HomeMy WebLinkAbout1977-10-10 TOWN OF DANBY SPECIAL BOARD MEETING MINUTES October 10 , 1977 A special meeting of the Danby Town Board was called to order on October 10 , 1977 at the Danby Town Hall at 7 : 45 P . M . The purpose of the meeting was to open bids for a material spreader and bids for a roof for the highway barns . The clerk presented the board with proof of posting of notice and advertising . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Paul Smith Justice Floyd Dorn • Justice Milton Todd Others present : Ed Slights , Gordon Roberts , Mary Casterline , Roy Casterline , Roy Hornbrook , James Murinchack , Joe Hulbert . The following sealed bids were received for the purchase of a material spreader for the highway department . Oswego Tool and Steel Co . $ 5 , 367 . 00 Seneca Supply & Equipment Co . 5 , 800 . 00 Hanna & Hamilton 4 , 766 . 34 D . W . Clark Equipment Co . 4 , 726 . 00 After a ten minute recess to study the bids to determine which bid was acceptable it was decided that as there is a question of bids meeting specifications , another special meeting will be held in about ten days to award the bid . No bids were received for a roof for the highway barns . Meeting adjourned at 8 : 15 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur • • • Councilman Paul Smith Justice Milton Todd Justice Floyd Dorn Others present : Edward Slights , Roy Hornbrook . James Murinchack , Joe Hulbert , Ms . Chock , Gordon Roberts , Roy Casterline , Mary Casterline , Ernest Cole , Karl Dise , Dan Hoffman , Sue Casterline , Mr . Liberman , James Damery , Gary Leonhardt . Justice Milton Todd made the motion to approve the minutes of the regular September meeting , the September 22 , 1977 meeting and the September 26 , 1977 budget meeting . The motion was seconded by Councilman Paul Smith and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A letter from James Kerrigan concerning a bid by his client for roof work on the highway barns . 2 . A letter from CHORES sponsered by EOC asking for an appointment from the Town of Danby to the Advisory Board of the Tompkins County CHORES Weatherization Organization . . . 3 . A letter from the Human Services Coalition asking for a contribution of $ 119 . 93 from the Town of Danby to the Coalition ' s 1978 operating budget . . 4 . A letter from the State Traffic Saftey Council advising of traffic seminars . • 5 . . Memorandum from the Tompkins County Board iof Representatives concerning 1978 Division for Youth Budget =Submission . 6 . A letter from attorney Richard Thaler concerning road abandonment . . . . , . . _ _ 7 . Town of Danby Planning Board minutes Yof the - September- 21 , 1977 meeting . PRIVILEGE OF THE FLOOR : Karl Dise asked if he and a group of musicans could use the Town Hall for a dance . Roy Casterline stated that he has a matter concerning the West Danby Water District that the attorney must advise him on . He has contacted the attorney and after four weeks still has no reply . • The clerk stated that working in her office the cold • . air from the meeting' room cools the room to where . it is very : uncomfortable . The heat will have to be turned up or a petition installed at the top of the stairs to shut out the cold air . f I ■ 1 t ,9 Town Board Meeting Minutes - October 10 , 1977 Page 2 Privilege of 'the Floor continued : The clerk noted that there is a meeting scheduled for the meeting of the candidates to be held October 20th at the Town Hall at 8 : 00 P . M . and all town board members are invited . James Murinchack stated that this meeting has been cancelled by Robert Doan . James Damery , a representative of the Ithaca Speech Clinic , 'spoke on the problem of the bridge leading to the clinic . He gave the purpose of the Speach Clinic . Supervisor A . Francis Wright gave the history Of the problem . The matter was discussed at length . Mr . Wright recommended that a working program be set up with the soil conservation people so that the town will not have to go to more expense than the amount appropriated . Mr . Damery suggested that a committee be appointed to work with the clinic board to solve this s iituation . 1 Mr . Liberman asked that a small stretch of the road leading to his home be taken over by the town and maintained by the town . The letter from Thaler and Thaler was read again . This letter concerned the abandonment of roads . This matter was discussed at length . The board felt that if they do work on this road it may set a precedent . If the board does decide to do this they will have to have a cost figure as a basis for their opinion . It was decided that Councilman Paul Smith and Councilman Ralph Wilbur and Supervisor Wright would work with Joe Hulbert to come up with a cost figure . The matter was tabled . COMMITTEE REPORTS : < Highway report - Councilman Ralph Wilbur reported that the Donovan project ( Hornbrook Road ) is 50% completed . He reported that ten days will be needed to check up on the companies biding for the material spreader and then a special meeting will be held to award the bid . The feeling of the committee is that the companies do not meet specifications . The Clark Co . that is the apparent low bidder needs to come and talk to Joe Hulbert . There are several questions . West Danby Water District - Federal money has been allotted for someone to attend school . The water commissioners should recommend someone to attend . Insurance - All in order . Refuse Collection and Disposal - There is garbage being dumped along Michigan Hollow Road . Youth - It was noted that Eva Mae Musgrave has been appointed to the County Wide Youth Board . Zoning and Planning - There has been a joint meeting with the Town Board and the minutes submitted . Fire - Nothing to report . Cemetaries - Ed Slights reported a stone was missing and probably covered with dirt . A back hoe is needed to find it and replace it . Councilman Ralph Wilbur made the motion that Ed Slights be authorized to engage a backhoe to some work in the cemetary . BUSINESS : Highway Superintendent's report - No report Zoning Officer ' s report - Written report submitted . Appeals Board Chairman - James Murinchack reported that 2 appeals have been heard before the board in October already and 2 mord are scheduled . Planning Board Chairman - Ernest Cole reported that the Town Board now has in its hands the proposed revision to the Danby Zoning Ordinance submitted by the Planning Board . The Planning Board isU. inow working on another revision to the ordinance . He stated that Donald Graham has been appointed vice - chairman of the Planning Board . Justice Floyd Dorn reported that Joan Barber was interviewed by the committee and approved for the job of dog enumeratorr Justice Floyd Dorn made the motion to appoint Joan Barber dog enumerator . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . Gary Leonhardt was recommended as candidate for membership on the Planning Board . Justice Floyd Dorn made the motion to appoint Gary Leonhardt as a member of the Planning Board . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Mr . Leonhardt will be filling the unexpired term of William Best , this term ends June 30 , 1980 . The matter of a member to serve on the Board of Zoning Appeals was discussed . A date ;: was set to interview candidates at the Town Hall . This will be October 19 , 1977 at 7 : 30 P . M . The motion was made by Councilman Paul Smith and seconded by Justice Milton Todd to appoint James Metz as representative from the Town of Danby to the Advisory Board of the Tompkins County CHORES / Weatherization Organization . The motion was carried by ahvote of five ayes and no noes . NEW BUSINESS : Justice Milton Todd moved a resolution to transfer $ 52 . 00 from contingency account # A1990 . 4 to unallocated insurance account # A1910 . 4 . This money to take care of the hauling permit insurance . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION # 26 TRANSFER $ 52 . 00 FROM CONTINGENCY ACCOUNT A1990 . 4 TO UNALLOCATED INSURANCE ACCOUNT A1910 . 4 Roll Call Vote : Wright - aye Wilbur - aye Smith - aye Todd - aye Dorn - aye Carried by a vote of five ayes and no noes . The preliminery budget meeting will be held Monday October 24 , 1977 at 8 : 00 P . M . at the home of the Supervisor . The public hearing on the budget will be held at the Town Hall at 8 : 00 P . Councilman Ralph Wilbur I made the motion that the Town of Danby Contribute the requested $ 119 . 93 to the HSC . The motion was seconded by Justice Milton Todd and carried by , , a vote of five ayes and no noes , - _ Kar Dise ' s request to use the Town Hall for a dance to be held October 29 , 1977 was discussed at length . Rules have been recommended for the use of the Town Hall but not adopted . It was suggested that Mr . Dise go to the Community Council and ask _ for their sponsorship . The problem of acoustics in the Town Hall is still being worked on . General Fund Warrant # 10 in the amount of $ 4394 . 52 was approved to be paid . The motion was made by Justice Milton Todd and seconded , by Justice Floyd Dorn and carried by a vote of five ayes and no . noes . Highway Fund Warrant # 10 in the amount of $ 5816 . 84 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Paul Smith and carried by a vote, ,of five ayes and no noes .
