PLANNING BOARD
MEETING MINUTES
Tuesday, June 20, 2017
Approved: July 18, 2017
Present: Chair David Blake, and board members Rebecca Schneider, David Tyler, John Wertis
and Sara Worden, and Environmental Planner Darby Kiley.
Benjamin LeWalter was excused.
Public in Attendance: Craig Modisher
Call to Order: 7 p.m.
Sketch Plan/Site Plan: Consideration of sketch plan/site plan of a single-family residence on a
flag lot in the R1 -Rural Residence and R2 -Moderate Density Residence Districts. The proposed
project is located north of 3132 Dubois Rd, Tax Parcel Number 32.-2-16. Don and Sue Rakow,
owners; Craig Modisher, agentibuilder.
Mr. Tyler MADE the MOTION to open the sketch plan conference, and Ms. Schneider
SECONDED the MOTION. The motion was unanimously carried.
Mr. Modisher, of Ironwood Builders, said the applicant has proposed a single-family residence
on the site, and will have a water well and septic system. Ms. Kiley offered a brief history of the
property — the Rakow parcel having been subdivided from its parent parcel last year.
Mr. Blake MADE the MOTION to close the sketch plan conference, and Ms. Schneider
SECONDED the MOTION. The motion was unanimously carried.
Mr. Blake MADE the MOTION to open site plan review, and Mr. Tyler SECONDED the
MOTION. The motion was unanimously carried.
The Board briefly discussed the appropriate terminology concerning site plan review and a
possible public hearing, specifically whether the Board waives the site plan review or rather
concludes it. Mr. Wertis offered a friendly amendment, seconded by Mr. Blake, to conclude the
site plan review and waive the public hearing.
Mr. Tyler MADE the MOTION to conclude the site plan review and waive the public hearing,
and Ms. Schneider SECONDED the MOTION. The motion was unanimously carried.
Resolution for Site Plan
Mr. Wertis MADE the MOTION to approval the site plan resolution, and Ms. Schneider
SECONDED the MOTION as follows:

WHEREAS:
1. This is consideration of Site Plan Approval for a Single -Family Residence on a flag lot located
north of 3132 Dubois Rd, Tax Parcel Number 32.-2-16, RI and R2 Districts; Don and Sue
Rakow, owners; Craig Modisher, Ironwood Builders, agent; and
2. On June 20, 2017, the Planning Board has reviewed and accepted as adequate, application
materials including the following: partial site plan (LI. 1), and other application materials; and
3. The construction of a Single -Family Residence is a Type II action which does not require the
preparation of a determination of significance;
THEREFORE IT IS HEREBY RESOLVED,
1. That the Planning Board of the Town of Ulysses hereby waives certain requirements for Site
Plan Approval, including a public hearing, having determined from the materials presented that
such waiver will result in neither a significant alteration of the purpose of site plan control nor
the policies enunciated or implied by the Town; and
2. That the Planning Board of the Town of Ulysses hereby grants Site Plan Approval
for the proposed Single -Family Residence on a flag lot, as shown on the application materials.

Result: Resolution approved
Concerning agenda items for the Board's next meeting, Ms. Kiley said Moore's Outboard
Services would like to revise language regarding its designation as a Town Development
District. The owners presented to the Town Board recently, and the Town Board voted to pass
the project to the Planning Board for review. Elsewhere, the Ag Committee has issued comments
on the Town's solar regulations, which the Board should review again.
The Inn at Taughannock project was briefly discussed. Ms. Schneider asked if the project would
be returning to the Planning Board, either due to the potential for increased traffic or other
impacts. Ms. Kiley said she does not believe the project hits any state thresholds for a traffic
review.
Mr. Tyler MADE the MOTION to adjourn the meeting, and Ms. Schneider SECONDED the
MOTION. The motion was unanimously accepted.
