SPECIAL BOARD MEETING MINUTES
March 27 , 1978
A special meeting of the Danby Town Board was called to order at
8 : 00 P . M . at the Danby Town Hall , 1830 Danby Road , Town of Danby ,
County of Tompkins and State of New York on March 27 , 1978 . The
purpose of the meeting was to gorbveruthe purposed T . V . Cable
franchise with the town attorney and the representative of the
T . V . Cable company and set a date for a public hearing .
Board members present : Councilman Ralph Wilbur
• Councilman James Murinchack
Justice Milton Todd
410 Board members absent : Supervisor A . Francis Wright
Councilman Dorothy Roberts
Others present : Judson Leonard , Attorney Richard Thaler , Mr . & Mrs
William Shippos and Kevin Rorke representative of the T . V . Cable Co .
In the absence of the supervisor , the meeting was called to order at
8 : 00 P . M . by the town clerk and turned over to the board . Their
first order of business was to appoint a chairman . Councilman Ralph
Wilbur was appointed .
Mr . Rorke passed out copies of the proposed franchise agreement
between the Town of Danby and American Television and Communications
Corporation . Attorney Richard Thaler went over the proposed
franchise agreement section by section and noted that several changes
needed to be made . After a lengthy discussion , Judson Leonard was
asked to contact the Tompkins County T . V . Cable Commission and ask
that a representative of that group attend the next town board
meeting . Richard Thaler will have the proposed franchise agreement
retyped . The Town Board will wait to set up the public hearing
until they have talked with the Tompkins County T . V . Cable
Commission representative upon the advise of the attorney .
Councilman Ralph Wilbur made the motion to adjourn the meeting at
10 : 00 P . M . The motion was seconded by Justice Milton Todd and
carried by a vote of three ayes and no noes .
