was asked about the possibility of the West Danby Firemen flushing the fire hydrants in West Danby.. The firemen have requested that they be allowed to do this. After discussion, Roy Casterline said that he would take the matter up with the water commissioners. As the proper wording for a resolution from the Town of Danby Town Board stating that non - profit organizations may sponsor games of chance, in the Town of Danby, was not obtained, this matter was tabled until July. COMMITTEE REPORTS: Cemetaries - Flags have been put the cemetaries have been mowed. on the veterans graves and all Highway - Michigan Hollow Road is being worked on. Donovan.-funds are financing the work. Ditches are being cleared on Gunderman Road. The Gunderman Road bridge needs work. It was noted.that June.22, 1980 there will be a road check by the Town Board.. The time will be 1:00 P.M. Zoning Report - Frank Haskins reported that two new houses are under construction in the town. He discussed zoning violations with the board. The Human Services Coalition has passed two resolutions. One concerned.with.United Way helping the big brother and big sister programs and the second concerned with a task force for battered women. John Gaines is leaving the youth bureau. A replacement has been appointed. T.V. Cable service for'We.st Danby has been pursued by Pam Clermont. Ceracche will give the town a new petition for circulation. When the petition gets back to Ceracche they will pursue the matter. Judson Leonard will be contacted to pick up the petition. Youth - The state parks people have granted the Community Council a permit to have a chicken barbecue on June 28, 1980 as an opening day ceremony. After Councilman Bradley Corbitt moved the ` ion was seconded by Councilman Robert RESOLUTION #22 INCREASE THE FEES PAID TO TOWNS AND VILLAGES FOR VARIOUS SERVICES RENDERED IN RELATION TO CRIMINAL ACTIONS AND PROCEEDINGS. Roll Call Vote: Corbitt - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. U • n U • CJ Town Board Meeting Minutes June 9, 1980 1 Page 3 A list of election inspectors to be appointed for a one year term of office to begin July 15, 1980 and end July 14, 1981 was read by Mary Oltz, town clerk. The names are as follows. Republicans - District I Rhoda B. Larson ' Donna L. Smith Charlotte Hautala Peggy La Point - Alternate Democrats - District I Beverly Dawson. Eugene Nesbitt Evelyn Eisenberg Linda Howe - 4 Alternate Republicans - District II Mary Casterline Irene Cortright- Hillview'Road Frank Haskins - Alternate Democrats - District II Frances Jackson Irene Cortright - Spencer Road Jean Nowack - Alternate After considering the list submitted, Councilperson Dorothy Roberts made the motion that these people be appointed to serve as election inspectors for the Town of Danby. The motion was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Walter Sczepanski mentioned a bad curve on Miller Road. He was told that Roy Hornbrook has a plan to take care of this. Mr. Sczepanski was asked to sit on the board on greivance day,,,June 11, 1980. He consented to do this. Councilman Ted Merritt talked about the proposed closing of Danby School. He asked that the Town Board send a letter to the School Board asking them to give more consideration to keeping this school :open. The matter was discussed. Pam Clermont stated that this could be decided by the board and handled as they see fit. Councilman Bradley Corbitt made the motion that such a letter be drafted and sent. The motion was seconded by Councilman Ted Merritt. The motion was carried by the aye votes of Corbitt, Roberts, Merritt and Snedden. Supervisor Miller voted no. Planning Board Chairman, Donald Graham, reported on the County Planning Board meeting. He also asked that Gary Leonhardt be reappointed to the board. His term expires at the end of June. Councilman Robert Snedden made the motion that Mr. Leonhardt be reappointed. The motion was seconded by Councilman Bradley Corbitt. Supervisor Miller asked that the motion be tabled until the board has a chance to talk to Mr. Leonhardt. Councilman Robert Snedden with- drew the motion and asked that this matter be taken up at the July meeting of the board. General Fund Warrant #6 in the amount of $1030.38 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Highway Fund Warrant #6 in the amount of $3,737.08 was approved to be paid. The motion was made by Councilman Bradley Corbitt and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. West Danby Water District Warrant in the amount of $171.88 was approved to be paid. Councilperson Dorothy Roberts made the motion which was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. The motion was seconded by Councilman Ted Merritt,and carried by a vote of four ayes.and no noes. Mike Wiese's bill for services through Community Council is over four hundred dollars and only $339.00 has been incumbered and is available to ,pay this bill; This bill will_ be. taken back: to.... Community Council.. The minutes will be checked. The meeting ,of the - Tompkins .County Municipal Officials-.will.-.be held June 18th at the Party House at 7:00 P.M...,,Sam Mc Neil will be the speaker.
