SPECIAL BOARD MEETING MINUTES
A special meeting of the Danby Town Board was called to order at
8 : 00 P . M . at the Danby Town Hall , 1830 Danby Road , Town of Danby ,
County of Tompkins and State of New York on August 6 , 1979 . The
purpose of the meeting was to gather more information from Rick
Dobson about his plans for a concert , to be called Woodside II ,
to be held on his property in Danby . Also to get input from the
public .

Others present : Albert Sebesta , Mr . & Mrs . Bill Shippos , Rick Dobson ,
Fred Thayer , Edward Slights , Mildred Miller , Sylvia Hiney , Carol
Shepardson , Walt Sczepanski , Mrs . Griffin , Frank Muzzy , Charles Bruce ,
Charles Bruce , Sr . , Mike Quinlan , Journal Reporter Fred Gaskin .
Rick Dobson stated that the fire chief has told him that the fire
department will handle all the food service , the beer tent and also
monitor the grounds for the concert . He stated that two of the six
bands will be coming from Cortland , but he still considers that local .
He has purchased police cars of his own . He has purchased $ 300 , 000
worth of insurance for personal injury or damage to his property .
Approval of the fire commissioners is not needed as this will not be
held on fire district property . He said he would consider himself
lucky if 3000 people attend the concert . Moving pictures will be
taken plus other pictures . The films will be shown at the Town Hall
at some future date . All tickets will be sold locally . There will
be no big name ticket sellers .
Most of the people attending the meeting did not object to the concert .
Some were a little concerned about the size of the group , 3000 to 5000
O . K . , more not so good . Would like to see some insurance for damage
off Dobson ' s property . Al Sebesta asked that the pond be fenced in .
Mrs . Griffin , who lives alone , was afraid people would get off on
Michigan Hollow Road and cause trouble . Mr . Thayer stated that there
is no way to limit the number of people attending . Mr . Reed was
concerned that Mr . Dobson doesn ' t have enough room on his land for
all the people and parking space too . Felt that the people are bound
to leave a mess to be cleaned up after the concert is over .
The Town Board was concerned that Rick has no insurance to protect
ajoining properties , just his own property . Also concerned about the
number of people attending the concert . Can see no way of controlling
numbers . The board cannot sanction or indorse this unless there is
protection for the townspeople . The attorney will be contacted to see
if a permit is needed . The Town Board is sworn to uphold the laws of
the State of New York and they are responsible for the health , welfare
and . saftey of the Danby residents . All aspects must be considered .
Councilman Robert Snedden made the motion that the board adjourn to
executive session . The motion was seconded by Councilperson Dorothy
Roberts . Journal reporter , Laskin wanted the minutes to show that
he was asked to leave because of executive session and did not leave
of his own free will . Motion was tabled . A public hearing is needed
as there has not been enough input from the public . Councilman Ralph
Wilbur , Councilman Robert Snedden and Justice Milton Todd will get
together with the attorney for his advice .

In other business , Mrs . Griffin said that a ditch along the road
by her house needs to be dug out to keep the run off from coming
into her yard . This matter will be brought to Roy Hornbrooks
attention .
Mr . Reed asked about bus trips for senior citizens . This matter
was brought before the board at a previous meeting . The board
stated that this will be on the agenda of the August 13 , 1979
regular meeting of the Town Board .
Councilman Ralph Wilbur made the motion to adjourn which was •
seconded by Justice Milton Todd and carried by a vote of five ayes
and no noes .
