HomeMy WebLinkAbout1980-03-10TOWN OF DANBY TOWN BOARD MEETING MINUTES March 10, 1980 The regular meeting of the Danby Town Board was called to order at 8:20 P.M. at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins and State of New York on March 10, 19800 Board members present. Councilman Bradley Corbitt Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred L. Miller • Others present: Edward Slights, Donald Wright, Bill Shippos, Ralph Wilbur, Francis Wright, Jimmie Miller, Bill Genter, Paul Smith, Edward Roberts, Attorney Pamela Clermont, Moses Peter, Jim Hovanec, Frank Haskins, Roy Hornbrook, Milton Todd, Roy & Mary Casterline, Walter Sczepanski, Carol Shepardson. Councilperson Dorothy Roberts made the motion to approve the minutes of the last regular meeting of the board held February 11, 1980 and the special meeting held February 25, 1980. The motion was seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. COMMUNICATIONS: 1. A letter that the is 100.5 2. A letter possible f rom Town 7. f rom cuts the Tompkins County Board of Assessment noting of Danby's New York'State equalization rate the Tompkins County Youth Bureau concerning in funds by New York State for youth programs. 3. A letter concerned with a representative from Danby to serve on the Environmental Management Council for 1980. 4. Minutes of the Town of Danby Planning Board meeting held February 20, 19809 5. Minutes of the hearing of the Board of Zoning Appeals held February 12, 19800 • PRIVILEGE OF THE FLOOR. Jimmie Miller said that mostly routine business was carried on by ® the Board of Representatives at todays meeting. The cutting of funds for youth programs is a real problem. Moses Peter commented on the proposed zoning ordinance presented to the town board by the planning board. It was supposed to have been simplified and has not been. He asked that the Town Board reject the proposed ordinance. Carol Shepardson asked if there would be a public hearing on the proposed revised zoning ordinance. She was advised that there would be a public hearing. Ralph Wilbur questioned for cable T.V. in Danby board with a newspaper cable T.V. rates. the legality of the increase in the rate as of March 1, 1980. He presented the article which discussed the increase in Town Board Meeting Minutes - March 10, 1980 Page 2 Privilege of the Floor continued: Edward Roberts attended the meeting on behalf of the Danby Pond Committee of the Community Council. There is a problem with the license to operate the pond. If this license is not signed the town will not be able to use the pond. The first route to be between en in the near future other main arteries 1 be subsidised by state and federal Mr. Shippos asked about cable T.V. for West Danby and he questioned his water bill. He thinks he was improperly billed. The matter was discussed. Mary Casterline, the water district bill collector will send Mr. Shippos a copy of the resolution establishing the rates to be used to bill water users. The matter of the water bills and cable service for West Danby was discussed at length. Walter Sczepanski asked for a copy of the Danby Zoning Ordinance. OLD BUSINESS West Danby Water District - No report. Highway Report - Highway Superintendent Roy Hornbrook reported that the specifications have been drawn up for a vibratory roller and a backhoe for the highway department. The bids will be advertised in the Ithaca Journal in the March 12, 1980 issue. Zoning Officer - Written report submitted Fire District - New Tanker for West Danby will be held up for two weeks. The fire district is looking into individual insurance. Someone is needed from Danby to serve on the Environmental Manage- ment Council. The matter was discussed. Jim Hovanic has checked into fans for the Town Hall meeting room and found that 2 fans can be purchased and installed for approxim- ately $1200. He said that installation of fans would definitely cut the heating bills. Department, Dorothy Roberts - Community Robert Snedden - West Danby Water Fire District - Edgar Oltz. The Town Board is going over the insurance coverage for the Town of Danby with both insurance carriers. General Fund Warrant #3 in the amount of $2,048.16 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. C • • LI • Town Board Meeting Minutes New Business continued: March 10, 1980 Page 3 Highway Fund Warrant #3 in the amount of $4,390.92 was approved to be paid. The motion was made by Councilman Ted Merritt and seconded by Councilman Bradley Corbitt and carried by a vote of five ayes and no noes. West Danby Water District Warrant #2 in the amount of $526.17 was approved to be paid. The motion was made by Councilman Robert Snedden and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Councilperson Dorothy Roberts made the motion to accept the Super- visor's reports as presented. The motion was seconded by Council- man Ted Merritt and carried by a vote of four ayes and no noes. I SS April ,13, 1980 there will be an open town meeting held at the Danby Town Hall at 8:00 P.M. This will not be a formal business meeting. Towns people will be invited to express their opinions on what ever subject is important to them. All town officials are asked to be present, As there was no more business to come before the board, Councilpersa% Dorothy Roberts made the motion that the meeting be adjourned.
