M . at the Danby Town Hall , 1830 Danby Road , Town of Danby , County of Tompkins and State of New York on June 12 , 1978 . The purpose of the meeting was to open bids on a new 4-Wheel drive Dump Truck Snowplow Combination and also for a new roof for the town barns . Board members :'present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Dorothy Roberts Councilman Robert Snedden Justice Milton Todd ® Others present : Rick Dobson , Roy Hornbrook , Mr . and Mrs . Shippos , Judson Leonard , Donald Graham , Moses Peter . Proof of publication was given to the Supervisor by the Clerk . He read the notices . The following bid from Charles J . Blackwell was the only bid received for the new 4-wheel drive dump truck snow plow combination : Charles J . Blackwell , Inc . $ 73 , 684 . 00 Less trade - in of one 1963 FWD truck with dump body and snow equipment - 11 , 940 . 00 Net delivered price $ 61 , 744 . 00 Discussion followed . After a short executive session to discuss funds available , Councilman Ralph Wilbur moved a resolution to award the bid to Charles J . Blackwell , Inc . contingent upon their approval of the financing . $ 25 , 000 . 00 to be paid from available funds and a bond to be negotiated for the balance of $ 36 , 744 . 00 . This to be a seven year bond . Justice Milton Todd seconded the motion . RESOLUTION #22 AWARD THE CONTRACT FOR THE PURCHASE OF A NEW 1978 4-WHEEL DRIVE DUMP TRUCK SNOW PLOW COMBINATION TO CHARLES J . BLACKWELL , INC . FOR THE PURCHASE PRICE OF $ 73 , 684 . 00 LESS TRADE-IN IN THE AMOUNT OF $ 11 , 940 . 00 OR A NET DELIVERED PRICE OF $ 61 , 744 . 00 . Supervisor A . Francis Wright asked that before awarding the contract he be given some time to go over the bids . Councilman Ralph Wilbur made the motion that the awarding of the bid for the town barn roof be tabled . The motion was seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes . Mr . Seacord will ;;be awarded the contract if the town board decides to except his bid , as it is the low bid . Meeting adjourned at 8 : 00 P . M . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Dorothy Roberts Councilman Robert Snedden Justice Milton Todd • Others present : Mr . & Mrs . Shippos , Judson Leonard , Frank Haskins , Roy and Mary Casterline , Donald Graham , Moses Peter , E . J . Miller , Rick Dobson , Roy Hornbrook , and Gordon Roberts . Two corrections were made to the May 8 , 1978 minutes of the regular town board meeting . Resolution $ 18 states that $ 25 , 000 . 00 could be used from Revenue Sharing Funds . This was corrected to read $ 25 , 000 . 00 could be used from unappropriated funds in the highway budget . Resolution #19 was corrected to show Councilman James Murinchack ' s vote to be an abstaining vote not an aye vote . Justice Milton Todd made the motion to accept the minutes of the May 8 , 1978 meeting as corrected . The motion was seconded by Councilman Dorothy Roberts and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A letter from Edward P . Abbott , Chairman of the Progressive Citizens Alliance , telling the town what the purpose of the citizens alliance is . 2 . A letter from the CNA Insurance Company concerning rates of health insurance carried by the Town of Danby . 3 . A letter from the Human Services Coalition notifing of workshops and the dates these workshops are to be held . 4 . Agendas of the Tompkins County Board of Representatives Tuesday May 30th meeting and Monday June 12th meeting . 5 . Minutes of the May 10th , 1978 meeting of the Danby Board of Zoning Appeals . PRIVILEGE OF THE FLOOR : Justice Milton Todd reported that the Court is busy . Donald Wright asked for flags for the cemetaries in West Danby and South Danby . He was advised that there are flags available in the Town Hall . Frank Haskins . asked what is happening on the T . V . cable for West Danby . The supervisor stated that a committee is needed to work on this . ® Mr . Shippos submitted a petition signed by the West Danby people requesting that the Town Board approve the franchise for cable T . V . service for West Danby and Danby . j Rick Dobson talked about the problem of theft in the town and would like to see ' more police protection in the town . The traffic control is good but there is a problem with theft . Moses Peter stated that he was disappointed in the results of the Board of Assessment Review . He stated that complaints go uninvestigated and no recommendations are made . The matter was discussed at length . Town Board Meeting Minutes - June 12 , 1978 Page 2 Privilege of the Floor continued : Jimmie Miller reported that the County Board of Representatives is already working on budgets . Frank Darrow reported that the Danby School may be closed and that Danby people who wish to save their neighborhood school should attend a meeting of the school board and make their feelings known . COMMITTEE REPORTS : Highway committee - The possibility of using the Sleuth-pipe purchased to be used on the Speech Clinic bridge for the LaRue Road Bridge was discussed . The pipe is no longer needed at the Speech Clinic as other arrnagements are being made for that bridge . i The pipe might better be used than just stored . The bridge for the Speech Clinic was discussed . The county has a bridge that they will give the town that could be used at the Speech Clinic . It would cost $ 300 . 00 to move and the cost of installation would be $2 , 000 . 00 . The committee will check this out with the Clinic and work out an agreement with the county . Two pipes have been installed on Updike Road which will take care of the run of caused by flash flooding . There are still some trees to be cut on Updike Road and some more gravel to be put down . Councilman Ralph ilbur moved a resolution to advertise for bids for the sale of three pices of old highway equipment that are no longer any use to the town . The equipment for sale is a 1968 Ford pick-up , a 1951 Dodge dump truck with a 3 yard box and a 1957 Oshkosh with a 6 yard box . Bids to be opened July 10 , 1978 at 7 : 30 P . M . immediately preceding the regular Town Board meeting . The motion was seconded by Councilman Dorothy Roberts . RESOLUTION #22 ADVERTISE FOR BIDS FOR SALE OF OLD EQUIPMENT NO LONGER OF ANY USE TO THE HIGHWAY DEPARTMENT . Roll Call Vote : Wright - aye Wilbur - aye Roberts - aye Snedden - aye Todd - aye Carried by a vote of five ayes and no noes . West Danby Water District - Problem of rusty water was discussed . It was recommended that the water commissioners hold an open meeting to discuss problems and get them taken care of . Insurance - No report . Refuse Collection and Disposal - Nothing to report . Zoning and Planning - Nothing to report . • Fire - Very business department . There is a new rescue truck in West Danby . Cemetaries - All mowed . Youth Program - No report . Parking area for the West Danby Park was discussed . OLD BUSINESS : The Highway Superintendent reported that the fence has been purchased and installed to keep people of the highway barn roof . Town Board Meeting Minutes - June 12 , 1978 Page 3 Old Business continued : Appeals Board Chairman - Absent no report . Planning Board Chairman - Donald Graham , Vice -chairman , stated that the fire and health saftey codes have been incorporated into the Danby Zoning Ordinance . Zoning Officer - Written report submitted . Four cases are to be heard before the Board of Zoning Appeals on Wednesday June 14 , 1978 . • Highway radios - Councilman Ralph Wilbur recommended that the Town of Danby share the cost of installing -a repeater on Connecticut Hill with the Newfield Highway Department and the Newfield School . The total cost to the town will be $ 3 , 967 . 00 plus 1 /3 of the repeater which is • $ 1 , 000 . 00 for a total cost of $ 4 , 967 . 00 . There will be 4 mobile units , 1 base unit and one portable unit . The matter was discussed at length . Councilman Robert Snedden moved a resolution to accept the radios as recommended . The motion was seconded by Councilman Lorothy Roberts . RESOLUTION #23 PURCHASE RADIOS FOR THE HIGHWAY DEPARTMENT . Roll Call Vote : Wright - aye Wilbur - aye Roberts - aye Snedden - aye Todd - aye Carried by a vote of five ayes and no noes . A dinner at a local restaurant as a get together in Floyd Dorn ' s honor was suggested . Anyone who knows Floyd will be welcome . Each person to pay for his own dinner . Councilman Dorothy Roberts made the motion that in the future recognition of retiring officers be a resolution of thanks , not a dinner . There was no second , motion lost . Draperies for the Clerk ' s office and the Justice office are being worked on . Mr . Taylor has not submitted specs for the draperies for the Town Hall meeting room . NEW BUSINESS : Margaret Snedden will be asked if she can attend the workshops ? '• to be held by the Human Services Coalition . A motion was made by Robert Snedden that the people appointed by the town to serve as their representatives or to hold a special position , be asked to attend the next meeting of the board and make reports . Councilman Ralph Wilbur seconded the motion which was carried by a ® vote of five ayes and no noes . The clek will write a letter of invitation . ® The clerk read the list of Democratic and Republican election inspectors submitted by the Board of Elections for approval and appointment . Justice Milton Todd made the motion to appoint these people as election inspectors for a one year term of office . The motion was seconded by Councilman Ralph wilbur and carried by a vote of five ayes and no noes . Custodians of the voting machines were discussed . One Republican and one Democrat are needed . Kim Davis and Jean Pepper do not feel that they can do the job for Danby any longer as they now have other commitments . Town Board Meeting Minutes - June 12 , 1978 Page 4 New Business continued : The T . V . cable petition submitted by the West Danby people was discussed . The committee chairman , Judson Leonard , has resigned . After a lengthy discussion Supervisor A . Francis Wright stated that he would handle this matter and appoint people to work with him as he sees fit . Police protection in the Town of Danby was discussed . Councilman Robert Snedden made a motion that he town board draft a letter to the New York State Police and the Tompkins County Sheriff ' s Department asking them for more help with crime prevention and • help with the problem of speeding in West Danby . The motion was seconded by Justice Milton Todd and' carried by a vote of five ayes and no noes . The clerk was asked to draft the letter . General Fund Warrant #6 in the amount of $ 572 . 24 was approved to be • paid . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . Highway Fund Warrant #6 in the amount of $ 2 , 353 . 77 was approved to be paid . The motion was made by Councilman Dorothy Roberts and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant #6 in the amount of $ 53 . 12 was approved to be paid . The motion was made by Justice Milton - Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . The Supervisor ' s reports were approved as presented . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of four ayes and no noes . Councilman Robert Snedden made the motion to adjourn the meeting . SPECIFICATIONS FOR A NEW AND UNUSED 1978. 4 - WHEEL DRIVE DUMP TRUCK - SNOW PLOW COMBINATION : These specifications cover a new genuine four wheel drive truck of not less than 44 , 000 lbs . hub rated gross vehicle rating and not less than 44 , 000 lb . axle capacity which is described herein . • The chassis shall be the manufacturers latest model and designed . - as a four wheel drive truck without use of a conversion attach - ment . Front axle capacity shall be 18 , 000 lbs . and rear axle shall have a capacity of 26 , 000 lbs . with a wheel base of not less than 150 inches . . ENGINE Shall be a heavy duty diesel engine 6 - 71N model , turbo charged 262 H . P . @ 2100 R . P . M . . FRAME Shall be built of high alloy chrome manganese steel straight channel heat treated and shall not be less than 1014 x 31 x 3/8 " in size . All riveting shall be the cold process . Section modulus shall not be less than 17 . 7 without benefit of any fishplating or inner liners and shall have a resisting bending moment of not less than 1 , 504 , 500 inch lbs .. . • AXLES Shall be full floating front and rear , hypoid gears and with multiple disc differential traction locks ( one lock front , one lock rear axle and one lock center differential) , manually controlled from instrument panel . FOUR WHEEL DRIVE TRUCK SPECIFICATIONS ( cont ' d ) Page 2 • TRANSFER The truck shall be equipped with a double reduction drive line gear driven dual range transfer case working in conjunction with transmission which will allow fifteen speeds forward and three reverse . All gears in this differential shall be bevel cut . In addition , there shall be a multiple disc traction lock manually controlled from instrument panel to lock out all differential action here when the driver deems it necessary . This lock shall be constructed to work in conjunction with axle traction locks . Truck to be able to shift in ten speeds without stopping truck . STEERING GEAR Shall be cam and lever type with full power assist , the power steering system Ross Bendix or equal .
