Call to order. 2. Approval of minutes of November 28, 1977 meeting. 3. Special order of business: Any persons wishing to be heard on subjects pertinent to planning and development. 4. Chairperson's report. 5. Zoning cases: a. Appeal 1186: Request by Reeder D. Gates for an area variance to con- struct a new two-story building with a retail store and four dwelling units at 307-30711 College Avenue, in a B-2 use district. If the build- ing is constructed as proposed, one deficient sideyard will result. b. Appeal 1187: Request by Ralph S. Marvin Associates for an area variance to permit construction of a 5,000 SF addition to the warehouse at 212 Center Street, replacing a smaller building which now exists on that site. Construction will result in deficiencies in front, side and rear yards, and will exceed the maximum permissible lot coverage in the R-2b use district in which the property is located. c. Appeal 1188: Request by Group Homes of Tompkins County for an area variance to permit restoration of the building at 606 North Cayuga St. and 103 West Yates St. to a two-family dwelling. The property is defi- cient in front and rear yards, and the percentage of lot covered by buildings exceeds the maximum permitted in. the R2b use district in which the property is located. The property has been converted from a two-family to a single-family use as a group home in 1974; the owner now seeks ,a variance to reconvert so that the property may be sold. d. Appeal 1189: Request by Bettina Herbert for an area variance to remodel the single-family home at 812 South Meadow Street, providing additional living space on the second floor of the building. Appeal 1174 - Request by the Tompkins County Mental Health Association for a special condition permit to use the premises at 222 South Geneva Street for a group care residence :for a maximum of twelve resi- dents . The building which has been used as "Kline' s Home for Adults" for the past fifteen years , is located in an R-3a use zone, where group care resi- dences are permitted under special conditions . The property in question__doesnot meet the requirements for minimum lot size , width, side yards , and rear yards; the lot coverage also exceeds the maximum permitted. b. Appeal 1178- Request by the Ballet Guild of Ithaca, Inc . , for a use variance, area variance, and parking variance under Section 30. 25 , to add a new, one-story ballet studio to the existing structure at 504-506 North Plain Street . The property, located in- an R-2b use district, is deficient in off-street parking places , and with the addition the maximum lot cover- age permitted in the district will be exceeded. c. Appeal 1179 —Request by Ida Webber for an area variance to construct an addition to the building at 402 Third Street . The construction will be within one required side yard and the required rear yard. The property is located in an I-1 use district. d. Appeal 1180 - Request by Robert Mix and West Seneca Street Corporation for an area variance under Section 30 . 25 to permit subdivision of the property at 707-711 0 AGENDA 2VNovember 1977 2 . Willow Avenue into two non-conforming parcels . The resulting parcels will be deficient in minimum front and side yard requirements, and exceed the maximum lot coverage. No change in use is contemplated for the property, which is located in an I-1 use district. e. Appeal 1181 - Request by Richard Dennis for an area variance under Section 30. 25 to permit use of a second dwelling unit in the structure at 121 Hudson Street . The second unit had been added by a previous owner without a variance or building permit. The property is deficient in width at street line, front yard, and both side yards . The property is located in an R-3b use district. f. Appeal 1182 - Request by Benedetto and Filomena LaRocca for an area variance to convert the single-family dwelling at 908 North Tioga Street to a two-family dwelling. The property is deficient in both side yards , and the lot coverage by the existing buildings exceeds the maximum permitted in the R-2b district in which the property is located. g . Appeal 1183—Request by Beverly and William Everts for an area variance to restore the building at 406- 408 East Lincoln Street to a two-family dwelling . The property is deficient in required front yard and one side yard. One unit, the 408 side, has been condemned by the Building Department since October 10, 1974, thus losing its status as a legal nonconforming structure. The property is located in an R-2b use district . h. Appeal 1184 - Request by Albert D. Kelly for an area variance to expand the restaurant at 319 Taughannock Boulevard on the south side, resulting in a three foot wide side yard. A minimum of five feet is required for a side. yard in the M-1 use district in which the building is located. i. Appeal 1185 - Request by Louis Nezvesky for a use variance to use the premises at 129 West Fall Street for a veterinary clinic. The property is located in an R-2b use district. 6. State Street in a B2 use district. Construction of the addition would extend to two feet of the property line; a five foot side yard is required in a B2 district. d. Appeal 1173 - Request for an area variance to convert the old grocery store at 213 South Titus Avenue to an apart- ment in an R2b use district.
