The Board of Public Works meets on the second and fourth Mondays at 4:45 p.m. All meetings are voting meetings, opening with a public comment period. The Board reserves the right to limit verbal comments to three minutes and to request written comments on lengthy or complex issues. A Resolution To Amend Chapter 346 of the City of Ithaca Municipal Code entitled "Vehicles and Traffic", Section 346-12 entitled "Stop Control Intersections" Including Discussion Related to All -Way Stop Warrant Analysis For Cayuga Street — Cascadilla Street — Cascadilla Avenue Intersections WHEREAS, the Board of Public Works is authorized by Section 346-4 of the City Code to adopt and to amend a system of Schedules in order to administer the Vehicle and Traffic Law, and WHEREAS, the City's Transportation Engineer has determined that the intersections of Cayuga Street and Cascadilla Avenue should be changed to all -way stop control to improve safety and operation, now therefore be it RESOLVED, that the Board of Public Works hereby adopts the amendments below: Schedule VIII: Stop Control Intersections. West Martin Luther King Jr. Street Corridor Enhancements — Resolution WHEREAS, on August 7, 2013, Common Council authorized Capital Project # 790, West Martin Luther King Jr. Street Corridor Enhancements , P.I.N. 395050 (the "Project"), WHEREAS, the Board of Public Works, acting as the lead agency, declared on May 8, 2017, that the project would not have a significant negative environmental impact in accordance with the City Environmental Quality Review Ordinance and the New York State Environmental Quality Review Act, and WHEREAS, on June 12, 2017, the Board of Public Works selected a preferred alternative for the Project, allowing the project to move into final design, and WHEREAS, on September 6, 2017, Common Council approved a resolution authorizing funding and a project agreement with NYSDOT for the federal aid share for the Project, and WHEREAS, as a part of the funding authorization, Common Council directed the Board of Public Works to reconsider a component of the project, namely the signalization of a mid -block pedestrian crosswalk, and WHEREAS, on September 25th and October 23rd, the Board of Public Works heard additional public comment about the Project and at the latter meeting held an extensive discussion about the benefits and costs of the mid -block signal, including considerations for pedestrians, motorists, ownership and maintenance costs to the City, and the flexibility to include signalization now compared to adding it in the future, and WHEREAS, staff has provided input on the question, suggesting that the signal could be removed from the project, but understands that the BPW continues to desire to provide a high level of service for people who are trying to cross the street in this location, and staff does not have any objections to the signal being included in the project, now, therefore be it RESOLVED, That the Board of Public Works, after reconsideration of the issue, discussion with staff and additional public comment, does continue to support the inclusion of the signal at the mid -block crossing and hereby recommends that Common Council approve the mid -block signal as a component of this Project. He came down to the VV&Smffinmasd51OFirst Street on 3/30/2017 to make application for new water service line to replace his lead line at 214 South Hill Terrace. He later called me after talking with his neighbor Brendan Wyly of 212 South Hill Terrace who was also having his lead water service line replaced. Mr. Schraff called and I was "the man at the W & S Dept" that fielded his caII. He did indeed ask about cost of the lead service pipe and i let him know that the average cost of replacing these services was in the $3,000.00 ball park, but we would guarantee his bill would not exceed $3,000.00. I let him know that it was his option to keep his existing lead line or have us replace it at his cost. He opted to have us replace it, and i passed on the information to Don Corwin, Operations Supervisor to have him coordinate and schedule construction. The lead service line was replaced by us on 4/10/17. Please find attached a detailed summary of bill including labor, equipment,material, etc. Nothing stands out in this bill, it is similar to the dozens of lead line replacements we've performed this year, all is in line for work performed We did research what was available to support our customers and referenced all we found within the letter we sent 3/9/17. There are no grants we are aware of to reimburseither residents of the City or the City for the removal, and replacement of lead water service lines. I would recommend the bill stands as it is. A water service pipe,or line, connects your property's plumbing system to the City's water main. You are receiving this letter because our records indicate that the water service line for your property is a lead pipe. We wanted to provide information to enable you to make an informed decision with respect to the continued use, or replacement, of your property's lead water service line. What the issue is The source of lead in drinking water most commonly comes from older plumbing, pipes, fittings, and fixtures within a building. Lead has the elemental symbol Pb from the Latin plumbum, from which the word plumbing was derived, as many of the earliest pipes were made of lead. Lead was widely used in water supply plumbing products until relatively recently. Statutory Background. In 1986 Congress Amended the Safe Drinking Water Act (SDWA), prohibiting the use of lead pipes and sm|derorfluxthatxvenanot°|ead free" in public water systems or for plumbing in facilities providing water for human consumption. In 1996 Congress further amended the SDWArequiring plumbing fittings and fixtures (endpoint devices such as faucetsdrinking fountains, etc.) to be in compliance with voluntary lead leaching standards. The amendments also prohibited the introduction into commerce of any pipe, plumbing fitting, or fixture that 15 not Iead free. In 2011 Congress passed the Reduction of Lead in Drinking Water Act (RLDWA) revising the definition of lead free by lowering the maximum lead content of the wetted surfaces of plumbing products (such as pipes, pipe fittings, plumbing fittings, and fixtures) from 8% to 0.25%. The RLDWA became a Statutory Requirement January 4, 2014. What the City i doing The City adds a corrosion inhibitor to the water supply to minimize leaching of lead from the plumbing in homes and other buildings that may have pipespipe fittingsplumbing fittings, and fixtures with Iead content. Lead gets into drinking water supplies when it dissolves from lead service lines, lead solder, and lead - containing fittings and fixtures found in the plumbing of older homes and buildings. The Lead and ead-cmntainingfittnQsandfixturesfoundinthep|umbingofo|derhomneoandbui|dings.TheLeadand Copper Rule requires that action be taken to control corrosion if Iead levels exceed 15 parts per billion (ppb) in more than ten percent of homes tested. 1 The City of Ithaca is in compliance with the EPA's Lead and Copper Rule, indicating that the water system is not a siificantoourcemflead.The City was in compliance when the system was last testein 2015 but to confirm continued compliance after the new water treatment plant went into operation, the City tested water from the taps of City residents in the summer of 2016. Sixty samples were gathered during August and September from City of Ithaca homes known to contain lead plumbing. Ninety percent of the homes tested at or below 4.6 ppb of lead, and none of the samples tested above the action level. All 60 homeowners were provided with their results. Please note that this testing was designed to measure the leaching potential of the water system as a whole and may not be representative of the specific plumbing impacts on lead levels in individual homes. What residents and bu^nesses can do Ifyou are concerned about lead in your water, let the cold water run from the tap before using it for drinking or cooking any time the water in a faucet has stood for more than six hours. The longer water resides in your home's plumbing, the more lead it may contain. Flushing the tap means running the cold water faucet until the water gets noticeably colder, usually about 15 to 30 seconds. Because your house has a lead service line to the water main, you may have to flush the water for a longer time, perhaps one minute, before drinking. If you completely flush your pipes before using it, then the water will be from city water mains, which have been tested and do not contain lead. Taking a shower or flushing a toilet first helps to freshen the water in your house, so you would not need to let the water run as long from the tap to be sure of getting water from the mains, but you still need to flush the water in each faucet before using it for drinking or cooking.. Three to four gallons of water is more than enough to completely flush the pipes in a typical house. City water costs one and half cents per gallon. If you flushed five gallons per day, it would cost an extra $2.35 per month. However, you can capture the water in buckets and use it to flush toilets,water plants, or even pour it into top loading washing machines to use when doing laundry. Do not use hot water from the tap for drinking or cooking, as warm water can dissolve more lead from plumbing fixtures. Remove loose lead solder and debris from the plumbing by removing the faucet strainers from all taps and running the water from 3 to 5 minutes. Thereafter, periodically remove the strainers and flush out any debris that has accumulated. You can have your own water tested for lead. Lead enters drinking water primarily as a result of the corrosion, or wearing away, of materials containing lead in the water distribution system and household or building plumbing. These materials include Iead-based solder used to join copper pipe, brass and chrome -plated brass faucets, and in some cases, pipes made of Iead that connect houses and buildings to water mains. In 1986Congress banned the use of Iead solder containing greater than 0.2% lead, and restricted the Iead content offaucets, pipes and other plumbing materials to 8.0%. Older construction may still have plumbing that has the potential to contribute lead to drinking water. Let the water run from the tap before using it for drinking or cooking any time the water in a faucet has stood for more than six hours. Flushing the tap means running the cold water faucet until the water gets noticeably colder, about 30 seconds to a minute. If your house has a lead 1 service line to the water main, you may have to flush the water for a longer time, perhaps one minute, before drinking. Although toilet flushing or showering flushes water through a portion of your home's plumbing system, you still need to flush the water in each faucet before using it for drinking or cooking. Do not cook with or drink water from the hot water tap; Iead dissolves more easily into hot water. Do not use water from the hot water tap to make baby formula. Boiling water will not reduce lead concentration. Remove loose lead solder and debrifrom the plumbing by removing the faucet strainers from all taps and running the water from 3 to 5 minutes. Thereafter, periodically remove the strainers and flush out any debris that has accumulated. • How doUgo about replacing the lead water service pipe from the City of Ithaca's watermain to my home or business? The typical cost for replacement of a water service ranges between $2,500 and $10,000. • AmmU responsible for the cost of replacing the lead water service line? Yes. Your service line runs from your property's plumbing system to a water curb valve located near your property line. This pipe is your propertyand you are responsible for replacing it. The service pipe then runs from the curb valve to the City water main, generally located underneath the street. Under Section 348-17 of the City of lthaca Code, the replacement of an existing service pipe from the curb valve to the water main is also at the homeowner's expense and may be performed only by the Water and Sewer Division of the City's Department of Public Works. After the installation of a City -approved replacement line from the curb valve to the main, that portion of the service pipe that is in the street will be maintained by the City. • Are there other reasons why 1 might want to replace the old lead service to my home or business? Yes. Typically, lead services were installed between 60 to 90 years ago and are at or close to the end of their service life (failure). Scheduling the replacement of the water service before failure gives you the advantage of time to shop around, get the best price, and have the work done at a time and on a schedule that least inconveniences you and those who use the water in the house or business. 2 Additionally, the old lead services were typically sized tmadiameter mfone-half inch versus the current standard of three-quarter inch. A three-quarter inch service will provide better pressure at the tap, shower, washing machine, etc., especially when more than one water fixture is being used at the same time. State/MLK Jr. Street and the Water Treatment Plant. For the last several decades, in our memory, there has been legal on -street parking along the west side of Water Street, except for just below the intersection with E. State/MLK Jr. Street. Parking was temporarily restricted on the west side of Water Street to accommodate larger and more frequent vehicles and deliveries associated with the water plant construction project (letter from Matt Sledjeski, September 10, 2014). We would like to see a return to legal, on -street parking along the west side of Water Street, starting below the first driveway at the top of the west side, for several reasons: • First, on -street parking is desirable because it acts as a traffic calming measure, signaling traffic to slow down rather than race through a neighborhood. Second, many of us rely on on -street parking for visiting friends and family, and during our own construction projects. • And, third, trucks were driving to and from the water plant before the recent construction window, with no collisions that we know of with parked cars. As a further traffic calming measure, several neighbors suggested that it might be a good idea to make the lower section of Water Street a one-way street, going down, keeping it two-way above. Finally, several neighbors mentioned interest in organizing a neighborhood tour of the water plant, when that might be possible. Thank you for your consideration.
