TOWN BOARD MEETING MINUTES
July 9 , 1979
The regular meeting of the Danby Town Board was called to order at
the Danby Town Hall , 1830 Danby Road , Town of Danby , County of
Tompkins and State of New York on July 9 , 1979 at 8 : 00 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Robert Snedden
Councilperson Dorothy Roberts
Justice Milton Todd
Others present : Edward Slights , Roy Casterline , Roy Hornbrook , Frank
Haskins , Bill Shippos , Bill Goodwin , Donald Wright , George Arsenault ,
Van Billings , Bill Farrell , Ernest Cole , Mrs . Dorn , Fred Gaskin and
• Steve Bateman .
Councilperson Dorothy Roberts made the motion to approve the minutes of
the June 111 1979 meeting and the June 25th , 1979 meetings of the Board .
The motion was seconded by Councilman Ralph Wilbur and carried by a
vote of five ayes and no noes .
COMMUNICATIONS :
1 , A letter from Erie James Miller , Jr . concerning the situation
on Brown Road .
2 . A letter from the Tompkins County SPCA with a bill enclosed
for animal control for 1979 .
3 . Agenda of the Tompkins County Board of Representatives Monday ,
June 25th meeting .
4 . A letter from Sam McNeil asking the Town Board when they held
their meetings so that he could attend .
5 . A letter from the State of New York Department of State Division
of Cemetaries concerning vandalism in the West Danby Methodist
Cemetary done by children living in the vicinity .
6 . A letter from the - New York State Energy Office concerning .
participation in a local government energy conservation grant
program .
PRIVILEGE OF THE FLOOR :
Frank Haskins and Bill Shippos asked about having Brown Road repaired .
It was mentioned that Mr . David Lee is no longer employed by Ceracche
Television Division of ATC . A meeting will be held in the West Danby
® Fire Station July 24th at 7 : 30 P . M . concerning cable TV in West Danby .
Bob Goodwin reported that two public hearings will be held in West Danby
regarding the proposed purchase of a fire tank truck . The dates are
July 17th and July 18th .
Mrs . Hubert Dorn talked about the recent Dorn appeal and presented the
board with a bill for court costs .
COMMITTEE REPORTS :
Highway report - Councilman Ralph Wilbur reported that the bridge at the
speech clinic has been completed . The highway people have been grading
and using calcium on the roads in front of houses to help dust control .
The ditches on Brown Road have been worked on . The bridge problem on
that road was discussed . The poor condition of Brown Road was discussed
at length .

Committee Reports continued :
Insurance - There has been another increase in the premium for the
health insurance for the highway employees .
West Danby Water District - All going well . The work involved in handling
the matters of the Water District reguires more and more time as the
demands of the State increase .
Refuse Collection and Disposal - Nothing to report .
Youth - Mary Oltz , president of the Danby Community Council reported
that the pond program opened with a chicken barbecue and also the
program at the school has started and all seems to be going well .
Jonny Sill from West Danby has taken over as chairman of the West
Danby Park Committee .
Fire - Councilman Ralph Wilbur said that there will be informational VIP
meetings in West Danby the 17th and 18th of July and the referendum
will be held August 7 , 1979 . In order to be a qualified voter you
must be a property owner and a registered voter .
Cemetaries - All taken care of maintenance wise . Milton Todd has been
asked to look into the matter of vandalism in the West Danby cemetary .
OLD BUSINESS :
Highway Superintendent - Nothing to add to the report already given .
Appeals Board Chairman - Absent .
Planning Board Chairman - Ernest Cole reported on the results of the
hearing on the proposed zoning ordinance and also stated that one
more person is needed to serve as a member of the Planning Board . At
the end of the year there will be another vacancy .
Zoning Officer - Van Billings reported that eight building g permits
were issued in June and one violation was sited . Mr . Shepardson is now
in compliance with the ordinance . He traveled 63 miles during the month .
Justice Milton Todd made the motion that the bill for $ 1000 from the
SPCA be paid by the Supervisor . The motion was seconded by Council -
person Dorothy Roberts and carried by a vote of five ayes and no noes .
Supervisor A . Francis Wright stated that Clinton Cotterill would like
to know if the Town of Danby would like to see a county commission set
up for animal control . The matter was discussed at length . The board
decided that they were not in favor of a county commission . The SPCA
is handling the Town ' s problems well .
NEW BUSINESS :
The clerk reported that she will be taking a vacation the last two
weeks in July and that the office will not be opened to the public
as long each day for these two weeks .
Sam McNeil will be extended an invitation to attend the August Town
Board meeting . Supervisor Wright will see that this is publicized .
The West Danby Cemetary situation was discussed . The police agencies
will be notified to keep a look out for vandals.
The Energy Seminar being held in Binghamton September 25th and 26th was
discussed . Robert Snedden was asked to attend . The matter was tabled
until the August meeting of the board .
A code of ethics for the Town of Danby was discussed . A copy of a •
minimum code has been received from the State and each member of the
board will read this . The matter will be taken up in August .

New Business Continued :
The Hubert Dorn bill for court costs of $ 512 . 40 which was presented to
the Town Board for payment was discussed . Councilman Ralph Wilbur
made the motion that this matter be . tabled for further study and the
town attorney ' s opinion obtained . The motion was seconded by Council -
man Robert Snedden and carried by a ' vote of five ayes and no noes .
The problem of plowing LaRue Road in the winter time was discussed .
Mr . Haffley expects to have this done and there seems to be some mis -
understanding as to how far the plows will go on that part of the road .
Supervisor A . Francis Wright will write a letter to Mr . Haffley
0 explaining the situation .
General Fund Warrant #7 in the amount of $ 909 . 47 was approved to be
0 paid . The motion was made by Justice Milton Todd and seconded by
Councilperson Dorothy Roberts and carried by a vote of five ayes and
no noes .
Highway Fund Warrant #7 in the amount of $ 5 , 485 . 39 was approved to be
paid . The motion was made by Councilman Ralph Wilbur and seconded by
Councilman Robert Snedden and carried by a vote of five ayes and no noes .
West Danby Water District Warrant #7 in the amount of $ 144 . 39 was approved
to be paid . The motion was made by Justice Milton Todd and seconded by
Councilman Robert Snedden and carried by a vote of five ayes and no noes .
Councilman Ralph Wilbur made the motion to approve the Supervisor ' s
reports as submitted . The motion was seconded by Councilman Robert
Snedden and carried by a vote of four ayes and no noes .
The meeting was declared adjourned at 9 : 15 P . M . as there was no further
business to be brought before the board .
