HomeMy WebLinkAbout1978-01-09 TOWN OF DANBY TOWN BOARD MEETING MINUTES January 9 , 1978 The regular meeting of the Danby Town Board was called to order at the Danby Town Hall , 1830 Danby Road , Town of Danby , County of Tompkins and State of New York on January 9 , 1978 , . at 8 : 00 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman James Murinchack Councilman Dorothy Roberts Justice Milton Todd Others present : Ed Slights , Roy Casterline , Moses Peter , Gould • Colman , Mr . & Mrs . Lloyd French , Gordon and Sandra Roberts , Roy Hornbrook , Justice Paul Smith , Dan Hoffman , Carol Chock , Debbie Corbitt . A motion was made to tenatively approve the minutes of the December meetings . The motion was made by Supervisor A . Francis Wright and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . It was noted that Justice Milton Todd was not present at the December 13th meeting as stated in the minutes . COMMUNICATIONS : 1 . Agenda of the Tompkins County Board of Representatives Monday October 24 , 1977 meeting . 2 . A letter from the Association of Towns of the State of New York concerning the upcoming annual meeting and the necess - ity of appointing a delagate . 3 . A letter from the Tompkins. County Municipal Officials Association advising of the January 18 , 1978 meeting . PRIVILEGE OF THE FLOOR : • Town Clerk Mary Oltz reported that people are having difficulty finding the Town Hall and the Clerk ' s Office . An outlet is needed in the Clerk ' s Office under the desk so that cords will not be strung over the ' floor . Justice Paul Smith reported that George Hovanec is ill and the sign for the Town Hall will be held up . On the Town Hall renovations , the Danby Builders have not 126wite==t given him any cost figures yet . He also noted that the Town Hall is leaking . Lloyd French came to the meeting as a representative of the fire district . Supervisor A . Francis Wright reported that there will be a meeting of the Town Board and the Fire . Commissioners in the near future and when the date is set Mr . French will be notified . Moses Peter talked about the snow removal along 96B which is very poor . The State is responsible for doing this and he ,wondered if this could be handled by the Town of Danby Highway Department . Possibly a meeting with the resident engineer is in order . The matter was referred to the highway committee and Roy Hornbrook . Gordon Roberts commented that people leaving the service of the town should be given some special recognition . He was told that plans are being made . Town Board Meeting Minutes - January 9 , 1978 Page 2 Privilege of the Floor continued : Sandra Roberts asked why cinders are put on the roads and after that is done the snow plow goes through to clean the road and all the cinders are scraped off . This is a problem , it was noted that the County does the cindering and they have a schedule to keep so that when they come to cinder they do so even if the road has not been plowed . G ould Colman asked about getting a larger sluiceppipe on Updike • Road . The present one is not large enough . It does not carry the water and the water washes the road out . The Town Board after some discussion authorized Roy Hornbrook to buy the necessary pipe with the advise of the County Engineer . • Debbie Corbitt asked about any future plans for maintaining Howland Road ( John Hill Road ) where she lives . The road needs to be widened asswell as repaired . The highway committee will review the situation and make recommendations to the Town Board . Cotton Hanlon uses this as a logging road . If they damage the road they will be asked to repair it . Dan Hoffman noted that Bruce Hill Road is also in very poor condi - tion . Carol Chock talked about the possibility of snow fences along 96B . Councilman Ralph Wilbur stated that this has been considered but after investigation it was found that it would be cheaper to plow than maintain the fences . NEW BUSINESS : The next order of business was to appoint the 1978 committees . The H ighway Committee will be headed by Ralph Wilbur assisted by D orothy Roberts ; West Danby Water District will be headed by Milton Todd assisted by James Murinchack ; the insurance committee will be headed by Milton Todd and assisted by James Murinchack ; Refuse Collection and Disposal will be headed by Dorothy Roberts and assisted by Milton Todd ; the youth program committee will be headed by James Murinchack and assisted by Ralph Wilbur ; Zoning and Planning committee will be headed by James Murinchack and assisted by Dorothy Roberts ; the fire committee will be headed by Ralph Wilbur and assisted by James Murinchack ; the cemetaries committee will be headed by Dorothy Roberts and assisted by Milton Todd . Supervisor A . Francis Wright made the motion to appoint Mark Haag as Danby ' s representative to the Environmental Management Council . The motion was seconded by Councilman Dorothy Roberts and carried by a vote of four ayes and one apposed . H ighway Superintendent Roy Hornbrook reported that the estimated cost of the road work to be done for Mr . Liberman is $ 10 , 076 . 00 for 500 feet of road . This includes tgolaggeculverts . The H ighway Committee will talk to Mr . Liberman and see if some agreement can be made as he previously had agreed to pay to have t his work done but feels the cost is more than he bargained for . Supervisor A . Francis Wright made the motion that the Mown Board authorize the Highway Committee and the Highway Superintendent to apply for the federal funds which are available for saftey devices which includes culverts . The highway e quipment was discussed and the maintainance work needed on the highway buildings . Supervisor A . Francis Wright reported that there are Economic Development funds available and possibly the Town of Danby should apply for its share . He will investigate further . Gould colman and Ernie Cole will be asked to assist in this matter . The possibility of repairing the 1953 FWD for an approximate cost o f $ 2 , 000 . 00 was discussed . Roy Hornbrook said that he could do • most of the work . . The Highway Superintendent was asked to get more exact cost figures . Zoning Officers report - A monthly report was submitted and also the annual report from his office . After hearing recommendations , Justice Milton Todd made the motion to appoint the following people to the following town positions : Deputy Town Clerk of the West Danby Water District , Mary Casterline with a yearly salary of $ 600 . 00 ; to be paid quarterly ; Water Treatment Operator , Roy Casterline with an annual salary of $ 2 , 000 . 00 paid monthly ; Zoning Officer , Gordon Roberts with an annual salary of $ 1 , 500 . 00 to be paid monthly ; Town Constable , Francis. Carrier with an annual salary of $ 50 . 00 paid annually ; Custodian , Edward Slights with an annual salary of $ 1 , 200 . 00 to be paid paid monthly ; Deputy Supervisor Onalee Wright with an annual salary of $ 2 , 000 . 00 to be paid monthly and Town Historian , Dianne VandeBogart with an annual salary of $ 100 . 00 to paid annually . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . The - s`uggestion was made that a deputy Zoning Officer be appointed with an annual salary of $ 400 . 00 . This was discussed and the matter turned over to the Zoning and Planning committee for discussion and recommendations . . A resolution was moved by Justice Milton Todd and seconded by Councilman Ralph Wilbur to authorize the . Deputy Supervisor to sign checks for the Supervisor . RESOLUTION # 1 AUTHORIZE THE DEPUTY SUPERVISOR TO SIGN CHECKS FOR THE SUPERVISOR Roll Call Vote : Wright - aye • Wilbur - aye Murinchack - aye Roberts - aye Todd - aye Carried by a vote of five ayes and no noes . A resolution was moved by Councilman Ralph Wilbur and seconded by Justice Milton Todd to authorize the Supervisor to invest all idle funds . - RESOLUTION # 2 AUTHORIZE THE SUPERVISOR TO INVEST ALL IDLE FUNDS . Roll Call Vote : Wright - aye Wilbur - aye Murinchack - aye Roberts aye Todd - aye Carried by a vote of five ayes and no noes . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION #3 NAME THE TOMPKINS COUNTY TRUST COMPANY THE OFFICIAL BANK OF THE TOWN . Roll Call Vote : Wright - aye Wilbur - aye Murinchack - aye Roberts - aye . Todd - aye Carried by a vote of five ayes and no noes . Councilman Ralph Wilbur moved a resolution to name the Ithaca Journal the official newspaper of the town . The motion was seconded by Justice Milton Todd . RESOLUTION #4 NAME THE ITHACA JOURNAL THE OFFICIAL NEWSPAPER OF THE TOWN . Roll Call Vote : Wright - aye Wilbur - aye Murinchack - aye Roberts - aye Todd - aye Carried by a vote of five ayes and no noes . After discussion of the mileage for reimbursement for official town business , Justice Milton Todd moved a resolution Co make the mileage rate 17C for reimbursement for town business . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION # 5 SET THE MILEAGE RATE FOR REIMBURSEMENT FOR OFFICIAL TOWN BUSINESS AT 170 Roll Call Vote : Wright - aye Wilbur - aye Murinchack - aye Roberts - aye Todd - aye Carried by a vote of five ayes and no noes . After discussion of who should represent the town as town attorney , Justice Milton Todd moved the resolution to appoint Thaler and Thaler as officila town attorney for the Town of Danby for 1978 . Councilman Dorothy Roberts seconded the motion . RESOLUTION # 6 THALER AND THALER LAW FIRM NAMED OFFICIAL TOWN ATTORNEYS . An official delegate from the Town of Danby to the Association Town Board Meeting Minutes - January 9 , 1978 Page 5 New Business Continued : of Towns meeting was discussed . Justice Milton Todd made the motion to appoint Supervisor A . Francis Wright as official delegate and Councilman James Murinchack as alternate . Councilman Dorothy Roberts seconded the motion which was carried by a vote of five ayes and no . noes . The problem of wash out on Updike Road was discussed . Probably a larger culvert is needed and gravel must be put on the road . Bill Mobbs will be asked to look into this and advise the town as to what is needed . In the matter of the electrical outlet for the Clerk ' s Office , Justice Milton Todd made the motion that the Town glerk be authorized to have this done . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . After checking into folding doors for the hall between the meeting room and the offices , Justice Milton Todd suggested that some one be hired to build bi - fold doors . Councilman James Murinchack reported that there is an electric scriber available at Bishop ' s for $ 16 . 00 . Councilman Ralph Wilbur made the motion to authorize the town clerk to purchase this scriber . The motion was seconded by Councilman Dorothy Roberts and carried by a vote of five ayes and no noes . The possibility of installing storm windows in the offices to conserve energy was discussed . Rules for the use of the Town Hall were discussed . The Town Board is not ready to adopt rules at this time . More research must be done to see who has the authorityy to use the Town Hall . General Fund Warrant # 1 in the amount of $313 . 79 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Highway Fund Warrant # 1 thni; the amount of $ 1o14 . 60 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Dorothy Roberts and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 1 in the amount of $ 227 . 00 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . Supervisor A . Francis Wright moved a resolution to incumber $ 450 . 00 to pay the Town Attorney for the work he did on the Gunderman Road Airport appeal . This amount to be taken from General Fund Account A8010 . 4 . The motion was seconded by Justice Milton Todd . RESOLUTION # 7 INCUMBER $ 450 . 00 FROM GENERAL FUND ACCOUNT A8010 . 4 TO PAY THE BALANCE OF THE TOWN ATTORNEY ' S BILL FOR 1977 . Roll Call Vote : Wright - aye Wilbur - aye Murinchack - aye Roberts - aye Todd - aye Carried by a vote of five ayes and no noes . Town Board Meeting Minutes - January 9 , 1978 Page 6 New Business Continued : Councilman Ralph Wilbur said that $ 15 , 000 . 00 was prepaid on the bond on the Town Hall which leaves a balance of $ 5 , 000 . 00 to be paid when what has been budgeted for 1978 is taken into consideration . A motion was made by Councilman Ralph Wilbur and seconded by Councilman Dorothy Roberts to accept the Supervisor ' s reports as submitted . The motion was carried by a vote of five ayes and no noes . The motion was made by Justice Milton Todd to approve the contract between CSEA for the Town Highway Employees and the Town of Danby with an increase in wages of 20Q per hour for 1978 and an increase in wages in 1979 of 25Q per hour and also 1 pair of coveralls per man per year . The motion was seconded by James Murinc_ hack and carried by a vote of five ayes and no noes . . . It was noted that immediately following the Town Board meeting the audit of the town books will take place . The meeting was adjourned at 10 : 00 P . M .
