ATTENDANCE TOWN OFFICIALS PRESENT: Supervisor- Liz Thomas 1St Deputy Supervisor- Nancy Zahler Board members- Rich Goldman, John Hertzler, Michael Boggs Town Clerk- Carissa Parlato Bookkeeper- Nina Thompson OPENING THE HEARING: Ms. Thomas made a motion to open the hearing at 6:31pm, seconded by Mr. Boggs and passed unanimously. Ms. Thomas introduced the town officials in attendance and noted the subject of the hearing, the proposed expansion and improvement of the facilities of water district number 3 in the town of Ulysses. STATEMENT BY SUPERVISOR THOMAS: The hearing is to determine if it is in the public interest to improve Water District 3 by incorporating a TTHM (trihalomethane) removal system in the existing ground storage tank located at the intersection of Van Dorn Corners Road and Iradell Road, together with the construction of a dedicated inlet pipe to said tank, and additional tank modifications, installation of remote water meters and meter reading system and original furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith at a maximum estimated cost of $977,000. Only residents living in WD3 pay for these improvements. The date of this public hearing was set by resolution of the Town Board on May 30, 2017 and a notice of this hearing was published in the Ithaca Journal on June 2, 2017, posted on the Town Clerk's bulletin Board and also sent to the town email list on June 1, 2017. The purpose of this public hearing is to afford the general public an opportunity to make statements and comments about the proposed repairs to the water district system. The hearing will remain open until all members of the public who are present at the hearing have been given an opportunity to make statements or comments on the proposed improvements. A public hearing is not a question and answer session. The Town Board is primarily here to listen to comments from the public, not to debate or comment on the subject. Comments presented at this hearing will be taken into consideration by the Town Board when it considers action on this topic. The Town Board may take action tonight based on comments from the public. Speakers should try to limit their comments to no more than 5 minutes. If you choose to speak, you may state your name and address but this is not required, however please do state if you are a resident of the town of Ulysses. If you are appearing as a representative of an organization or governmental entity, please identify the organization or entity and state its address. Next I will address some administrative matters by noting the presence of the following documents: 1. The Public Hearing Notice that appeared in the Ithaca Journal on June 2, 2017 2. Affidavit of Publication in the Ithaca Journal. 3. The Engineering Report, otherwise referred to as the Map, Plan and Report. I would now ask speakers to raise a hand should they like to speak. PUBLIC COMMENTS: Ms. Hillmann stated that she believes the project is necessary to mitigate the TTHM issue and is looking forward to having the problem solved. Mr. Seltzer lives at the location that has the highest TTHM levels and is in favor of the project. CLOSING THE HEARING: Hearing no further comments, Mr. Goldman made a motion to close the hearing at 6:39pm, seconded by Ms. Zahler and passed unanimously.
