Joint EMS/Fire Meeting
Town of Ulysses
September 7, 2017

The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.

ATTENDANCE:
TOWN OFFICIALS PRESENT:
Supervisor- Liz Thomas
First Deputy Supervisor/Board member- Nancy Zahler
Board members- Michael Boggs, Rich Goldman, John Hertzler
Town Clerk- Carissa Parlato
OTHERS PRESENT: Trustees of the Village of Trumansburg, representatives from the Towns of
Covert and Hector
CALL TO ORDER:
Ms. Thomas called the meeting to order at 6:18 p.m.
DISCUSSION on the PROPOSED FIRE BUDGET:
Chief Fulton presented the proposed 2018 fire budget, highlighting the areas where costs have changed
from the 2017 budget.
Ulysses board members inquired as to what happens when appropriated funds in the fire budget are not
expended at the end of the year.
Village trustees replied that it goes into the Village's fund balance, and may or may not be re -
appropriated back into the following year's budget.
The two boards further discussed.
Chief Fulton reiterated the need to improve the current facility or build a new one.
Contracting municipalities requested that the Village allocate $17,309 of the unused balance from last
year to reduce the net cost of the Fire service for 2017-18.
DISCUSSION on the PROPOSED EMS BUDGET:
Mr. Snyder presented the 2018 EMS budget proposal and discussed the areas changed from last year.
Mr. Snyder drew attention to the labor pool shortage in the field.
Ulysses and Trumansburg again discussed potential year-end surpluses and how they could be handled
in the future.
The Town requested that the Village allocate $10,000 of the unused EMS budget from its general fund
to reduce the net cost of the EMS service for 2017-18.
The Village agreed to attend a joint meeting to be scheduled in January or February by Ulysses for all
participating municipalities prior to Village's adoption of its 2018-19 budget.

Mr. Goldman moved to adjourn the meeting at 8:58pm; seconded by Ms. Zahler and passed
unanimously.
