CALL TO ORDER:
Ms. Thomas called the meeting to order 6:30pm.
GENERAL BUSINESS:
APPROVAL OF MEETING AGENDA
RESOLUTION 2017-131: APPROVAL OF MEETING AGENDA
BE IT RESOLVED that the Ulysses Town Board approve the agenda for July 25, 2017 with
the additions of an update from the library, an executive session for the purpose of labor
negotiations, general contractor proposal for the old church in Jacksonville; and the removal of
the real estate property tax discussion.

TOUR OF TOWN HALL HEATING/COOLING/INSULATION:
Mr. Myers started by describing the town building and the issues with the heating and cooling system.
The board, staff and citizens in attendance toured the furnace room and shared their thoughts on how
the system might be improved
PRIVILEGE OF THE FLOOR:
Mr. Russen, the Chief Executive Officer of Cayuga Addiction and Recovery (CARS), received funding
for a 25 bed women's facility next to main facility on route 227. He requested a letter of support from
the board saying that there are no objections to building another facility.
Ms. Thomas said that it was not on agenda tonight so will not discuss.
Mr. Boggs noted that he has an objection to the proposal.
Mr. Podkaminer requested to use the town listsery to share his opinion on a proposed housing
development and wanted to discuss whether it is appropriate for the town to comment.
Stephanie from Jacksonville commented on affordable housing with respect to the hamlet of
Jacksonville.
Ms. Koreman talked about the Tompkins County Legislature just adopted a strategic housing plan and
determined that more affordable housing starting at $100,000 is needed. She requests that the board
take this into consideration as they are working on the zoning update.
Mr. Katz inquired what the town board was going to discuss with real estate property tax exemptions
before it was taken off the agenda. He also asked about the Planner and Zoning Officer positions.
Ms. Birdsall announced that the library is going fine -free to promote library use by those with lower -
incomes.
Amanda from Jacksonville is very interested in what is happening with the zoning update for
Jacksonville. She expressed negativity toward the Tompkins County Industrial Development Agency
(IDA) and cautioned the board on tax abatements.
GENERAL ANNOUNCEMENTS:

OLD BUSINESS:
TRUMANSBURG COMMUNITY RECREATION
Ms. Birdsall and Ms. Masters asked the town for a letter of support in order to be eligible for state
funds for recreation facilities.
The board asked to clarifying questions to define "support".
RESOLUTION 2017-132: LETTER OF SUPPORT FOR TRUMANSBURG
COMMUNITY RECREATION
RESOLVED that the Ulysses Town Board authorizes the Town Supervisor to send a letter of
support to Assemblywoman Lifton in support of the Trumansburg Community Recreation
request for funding to show general support for the mission of Trumansburg Community
Recreation; and further

RESOLVED that the Ulysses Town Board will need to understand the town's fiscal role before
giving any final approval of a grant application for Trumansburg Community Recreation.

CLEAN ENERGY COMMUNITIES FUNDING OPTIONS
Ms. Thomas prefaced the conversation by saying that since the town has implemented the action
items necessary to receive the Clean Energy Community designation and become eligible for
$100,000. The next step is to submit a proposal on how to spend the money. She distributed a list of
the criteria and some ideas, and read a letter from Roxanne Marino, former town board member and
supervisor; and current chair of the Sustainability and Conservation Committee.
The board, along with Mr. Carroll, discussed options and settled on replacing the heating and cooling
system in the town hall to increase energy efficiency, and using any leftover funds to set up some sort
of funding pool for residents to increase their home energy efficiency.
GENERAL ANNOUNCEMENTS:
Ms. Thomas shared the following:
• the Marriott Hotel in Ithaca has gotten a great response on the brochures for the Tompkins
County trails website that Ms. Thomas helped create
• sales tax is on par with what we received in 2014 and what was budgeted for this year
• an electric vehicle (EV) charging station installer came to advise on setting up an EV charging
station in the town parking lot and said that it is feasible
The board discussed how to proceed with the zoning update- whether the committee should share the
draft with the public or the town board first.
Ms. Zahler shared that she met with Jacksonville residents to discuss the future of the Jacksonville
Community Park. Ms. Zahler advised that the town set up some parameters for its involvement.
NEW BUSINESS:
HIGHWAY PURCHASE OF EQUIPMENT
Mr. Reynolds shared photos and information on the tractor and mower that he is hoping to replace. The
board asked questions, discussed the subject and decided to take up the conversation again at the Aug.
8 meeting.
CONTRACTOR BIDS FOR JACKSONVILLE PROPERTY
RESOLUTION 2017-133: ISSUING A REOUEST FOR CONTRACTOR BIDS FOR
THE OLD CHURCH IN JACKSONVILLE
WHEREAS, the Town of Ulysses now owns the Old Church in Jacksonville, and,
WHEREAS, the Old Church is in need of minor repairs and cleaning to be prepared for re-
sale, now therefore, be it
RESOLVED, that the Clerk is authorized to issue the attached Request for Bids from
contractors to clean and repair the Old Church and further
RESOLVED, that all bids are due by 4:OOPM August 8, 2017.

SHARED SERVICES- STREETLIGHT CHANGEOUT TO LED
Ms. Thomas gave an update on the county's shared services plan. The City of Ithaca seems willing to
take care of changing out the streetlight bulbs to LED and doing all the maintenance if the town will
buy out the lights from NYSEG.
ANIMAL CONTROL CONTRACT
RESOLUTION 2017-134: ACCEPTING THE CONTRACT FOR ANIMAL CONTROL
WHEREAS the Tompkins County Animal Control coalition provides a shared service for
residents of the municipalities in the coalition to provide professional animal control services;
and
WHEREAS the proposed 3 -year contract is at no increase in costs from the past 3 years,
RESOLVED that the Town Board of Ulysses authorizes the Town Supervisor to sign the
contract for Tompkins County Animal Control provided by the Tompkins County SPCA for 3
years beginning January 1, 2018 and ending December 31, 2020.

APPOINTMENT OF SECOND DEPUTY CLERK
RESOLUTION 2017-135: SETTING PAY FOR SECOND DEPUTY CLERK
RESOLVED that the Ulysses Town Board establishes the position of Second Deputy Town
Clerk and understands that the Town Clerk has appointed Michele Mitrani as Second Deputy.
The pay rate for the Second Deputy Town Clerk in 2017 is $16/hour. Funding for this position
will come from line Town Clerk CE A1410.4 in the budget.

PRIVILEGE OF THE FLOOR:
Mr. Podkaminer requested an answer to his earlier question of whether he can editorialize his opinion
in the town newsletter.
The board offered comments and noted that they have not yet reached an agreement on the issue.
Ms. Koreman shared that in her experience, people want to hear the opinions of town officials.

unanimously.
