TOWN OF DANBY
TOWN BOARD MEETING MINUTES
January 8 , 1979
The regular meeting of the Danby Town Board was called to order at the
Danby Town Hall , 1830 Danby Road , Town of Danby , County of Tompkins and
State of New York on January 8 , 1979 , at 8 : 00 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Dorothy Roberts
Councilman Robert Snedden
Justice Milton Todd
Others present : Rick Dobson , Karl Oltz , Gordon Roberts , Roy Casterline ,
Edward Slights , Ernie Cole , Bertie Beach , Moses Peter , David Benson ,
Ted Crane , E . J . Miller , Judson Leonard
Justice Milton Todd made the motion to approve the minutes of the
December meetings . The motion was seconded by Councilman Robert Snedden
and carried by a vote of five ayes and no noes .
COMMUNICATIONS :
1 . A letter from the Association of Towns of the State of New York
concerning appointment of a voting delegate from the Town of
Danby . % -
PRIVILEGE OF THE FLOOR :
Rick Dobson asked about a permit for his junk yard . This matter was turned
over to the zoning committee who will work with the planning committee
and make recommendations to the Town Board .
Moses Peter stated that he would like to see more communication from the
Town Board in the Danby Area News .
Karl Oltz asked the Town Board if the UCY group could use the Town Hall
for a dance on January 13 , 1979 . Mrs . Beach asked about ice skating at
the Danby Pond . She was referred to the State Larks Commission . Rick
Dobson offered to let the groupJuse his pond for skating .
David Benson , representing the PTA Executive Committee from the Danby
Elementary School , urged everyone to attend the reorganizational
meeting of the Ithaca School Board . There is a chance the school
board will decide to close the Danby School and the PTA Executive
• committee and many of the parents of children who attend the Danby
School are against the school being closed .
Ted Crane asked if the Town Hall would be available for square dances .
The Supervisor said that the Town Board is not favorable to opapng the
Town Hall for public dances . The Town Board is in the process of making

up rules and regulations for the use of the Town Hall .
NEW BUSINESS :
IIIThe next order of business was to approve the annual salaries of the
elected officials . The motion was made by Councilman Ralph Wilbur to
II approve the Supervisor ' s salary of $ 3 , 000 . 00 to be paid monthly ; approve
the Councilmans ' salary of $ 700 . 00 each to be paid monthly ; the salary
of each Justice to be $ 1 , 650 . 00 to be paid monthly ; approve the Clerk ' s
salary of $ 4 , 500 . 00 to be paid monthly and approve the Highway Superintend -
ent ' s salary of $ 12 , 720 . 00 to be paid bi -weekly . The motion was seconded
by Justice Milton Todd and carried by a vote of five ayes and no noes .
Justice Milton Todd made the motion to appoint Onalee Wright as Deputy-
Supervisor at a salary of $ 2 , 000 . 00 to be paid monthly ; appoint Edgar
Oltz as Deputy Town Clerk at a salary of $ 300 . 00 to be paid quarterly ;
Edward Slights be appointed Town Custodian at a salary of $ 1 , 200 . 00 to
be paid monthly ; Diana VanDeBogart be appointed Town Historian at a
salary of $ 100 . 00 to be paid yearly . The motion was seconded by

New Business continued :
Councilman Dorothy Roberts and carried by a vote of five ayes and no
n oes .
Councilman Robert Snedden reported that his committee has interviewed
six people and talked to two more who would be interested in the job
o f Town of Danby Zoning Officer . The committee recommends that either
Van Billings or Richard Compton be appointed to the position . If the
board does not approve either of these people the next choice of the
laVhaqAteeteorge Arsenault . A Deputy Zoning Officer should also be
chosen . : ContielIman; Robert Snedden was asked to set a date for a
meeting with Van Billings , Richard Compton and George Arsenault and
the Town Board .
The matter of a town constable was discussed . The need fora constable 0
was questioned . After discussion the matter was tabled for futher
✓ eview by committee .
After discussion by the board Wayne Rial was approved to serve as
a member of the Town of Danby Planning Board .
The creation of the position of Deputy Zoning Officer was discussed .
This matter will be taken care of at a special meeting of the board .
Justice Milton Todd moved a resolution to authorize the Deputy Supervisor
to sign checks for the Supervisor . The motion was seconded by
Councilman Robert Snedden .
RESOLUTION #1 AUTHORIZE DEPUTY SUPERVISOR TO SIGN CHECKS
FOR THE SUPERVISOR .

Carried by a vote of five ayes and no noes .
Justice Milton Todd moved a resolution to authorize the Supervisor to
invest all idle funds . The motion was seconded by Councilman Robert
Snedden .
RESOLUTION #2 AUTHORIZE THE SUPERVISOR TO INVEST ALL IDLE
FUNDS .

Carried by a vote of five ayes and no noes .
Justice Milton Todd moved a resolution to name the Tompkins County
Trust Company the official depository of the town ; the Ithaca Journal
the official newspaper of the town ; set the mileage rate at $ . 17 for
official town business and Thaler & Thaler official town attorneys .
The motion was seconded by Councilman Dorothy Roberts .
RESOLUTION # 3 NAME _ THE TOI FKINS COUNTY TRUST COMPANY THE
OFFICIAL DEPOSITORY FOR TOWN FUNDS ; NAME
THE ITHACA JOURNAL THE OFFICIAL NEWSPAPER ;
OFFICIAL ' MILEAGE FOR TOWN BUSINESS SET AT
17 ¢ PER MILE AND THALER AND THALER NAMED
OFFICIAL TOWN ATTORNEYS .

New Business continued :
Carried by a vote of five ayes and no noes .
Justice Milton Todd made the motion to appoint Supervisor A . Francis
Wright as the official voting delegate from the Town of Danby at the
Association of Towns fleeting to be held in New York City in February .
The motion was seconded by Councilman Ralph Wilbur and carried by a
vote of five ayes and no noes .
The problem of water in the basement of a West Danby Resident in the o
0 water district was referred to the Board of Water Commissioners . N
Councilman Ralph Wilbur moved a resolution to increase the wages of the
highway employees by 25¢ and authorize the , purchase of one pair of
• coveralls for each of the highway employees to comply with the CSEA
contract . Justice Milton Todd seconded the motion .

Supervisor A . Francis Wright reported that the business of subsidizing

ambulance service in the towns has been turned over to the Tompkins �, �

Councilman Ralph Wilbur made the motion thhe UCY group be allowed
to use the Town Hall on -B - , • : - for a dance . The motion was
seconded by Councilman Robert Snedden and carried by a vote of five ayes
and no noes .
Justice Milton Todd made the motion that the Town Clerk make arrangements
to have the two voting machines in the Town Hall and the one in West
Danby serviced and a counter on one of the machines repaired . The motion
was seconded by Councilman Dorothy Roberts and carried by a vote of five
ayes and no noes . Mr . Pizik will be notified by the clerk that he
must attend school to be custodian of the voting machines .
0 The closing of the Danby Elementary School was discussed . The Town Board
does not have the jurisdiction to promote the school . Possibly the
board could meet unofficially with the PTA and help if possible .
Councilman kalph Wilbur will set the meeting with the PTA .

Judson Leonard asked that the Town Board consider an automatic fire alarm
protection system for the Town Hall and possibly a protective system
for the town barns . If such a system were installed it would decrease
the cost of fire insurance by 20% . Possibly Federal Revenue Sharing
Funds could be used to install the system . The matter was referred to
the fire committee and the insurance committee for study and their
recommendations .
Specifications have been drawn up for drapes for the Town Ilan Meeting
• room and the next step is to go to bid . The specifications were read
by Councilman Dorothy Roberts . Councilman Ralph Wilbur made the motion
that the town advertise for bids with the specifications as -_iresented
by the committee . The motion was seconded by Councilman Robert Snedden .
The motion to approve the Supervisor ' s reports was made by Councilman
Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote
of four ayes and no noes .

N ew Business continued :
Zoning Officer Gordon Roberts gave the board a year end statement of the
work of his office .
General Fund Warrant #1 in the amount of $ 183 . 64 was approved to be
paid . The motion was made by Supervisor A . Francis Wright and seconded
by Justice Milton Todd and carried by a vote of five ayes and no noes .
H ighway Fund Warrant #1 in the amount of $ 7 , 258 . 94 was approved to be
paid . The motion was made by Councilman Dorothy Roberts and seconded
by Justice Milton Todd and carried by a vote of five ayes and no noes . •
W est Danby Water District Warrant r1 in the amount of $ 264 . 00 was
approved to be paid . The motion was made by Justice Milton Todd and
seconded by Councilman Ralph Wilbur and carried by a vote of five ayes •
and no noes .
The meeting was declared adjourned at 10 : 15 P . M . The TPWn Bo.ard : members
will remain to audit the town books . Any of the books not ready for
audit should be ready at the next town board meeting .
