Rebecca Schneider, Sara Worden and Benjamin LeWalter were excused. Public in Attendance: Lee Hamilton, Craig Modisher, Michael Lucas, and Hugh Wallace. Call to Order: 7:00 p.m. Agenda Review; Minutes Review (5/02/2017) Mr. Tyler MADE the MOTION to accept the May 2, 2017 meeting minutes, and Mr. Wertis SECONDED the MOTION. The motion was unanimously carried, 3-0. Privilege of the Floor: No one from the public address the Board at this time. Sketch Plan/Site Plan: Consideration of sketch plan/site plan of a single-family residence on a flag lot in the Conservation District. The proposed project is located south of 1045 and 1071 Perry City Rd, Tax Parcel Number 32.-1-4.4. Shannon and Lee Hamilton, owners; Craig Modisher, agent/builder. Mr. Wertis MADE the MOTION to open the sketch plan, and Mr. Tyler SECONDED the MOTION. The motion was unanimously carried. A brief discussion ensued, with basic questions offered regarding the layout of the applicant's property. Mr. Tyler MADE the MOTION to close the sketch plan, and Mr. Blake SECONDED the MOTION. The motion was unanimously carried. Asked about an existing solar installation located on parcel B and to whom does the installation service, Mr. Hamilton said the panels will service the proposed residence. Resolution for Site Plan Approval Mr. Blake MADE the MOTION to waive the public hearing, and proceed with the resolution for site plan approval. Mr. Wertis SECONDED the MOTION as follows: WHEREAS: Planning Board 2 May 16, 2017 1. This is consideration of Site Plan Approval for a Single -Family Residence on a flag lot located south of 1045 and 1071 Perry City Rd, Tax Parcel Number 32.-1-4.4, CD -Conservation District; Lee and Shannon Hamilton, owners; Craig Modisher, Ironwood Builders, agent; and 2. On May 16, 2017, the Planning Board has reviewed and accepted as adequate, application materials including the following: survey map showing house location, site plan (A010) dated 4/28/17 by Taitem Engineering, and other application materials; and 3. The construction of a Single -Family Residence is a Type II action which does not require the preparation of a determination of significance; THEREFORE IT IS HEREBY RESOLVED, 1. That the Planning Board of the Town of Ulysses hereby waives certain requirements for Site Plan Approval, including a public hearing, having determined from the materials presented that such waiver will result in neither a significant alteration of the purpose of site plan control nor the policies enunciated or implied by the Town; and 2. That the Planning Board of the Town of Ulysses hereby grants Site Plan Approval for the proposed Single -Family Residence on a flag lot, as shown on the following: site plan (A010) dated 4/28/17 by Taitem Engineering. The vote was as follows: Mr. Blake AYE Mr. Tyler AYE Mr. Wertis AYE Result: Resolution approved Sketch Plan/Site Plan: Consideration of sketch plan/site plan of a 1,050 +/- square foot pavilion at the Cayuga Nature Center, located at 1420 Taughannock Blvd, Tax Parcel Number 18.4-11, P/R-Park/Recreation District. Paleontological Research Institute, owner; Michael Lucas, agent for owner. Mr. Tyler MADE the MOTION to open the sketch plan, and Mr. Blake SECONDED the MOTION. The motion was unanimously carried. Mr. Lucas said the Cayuga Nature Center seeks to construct an on-site pavilion to serve summer campers, which annually total approximately 800 children. The pavilion's primary function is to allow for outdoor activities and to relieve capacity at the lodge. It will likely be used for events and receptions, too, he said. Mr. Tyler MADE the MOTION to close the sketch plan, and Mr. Blake SECONDED the MOTION. The motion was unanimously carried. Planning Board 3 May 16, 2017 Responding to a question from Mr. Tyler, Mr. Lucas said the Nature Center does not own the adjacent parcel, referred to as parcel A on the survey map. It was previously sold. Mr. Wertis MADE the MOTION to approve the site plan resolution, and Mr. Blake SECONDED the MOTION as follows: WHEREAS: 1. This is consideration of Site Plan Approval for a proposed pavilion to be located west of the existing Cayuga Nature Center building, located at 1420 Taughannock Blvd, Tax Parcel Number 18.4-11, PR-Park/Recreation District; Paleontological Research Institution, owner; Michael Lucas, agent for owner; and 2. On May 16, 2017, the Planning Board has reviewed and accepted as adequate, application materials including the following: survey map showing pavilion location, and Pavilion drawings dated 4/27/17 by Claudia Brenner Architect, and other application materials; and 3. The construction of a non-residential structure less than 4,000 square feet is a Type II action which does not require the preparation of a determination of significance; THEREFORE IT IS HEREBY RESOLVED, 1. That the Planning Board of the Town of Ulysses hereby waives certain requirements for Site Plan Approval, including a public hearing, having determined from the materials presented that such waiver will result in neither a significant alteration of the purpose of site plan control nor the policies enunciated or implied by the Town; and 2. That the Planning Board of the Town of Ulysses hereby grants Site Plan Approval for the proposed pavilion at the Cayuga Nature Center, as shown on the following: survey map showing pavilion location, and Pavilion drawings dated 4/27/17 by Claudia Brenner Architect. The vote was as follows: Mr. Blake AYE Mr. Tyler AYE Mr. Wertis AYE Result: Resolution approved At this time, the Board informally discussed aspects of the Inn at Taughannock proposal, like signage, setbacks and the potential for noise. Mr. Wertis said he visited Taughannock Park and did not feel that any nearby Inn buildings would detract from the park experience. Mr. Tyler expressed his concerns regarding setbacks. Ms. Kiley said she received a phone call from the applicant's attorney, who explained that the applicants postponed in order to submit additional materials for each variance request. Ms. Kiley requested all documents be submitted by May 30. She also said she has received some comments concerning the potential for noise. Having visited Planning Board 4 May 16, 2017 the park campground, Mr. Wertis felt noise may not be an issue, considering how far away the Inn is. But if a band is playing, Mr. Blake added, then visitors will hear it. Ms. Kiley also reported having received a letter from the Parks office, outlining concerns about noise — the Park quiet hours begin at 10 p.m. — and parking. An underground storm -water cistern, which is included within the Inn proposal, was briefly discussed. Ms. Kiley said she will want to know the cistern's location in proximity to the Inn's septic system. Though County Soil and Water has an engineer to review such projects, it is likely the Town may reach out to MRB Group for a full review, she said. Mr. Wertis MADE the MOTION to adjourn the meeting, and Mr. Tyler SECONDED the MOTION. The motion was unanimously carried. Meeting adjourned at 7:32 p.m. Respectfully submitted by Louis A.
