HomeMy WebLinkAbout1979-04-09 TOWN OF DANBY TOWN BOARD MEETING MINUTES April 9 , 1979 The regular meeting of the Danby Town Board was called to order at the Danby Town Hall , 1830 Danby Road , Town of Danby , County of Tompkins and State of New York on April 9 , 1979 at 8 : 00 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilperson Dorothy Roberts Councilman Robert Snedden Justice Milton Todd Others present : Frank Haskins , Dean L ' Amoreaux , Edward Slights , David Cooper , Judson Leonard , Roy Hornbrook , George Arsenault , Donald Wright , Van Dyke Billings , Mr . & Mrs . Bill Shippos , Frank Haskins and Jimmie Miller . Justice Milton Todd made the motion to accept the minutes of the March 12 , 1979 meeting as presented . The motion was seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes . r COMMUNICATIONS : 1 . A letter from the Tompkins County Board of Representatives concerning the contract between SPCA and Tompkins County , City of Ithaca and all townships and villages for dog control . 2 . A letter from New York State Commission of Cable Television concerning an amendment to the franchise between Ceracche Television and the Town of Danby . 3 . A letter from the State of New York Department of Agricul - ture and Markets concerning conferences to acquaint local officials with the new State Dog Law . 4 . A letter from the Federal Regional Council concerning White House Rural Water and Sewer Conference . 5 . A memorandum from New York State Department of State concerning applications for projects to be funded under the Intergovernmental Act . PRIVILEGE OF THE FLOOR : IDavid Cooper suggested that the town clerk ' s hours be changed so that the office would be more available to the public . He also complained about paying a fine without appearing in court . The clerk stated that her office hours have been changed several times in an effort to accodusdate everyone . Because of other complaints , a notice was put in the Danby Area. News asking for suggestions as to the hours the clerk ' s office should be open . The hours that the office is now open seem to be the best for most of the people . The people , like Mr . Cooper , that still have a problem getting to the office during these hours can make an appointment outside the regular hours . This matter was discussed at length . Bill Shippos asked about Cable TV in West Danby . Nothing has been done yet . What is happening ? He would also like to see Brown Road resurfaced . Town Board Meeting Minutes - April 9 , 1979 Page 2 Privilege of the Floor continued : Frank Haskins stated that a family is living in a house in West Danby that has no water or sewer facilities . The zoning officer w ill follow up on this matter . D orothy Roberts reported that she has had a call from Dan Hoffman u rging the town to apply for the grant Mrs . Betty Morrow brought to the attention of the board in March . The clerkciwas asked by Mary Smith when the town planned to move • t he monument that is presently on the church property that was donated to the town . The clerk was asked to advise Mrs . Smith that this will be done as soon as weather permits . The clerk stated that Gwen Cukierski does not have the specifications ready for window coverings for the town hall meeting room yet . COMMITTEE REPORTS : H ighway - The work that is still needed at the speech clinic was discussed . The road can be used now . The fire trucks can get in and out . Another meeting is needed with the speech clinic people about the bridge which may be available about May 15 , 1979 . Work is being done on Michigan Hollow Road . April 22 , 1979 at 1 : 30 P . M . w as set for a tour of the town roads by the town board . West Danby Water District - Justice Milton Todd reported that Roy Casterline has bled the hydrants and greased the lines . Roy has a questionaire that he needs some help filling out . Insurance - The bills have been received and will be looked over . Justice Milton Todd is looking into health insurance . Refuse Collection and Disposal - Nothing to report . Zoning and Planning - Councilman Robert Snedden reported that the n ew board member , Wayne Rial has been very helpful . Would like to see the new zoning ordinance approved and implemented by the board . Fire - Danby has recently had a fire of suspecious nature . The Commissioners are still working to get a tank truck for the West Danby Fire Department . Cemetaries - Nothing to report Youth Program - Mary Oltz reported that the New York State Execu - tive Department Division for Youth has advised . _ the Danby Community Council that $ 355 . 56 is available to the Town of Danby to be used for the expansion or development of new recreation or youth service programs and these monies represent 100 percent reimbursement by the State Division for Youth . A supplimental application must be filed in order for the town to receive these funds . Councilman Robert Snedden moved a " resolution that the town board authorize the supervisor to execute the supplimental YDDP • program application . The motion was seconded by Councilperson Dorothy Roberts . RESOLUTION #6 AUTHORIZE THE SUPERVISOR TO EXECUTE SUPPLIMENTAL YDDP PROGRAM APPLICATION Town Board Meeting Minutes - April 9 , 1979 Page 3 Committee Reports continued : Roll Call Vote : Wright - aye Wilbur - aye Roberts - aye Snedden - aye Todd - aye Carried by a vote of five ayes and no noes . • OLD BUSINESS : Highway Superintendent - Roy Hornbrook reported that the old town safe that was at the fire station has been moved to the highway ® barns . Appeals Board Chairman - Absent . Councilman Ralph Wilbur made the motion that the clerk write a letter to Mr . Muzzy asking him to attend the town board meetings or send a representative . Council - man Robert Snedden seconded the motion which was carried by a vote of five ayes and no noes . Planning Board Chairman - Absent . Zoning Officer - Written report submitted . Van Billings reported that he is meeting with Gordon Roberts regularly . One building permit was issued in March and three so far in April . Council - person Dorothy Roberts moved a resolution of thanks to Gordon Roberts for his service to the Town of Danby . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION # 7 THANK YOU GORDON ROBERTS FOR YOUR MANY YEARS OF SERVICE TO THE TOWN OF DANBY AS ZONING OFFICER . Roll Call Vote : Wright - aye Wilbur - aye Roberts - aye Snedden - aye Todd - aye Carried by a vote of five ayes and no noes . Councilman Robert Snedden stated that he had some difficulty in finding the zoning officer ' s home and suggested that a sign would be helpful . Supervisor A . Francis Wright made the motion that Mr . Billings be authorized by the board to go to Challenge Industries and have them make an appropriate sign . Motion was seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes . Justice Milton Todd made the motion that Robert Helgesen be reappointed to serve as a member of the Town of Danby Board of Zoning Appeals for another five year term . Councilman Robert Snedden seconded the motion which was carried by a vote of five ayes and no noes . NEW BUSINESS : It was noted that Mr . Drake has been paid his lease fee for the West Danby Ball Park . Town Board Meeting Minutes - April 9 , 1979 Page 4 New Business continued : The dog control contract presented to the Town of Danby by the Tompkins County Board of Representatives was read by the super - visor . The Town has been asked to participate in this contract . This is a onebyear contract between the County of Tompkins , the City of Ithaca , all of the municipalities and villages of the county and the Tompkins County SPCA . After discussion Justice Milton Todd moved a resolution to authorize the supervisor to sign this contract for dog control provided by the SPCA . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION # 8 AUTHORIZE THE SUPERVISOR TO SIGN THE DOG CONTROL CONTRACT WITH THE COUNTY OF TOMPKINS , THE CITY OF ITHACA , ALL MUNICIPALITIES ; AND VILLAGES OF THE COUNTY . THE SPCA TO PROVIDE THE DOG CONTROL . Roll Call Vote : Wright - aye Wilbur - aye Roberts - aye Snedden - aye Todd - aye Carried by a vote of five ayes and no noes . The Deputy Supervisor is attending school in Newfield concerned with the new double entry bookkeeping system required in towns in 1980 . She needs the authorization of the board . Councilman Ralph Wilbur made the motion that Deputy Supervisor Onalee Wright be authorized to attend school in Newfield . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . The sewer and water conference being held in Rochester was discussed . Justice Milton Todd made the motion that this matter be tabled . The motion was seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes . TV Cable for West Danby was discussed . A meetings needs to be set up with the West Danby people and the TV people . Judson Leonard will work with David Lee , get letters to the people and work on setting up a meeting date . The Town of Danby needs to adopt a code of ethics . A letter will be written to the State of New York Department of Audit and • Control asking them what is expected and for some sampes of what other towns the size of Danby have done . The highway committee will study the use of an adaptor for the West Danby fire tank truck . Councilman Robert Snedden looked into the proposal made by Betty Morrow that the Town of Danby apply for Rural Community Development Block Grant Title I HUD program funds . He recommended that the town board write to the Human Services Coalition and have them check to see if this is a duplication of services . After discussion Councilman Robert Snedden made the motion that the clerk write such a letter . The motion was seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes . Town Board Meeting Minutes - April 9 , 1979 Page 5 New Business continued : It was noted that the Town of Danby ' s EOC representative has not been attending the meetings . The board will look for a new representative . II General Fund Warrant #4 in the amount of $ 1116 . 56 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes . • Highway Fund Warrant #4 in the amount of $ 2724 . 03 was approved to be paid . The motion was made by Councilman Ralph Wilbur and • seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes . West Danby Water District Warrant #4 in the amount of $ 53 . 76 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes . The motion to approve the Supervisor ' s reports was made by Councilman Ralph Wilbur and seconded by Councilman Robert Snedden and carried by a vote of four ayes and no noes .
