SPECIAL BOARD MEETING MINUTES
October 8, 1979
A special meeting of the Danby Town Board was called bo order on
October 8, 1979 at the Danby Town Hall at 7:30 P.M. The purpose of
the meeting was to open bids for a heavy duty one -half ton, 4 -wheel
drive pick -up truck - 1980 model for the highway department.
Board members present: Supervisor A. Francis Wright
Councilman Ralph Wilbur
Councilman Robert Snedden
Councilperson Dorothy Roberts
Justice Milton Todd
Others present: Roy Hornbrook, Edward Slights, Frank Haskins and
Donald Wright.
Following are the sealed bids received for the purchase of a 1980
model pick -up truck for the highway department.
Spencer Ford Sales, Inc. $7,256.51
Cutting Motors, Inc. 7,540.00
Dates Chevrolet - Oldsmobile of Groton 81280000
Cayuga Ford, Inc. 71720.00
The board members looked over the bids to see if they met the
specifications set by the highway department.

October 8, 1979
The regular meeting of t-he Danby Town Board was called to order at
the Danby Town Hall, 1830 Danby Road, Town of Danby, County of
Tompkins and State of New York on October 8, 1979 at 8:00 P.M.

After discussion, Councilman Robert Snedden made the motion that
Resolution #21 of September 10, 1979 entitled "Fees for unspayed
female dogs for 1980 to be set at $10.00 and the fee for male and
spayed female dogs at $5.00" be rescinded. He then moved a resolu-
tion that the town fees for dog licenses be set at $2.50 for 1980.
This would make the total fee for neutered male and spayed female
dogs $5.00 and the fee for unneutered male dogs and unspayed female
dogs $10.00. The state fees being $2.50 and $7.50 respectively.
The motion was seconded by Councilperson Dorothy Roberts. To be
introduced as Local Law #1 of 1979 of the Town of Danby.

Justice Milton Todd made the motion that the minutes of the September
10, 1979 be approved as corrected. The motion was seconded by
Councilperson Dorothy Roberts and carried by a vote of five ayes and
no noes.
COMMUNICATIONS.
1. A letter from the City of Ithaca concerning a contract to
outside municipalities for services provided by the Ithaca
-, Youth Bureau. Meeting to,be held November 14, 19790
2. A letter from the State of New York Division of Housing and
Community renewal.
3. A letter from Gwen Cukierski concerning progress on window
coverings for the Town Hall meeting room.

PRIVILEGE OF THE FLOOR:
Councilperson Dorothy Roberts reported that the next meeting of
the Tompkins County Municipal Officials will be held October 24,
1979 at the Lehigh Valley House at 7:00 P.M. John Murphy will be
the speaker and will talk about the county sales tax. Six members
from Danby will attend.
Councilman Robert Snedden noted that the Human Services Coalition
Fund allocation franthe Town of Danby that was to have been paid in
December of 1978 has not been paid. The amount was $124.27. After
discussion, Supervisor A. Francis Wright moved a resolution to
transfer $124.27 from contingency account A1960.4 to human rights
contractural account A8040.4 and authorize the supervisor to pay
this amount to the Human Services Coalition. The motion was seconded
by Councilman Robert Snedden.

been appointed. This is the last year that an enumerator will be
needed.

to convert a building on their propertylito an apartment to be used
by their parents. They presented a written request. After discussion
by the board, Supervisor A. Francis Wright made the motion that this
matter be turned over to the Planning Board for their consideration
and recommendations. The motion was seconded by Councilman Robert
Snedden and carried by a vote of five ayes and no noes.

COMMITTEE REPORTS:
Highway report - Councilman Ralph Wilbur reported on the opening of
bids for a heavy duty one -half ton 4 -wheel drive 1980 model pick -up
truck He then moved a resolution to accept the bid of Spencer
Ford Sales.- Inc. in the amount of $7,256.51 which was the low bid
and met the specifications of the highway department.

Councilman Ralph Wilbur moved a resolution to authorize the supervisor
to pay for the new truck from the machinery budget DM5130.2. The
motion was seconded by Justice Milton Todd.

Councilman Ralph Wilbur further reported that work is being done on
Gunderman Road and grading work is being done on Station Road.
Insurance Committee. -_A question has been raised as to whether the
town carried disability insurance or not. There is the possibility
that it is included with the compensation insurance. Justice Milton
® Todd will look into this matter.
West Danby Water District - All fine.
Refuse Collection and Disposal - Nothing to report.
Youth Program - There is a possibility there will be no funding for
extended programs in the Town of Danby. There will be a meeting to
discuss funding of municipal programs by the City of Ithaca Youth
Bureau to be held November 14, 1979. The matter was discussed. The
board asked that Councilman Robert Snedden represent the Town Board
at this meeting and also said that the Community Council should send
a representative.

Fire.- Councilman Ralph Wilbur reported that the fire company is
real busy. A representative is needed from the fire district to
present their budget to the Town Board.
Cemetaries - All taken care of.
Councilman.Robert Snedden reported..on the.negoiations with the
highway employees for a.renewal of their contract..:.They have been
meeting and the matter should be settled soon.
Justice Milton Todd read a proposed Code of Ethics for the Town of
Danby. He then made the motion that this code be adopted by the
Town as their code of ethics. The motion was seconded by Council-
man Robert Snedden.

Councilperson Dorothy Roberts made the motion that the town clerk be
authorized to make 50 copies of the code of ethics and distribute
them to the town officials. The motion was seconded by Justice
Milton Todd and carried by a vote of five ayes and no noes.
The Sunshine Laws were discussed and it was decided that 50 copies
would be made of these and distributed...
OLD BUSINESS:
Highway Superintendent's report - Roy Hornbrook stated,ithat the
highway equipment needs to be reappraised for Ansurance purposes.
Appeals Board Chairman.- Absent no report.
Planning Board Chairman - Absent no report.
Zoning Officer's report - One permit was issued in September.

Old Business continued:
Additional funds in the amount of $402.00 are needed to pay for
workmen's compensation insurance. After discussion by the board,
Justice Milton Todd moved a resolution to transfer $402.00 from
Item 4 of the highway budget to highway account DS9040.8 to make
funds available to take care of the addition cost of the workmen's
compensation insurance. The motion was seconded by Councilperson
Dorothy Roberts.

Due to the passing of resolution #20 of September 10, 1979 increasing
auto liability insurance to one -half million dollars and the author-
ization of the board to have the supervisor negotiate to increase the
personal injury to coincide with the auto insurance increase, the
insurance premium was increased by $765.00. The annual audit brought
about an additional charge of $921.00. The total of these two additional
charges is $1,686.00. After discussion by the board, Supervisor A.
Francis Wright moved a resolution to transfer $1,686.00 from the
general fund contingency account A1990.4 to unallocated insurance
account A1910.4 to make the necessary funds available to pay this
bill. The motion was seconded by Councilman Ralph Wilbur.

The county wide contract for dog control instigated by Mr. Cotterill
of Dryden was discussed. Councilman Robert Snedden made the motion
to table this until the November meeting of the board. The motion
was seconded by Councilman Ralph Wilbur and carried by a vote of
five ayes and no noes. An appointment to the position of dog enum-
erator is needed'. There are funds available to pay this person an
additional amount to cover costs above and beyond what the county
pays. Councilman Robert Snedden made the motion that the supervisor
be authorized to negotiate with last years dog enumerator, Joan Barber,
to get the job done. The motion was seconded by Councilperson Dorothy
Roberts and carriie'd by a vote of five ayes and no noes.

NEW BUSINESS
Justice Milton Todd made the motion that the Supervisor be author-
ized to negotiate for the renewal of the bond anticipation note
which falls due November 15, 1979. The motion was seconded by
Councilman Ralph Wilbur and carried by a vote of five ayes and no

The date for the preliminary budget hearing was set for October
15, 1979 at 7:30 P.M. at the Town Hall. The motion was made by •

Diesel fuel and gravel are close to these amounts. After discussion
it was decided that the town must advertise for bids for gravel and
diesel fuel. Bids to be opened November 12, 1979 at 7:30 P.M.
immediately preceding the regular board meeting. The motion was
made by Councilman Ralph Wilbur and seconded by Justice Milton Todd
and carried by a vote of five ayes and no noes.
A committee chaired by Councilperson Dorothy Roberts will look into
the matter of the petition to purchase the.property just south of
the town hall by the Town. The petition was turned over to
Councilperson Dorothy Roberts.
General Fund Warrant #10 in the amount of $4,465.42 was approved
to be paid. The motion was made by Councilman Ralph Wilbur and
seconded by Councilman Robert Snedden and carried by a vote of
five ayes and no.noes. I .
Highway Fund Warrant #10 in the amount of $6,188.62 was approved
to be paid. The motion was made by Councilman Ralph Wilbur and
seconded by Councilperson Dorothy Roberts and carried by a vote
of five ayes and no noes.
West Danby Water District Warrant #10 in the amount of $378.45
was approved to be paid. The motion was made by Councilman
Robert Snedden and seconded by Justice Milton Todd and carried
by a vote of five ayes and no noes.
Councilman Ralph Wilbur made the motion to approve the Supervisor's
reports as submitted. The motion was seconded by Councilman
Robert Snedden and carried by a vote of four ayes and no noes.
Justice Milton Todd made the motion at 9:55 P.M. to adjourn the
meeting. The motion was seconded by Councilman Ralph Wilbur and
carried by a vote of five ayes and no noes.
