Town Board Meeting Minutes
November 13 , 1978
The regular meeting of the Danby Town Board was called to order at
8 : 00 P . M . at the Danby Town Hall , 1830 Danby Road , Town of Danby ,
County of Tompkins and State of New York on November 13 , 1978 .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
• Councilman Dorothy Roberts
Councilman Robert Snedden
Justice Milton Todd
Others present : Francis Carrier , Gordon Roberts , Frank Sutfin , Rick
Dobson , Roy Hornbrook , Moses Peter , Mr . & Mrs . Bill Shippos , Mark
Geuther , Roberta Beach , Melody Beach , Jody Beach , Karl Oltz , Edward
Slights , Ernie Cole and Jimmie Miller .
Councilman Robert Snedden made the motion to approve the minutes of
the October 9 , 1978 meeting as presented . The motion was seconded
by Councilman Dorothy Roberts and carried by a vote of five ayes
and no noes .
COMMUNICATIONS :
1 . A letter from the Human Services Coalition asking the Town
of Danby to contribute $ 124 . 27 to their 1979 budget .
2 . A memorandum from the Tompkins County Hospital concerning
billing of ambulance services .
3 . A letter from the Ithaca City School District concerning
closing of the Danby Elementary School .
4 . A letter from the Finance Services Manager concerning the
billing for the radio equipment purchased frornthe highway
department .
5 . A letter informing the town that the application by American
Television & Communications Corp. for approval of franchise
and renewal of certificate of authority in the Town of Danby
has been filed .
6 . Notice of the annual meeting of the Association of Towns held
in New York City February 18 - 21 , 1979 .
• 7 . Notice of the dinner meeting to be held by the Tompkins
County Municipal Officials Association on November 15 , 1978
at the Lehigh Valley House Restaurant .
8 . Minutes of the Planning Board meeting held October 18 , 1978
PRIVILEGE OF THE FLOOR :
Justice Milton Todd stated that the improvements made on Bald Hill
Road make driving over it much easier .
Moses Peter reported on the progress that he is making with his
assessment problem . No answer has been found yet .

Privilege of the Floor continued :
Bill Shippos asked if it would be possible to extend a water line
300 feet within the water district . His son is building a home
just beyond the water line , but still in the water district , and
needs to know . Discussion followed . He was advised that he
should take the matter up with the water commissioners .
West Danby Park was discussed . A committee is working on finding
out the status of the park . •
Street Lighting in West Danby was discussed . The cost will be
astronomical . This matter was added to the agenda .
Francis Carrier and Frank Sutfin asked what is being done about
t he junk in the neighbors yard directly across from their homes
o n Miller Road . Gordon Roberts reported that he has talked with the
man who said he would get the place cleaned up . He will stop over
again soon and see if it is being cleaned up .
Mrs . Beach , leader of the UCY group , said that her group would
like to use the town hall once a month on Saturday to hold dances .
Mrs . Beach said that she did not feel that she could open the dances
up to the public as she is the only chaperon and could not be
responsible for people outside the UCY group . She also asked what
amount should be paid to the janitor for the use of the hall . The
matter was added to the agenda and Supervisor Wright said that rules
w ill be made up for the use of the hall .
Jimmie Miller reported that the town should receive notice of its
mortgage tax apportionment in the near future . The County Board
of Representatives is working on the county budget .
Rick Dobson asked why his road was left off the official town map .
Supervisor Wright stated that it is a private road and for that
reason was not put on the map .
COMMITTEE REPORTS :
Highway report - Councilman Ralph Wilbur reported that the work
on the roads is going well . Also a source of drinking water is
needed at the town barns . Possibly a water cooler could be used .
West Danby Water District - All seems to be fine except for unpaid •
water bills .
Insurance - Nothing to report . •
Refuse Collection and Disposal - Nothing to report .
Youth - Nothing to report .
Zoning and Planning - There is still one vacancy on the Planning
Board that needs to be filled .
Fire - Councilman Ralph Wilbur said that the fire commissioners
gave a report on the budget that they submitted to the town .
Cemetaries - All taken care of .

OLD BUSINESS :
Highway Superintendents report - Roy Hornbrook had nothing to add
t o the report already given .
Appeals Board Chairman - Absent .
P lanning Board Chairman - The minutes of their last meeting were
✓ ead . Ernie Cole reported that the vacancy on the Planning Board
• is a real problem . If any member has to be absent) meetings must
be postponed . Their regular November meeting has been postponed
until November 20 , 1978 . Joan Lind from Dick Thaler ' s Office is
working with the Planning Board on the zoning ordinance .
Zoning Officer , Gordon Roberts , reported that he would be glad to
work with the new zoning officer , when he is appointed .
Street lighting for West Danby was discussed . Justice Milton Todd
made the motion that a committee be appointed by the supervisor to
look into this matter and come back with recommendations to the
town board . The motion was seconded by Councilman Robert Snedden .
B ill Shippos was named chairman of this committee . Milton Todd
and Frank Haskinswzre asked to help .
The use of the town hall by the Youth Group was discussed at
length . They have asked to use the hall on Saturday November 18 ,
1978 . The board will make decisions on the use of the hall on a
month to month basis . Definite guide lines are needed . Councilman
Ralph Wilbur made the motion to grant the Youth Group the use of
the town hall on Saturday the 18th . The motion was seconded by
Justice Milton Todd . Councilman Ralph Wilbur and Supervisor A .
Francis Wright will outline some rules and regulations for the use
of the town hall and present them at the December meeting of the
board .
NEW BUSINESS :
It was noted that the hospital will no longer do the billing for the
ambulance people as they have done in the past . The towns have
been asked to underwrite the cost of unpaid bills . The Town of
Danby will continue to resist towns subsidizing unpaid bills .
The Human Services Coalition request for $ 124 . 27 to support their
• budget was discussed at length . Councilman Ralph Wilbur made the
motion that Danby support the Human Services Coalition by contrib -
uting $ 124 . 27 to their 1979 budget . The motion was seconded by
Justice Milton Todd and carried by a vote of five ayes and no noes .
Justice Milton Todd made the motion to adopt the preliminary budget
as the official town budget for 1979 as presented at the public
hearing accept for the addition of $ 500 . 00 to the appropriations to
make funds available for repair of the voting machines and for
t raining election inspectors . The motion was seconded by Councilman
D orothy Roberts and carried by a vote of five ayes and no noes .
The Association of Towns convention will be held February 18 - 21 , 1979 .
People will need to decide whether or not they wish to attend so
that reservations can be made .
Supervisor A . Francis Wright moved a resolution to transfer $ 3 . 00
from the contingency account A1990 . 4 to the municipal account

New Business continued :
A1920 . 4 to make enough money available to pay the municipal dues .
The motion was seconded by Justice Milton Todd .
RESOLUTION #43 TRANSFER $ 3 . 00 FROM THE CONTINGENCY FUND
ACCOUNT TO THE MUNICIPAL ACCOUNT SOI
THAT THE TOTAL OF THE FUNDS IN THAT
ACCOUNT WILL EQUAL THE AMOUNT DUE FOR
MUNICIPAL DUES .

Carried by a vote of five ayes and no noes .
RESOLUTION #44 ADD UNPAID WATER BILLS TO THE TAX ROLL
Councilman Dorothy Roberts moved a resolution to add $ 2543 . 49 to the
tax roll to cover the unpaid water bills in the West Danby Water
District . Justice Milton Todd seconded the motion .
Roll Call Vote : Wright - aye
Wilbur - aye
Roberts - aye
Snedden - aye
Todd - aye
Carried by a vote of five ayes and no noes .
Carl Nyberg made recommendations for fire extinguishers for the
town hall . Justice Milton Todd made the motion that the clerk
ask Mr . Nyberg to install the fire extinguishers . Councilman
Dorothy Roberts seconded the motion which was carried by a vote
of five ayes and no noes .
Supervisor A . Francis Wright stated that a decision as to drapes
and landscaping must be made . The matter was discussed at length .
A committee was appointed and a special meeting of the board will
be held December 11 , 1978 immediately preceding the regular meeting
to take care of this matter .
The position of zoning officer " was discussed . Monday November
20 , 1978 at 7 : 30 P . M . the board will meet at the town hall with
Gordon Roberts and will screen people that have expressed an
interest in the job . These people are Bill Winters , Lynn Cism ,
Frank Haskins and Ted Merritt .
General Fund Warrant # 11 in the amount of $ 62663 . 89 was approved
to be paid . The motion was made by Justice Milton Todd and seconded by
by Councilman Robert ' Snedden and carried by a vote of five ayes and
no noes .
Highway Fund Warrant # 11 in the amount of $ 9095 . 31 was approved
to be paid . The motion was made by Councilman Robert Snedden and
seconded by Councilman Dorothy Roberts and carried by a vote of five
ayes and no noes .

New Business continued :
West Danby Water District Warrant # 11 in the amount of $ 114 . 72 was
approved to be paid . The motion was made by Councilman Ralph Wilbur
and seconded by Justice Milton Todd and carried by a vote of five
ayes and no noes .
The Supervisor ' s reports were approved as submitted . The motion was
made by Justice Milton Todd and seconded by Councilman Robert Snedden
and carried by a vote of four ayes and no noes .
The motion to adjourn the meeting was made by Justice Milton Todd
and seconded by Councilman Ralph Wilbur and carried by a vote of
five ayes and no noes .
Meeting adjourned at 10 : 50 P . M .
