The Board of Public Works meets on the second and fourth Mondays at 4:45 p.m. All meetings are voting meetings, opening with a public comment
period. Meeting agendas are created from prior public input, Department operating, planning issues, and requests made to the Superintendent. The
Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. This information may
then be used to create committee agendas, with the speaker or author invited to attend.

9A. A Resolution To Amend Chapter 346 of the City of Ithaca Municipal Code entitled
"Vehicles and Traffic", Section 346-12 entitled "Stop Control Intersections"
Including Discussion Related to All -Way Stop Warrant Analysis For Cayuga Street
— Cascadilla Street — Cascadilla Avenue Intersections
WHEREAS, the Board of Public Works is authorized by Section 346-4 of the City Code to
adopt and to amend a system of Schedules in order to administer the Vehicle and Traffic Law,
and
WHEREAS, the City's Transportation Engineer has determined that the intersections of
Cayuga Street and Cascadilla Avenue should be changed to all -way stop control to improve
safety and operation, now therefore be it
RESOLVED, that the Board of Public Works hereby adopts the amendments below:
Schedule VIII: Stop Control Intersections.
In accordance with the provisions of §346-12, the following described intersection is hereby
designated for control by an all -way stop as follows:
Cayuga Street and Cascadilla Street

9B. West Martin Luther King Jr. Street Corridor Enhancements — Resolution
WHEREAS, on August 7, 2013, Common Council authorized Capital Project # 790, West
Martin Luther Kind Jr. Street Corridor Enhancements, P.I.N. 395050 (the "Project"),
WHEREAS, the Board of Public Works, acting as the lead agency, declared on May 8, 2017,
that the project would not have a significant negative environmental impact in accordance with
the City Environmental Quality Review Ordinance and the New York State Environmental
Quality Review Act, and
WHEREAS, on June 12, 2017, the Board of Public Works selected a preferred alternative for
the Project, allowing the project to move into final design, and
WHEREAS, on September 6, 2017, Common Council approved a resolution authorizing
funding and a project agreement with NYSDOT for the federal aid share for the Project, and
WHEREAS, as a part of the funding authorization, Common Council directed the Board of
Public Works to reconsider a component of the project, namely the signalization of a mid -block
pedestrian crosswalk, and
WHEREAS, on September 25th and October 23Pd, the Board of Public Works heard additional
public comment about the Project and at the latter meeting held an extensive discussion about
the benefits and costs of the mid -block signal, including considerations for pedestrians,
motorists, ownership and maintenance costs to the City, and the flexibility to include
signalization now compared to adding it in the future, and
WHEREAS, staff has provided input on the question, suggesting that the signal could be
removed from the project, but understands that the BPW continues to desire to provide a high
level of service for people who are trying to cross the street in this location, and staff does not
have any objections to the signal being included in the project, now, therefore be it
RESOLVED, That the Board of Public Works, after reconsideration of the issue, discussion
with staff and additional public comment, does continue to support the inclusion of the signal at
the mid -block crossing and hereby recommends that Common Council approve the mid -block
signal as a component of this Project.

9C. A Resolution to Deny Request for a Loading Zone on Linden Avenue
WHEREAS, the owners of 210 Linden Avenue have requested that a loading zone be created
along their street frontage as mitigation for a state fire code variance request related to the
height of the proposed building and aerial fire apparatus access, and
WHEREAS, staff agrees that there is not a need for a loading zone at this location for any
delivery or commercial reason, and
WHEREAS, staff has determined that this scenario could occur at numerous locations around
the City, likely the majority of tax parcels in the City, and
WHEREAS, staff and the Board of Public Works are concerned about the precedent that would
be set by granting the request, and
WHEREAS, if the BPW was to grant this request, the City would effectively restrict parking on
this portion of Linden Avenue forever because if the BPW allowed parking on the street in the
future or somehow otherwise modified the roadway as to lessen the clear width (exclusive of
parking) between the curbs, the building would likely not be allowed to be occupied in
accordance with the NYS Fire Code, now, therefore be it
RESOLVED, That the Board of Public Works hereby denies the request for a loading zone in
front of 210 Linden Avenue.

10A. 2018 Proposed Parking Rates — Resolution
WHEREAS, the Board of Public Works has considered the proposed 2018 rates for municipal
parking facilities in order to meet the adopted 2018 budget revenue projection, and
WHEREAS, the following chart contains the entire rate structure for all rates within the City for
2018, and
RESOLVED, That the Board of Public Works hereby adopts the proposed 2018 parking rates
as follows in the attached table; and, be it further,
RESOLVED, That all rates shall go into effect January 1, 2018, and shall remain until the
Board of Public Works directs otherwise.

3 — The County's Mental Health/Library agreement for 100 spaces in Green Street Garage (and/or Lot D) has
expired. The Board of Public Works agreed to transition the rate charged to County employees to the full market
rate over a period of five years. Commencing in 2015, the rate is 100% of the market rate. County's DSS
agreement for 20 spaces on West State Street (in "Fire Station lot") expires December 31, 2016 (needs to be
negotiated).
4— Fees charged: Downtown garages, 3:00 a.m. to 8:00 p.m., Monday through Friday: Dryden Road garage, 24
hours / 7 days.
5 — The City has an agreement with TC3 that allows TC3 to issue passes for students, clients, and customers, for
which the City charges TC3 88 percent of posted rates for the accumulated parking fees.
