OPENING THE HEARING:
Ms. Thomas made a motion to open the hearing at 7:15pm, seconded by Mr. Boggs and passed
unanimously.
Ms. Thomas introduced the town officials in attendance and noted the subject of the hearing, the
acquisition of land within Unique Natural Area 62 at 1284 Taughannock Blvd. in the Town of Ulysses,
Tompkins County, NY, for recreational and preservation purposes.
STATEMENT BY SUPERVISOR THOMAS:
"This hearing is regarding the purchase of approximately 4.2 acres of land, tax parcel 27.4-6, from
Tompkins County for the price of $5,427, with payments spread over two years. This sloping parcel of
land borders the Black Diamond Trail—a popular trail running from Taughannock Park to Cass Park
in the City of Ithaca. Protecting this land not only buffers the trail from development and provides
additional recreational area for all residents, but also protects the land designated by Tompkins County
as a Unique Natural Area. Protecting this land is in accordance with the Town's Comprehensive Plan
and the falls within the Tompkins County's purpose of designating Unique Natural Areas.
The date of this public hearing was set by resolution of the Town Board on June 13, 2017 and a notice
of this hearing was published in the Ithaca Journal on June 23, 2017, posted on the Town Clerk's
bulletin Board and also sent to the town email list on June 30, 2017.
The purpose of this public hearing is to afford the general public an opportunity to make statements
and comments about the proposed acquisition of property. The hearing will remain open until all
members of the public who are present at the hearing have been given an opportunity to make
statements or comments on the proposed local law. A public hearing is not a question and answer
session. The Town Board is primarily here to listen to comments from the public, not to debate or
comment on the subject.
Comments presented at this hearing will be taken into consideration by the Town Board when it
considers action on this topic. The Town Board may take action tonight based on comments from the
public.
Speakers should try to limit their comments to no more than 3 minutes.
If you choose to speak, you may state your name and address but this is not required, however please
do state if you are a resident of the town of Ulysses. If you are appearing as a representative of an
organization or governmental entity, please identify the organization or entity and state its address.
Next I will address some administrative matters by noting the presence of the following documents:
• The Public Hearing Notice that appeared in the Ithaca Journal on June 23, 2017
• Affidavit of Publication in the Ithaca Journal.
I would now ask speakers to raise a hand should they like to speak."
PUBLIC COMMENTS:
Mr. Burgevin gave his thanks to the board for acquiring the property.
SUSPENDING THE HEARING
A motion was made by Ms. Zahler to suspend the hearing at 7:20pm, seconded by Mr. Boggs and
passed unanimously.
CLOSING THE HEARING:
Hearing no further comments, Mr. Goldman made a motion to close the hearing at 7:28pm, seconded
by Ms. Zahler and passed unanimously.
