Special Meeting November 19, 1969 3:00 p.m.
PRESENT: Chairman Schmidt, Vice Chairman Reps, Messrs. Parkes, Putney and Korf and
Mrs. Jones and Mrs. Hamilton.
ALSO: Planning Director Kasprzak, Asst. Planner Meigs, Jr. Planner Monroe, Urban
Renewal Administrator Daley, Housing Authority Director Armstrong, Architects
M. Diflo and R. Kelly, City Engineer Schlieder, F. Baldwin, Building
Commissioner Jones and members of the press and radio.
1. Public Housing
Mr. Diflo presented four drawings for the General Occupancy housing as alternatives
to the original drawing for Project No. NY54 -1. Assistant Planner Meigs presented a
plan drawn by Planning Department staff. After reviewing the differences in the
several schemes and a brief discussion, Mr. Reps MOVED, "the Board pass the following
resolution and recommends the same action by Common Council:
WHEREAS, the Ithaca Housing Authority is in the process of developing a project com-
prising approximately 220 units of federally-aided low rent public housing and has
prepared a Development Program outlining the Plan of development for said Project,
known as Project No. NY54-1, located in the City of Ithaca, New York, hereinafter
referred to as the "Municipality"; and
WHEREAS, this Planning Board has considered said Development Program, and Plan, and
Project, the drawings of which are listed below.

NOW, THEREFORE, IT IS HEREBY RESOLVED BY THIS PLANNING BOARD IN MEETING ASSEMBLED,
THAT PURSUANT TO THE PROVISIONS OF SECTION 150 OF THE PUBLIC HOUSING LAW, THE PLAN AND
PROJECT FOR PROJECT NY54- 1 BE AND THE SAME ARE HEREBY APPROVED."
Seconded by Mr. Putney. Unanimously CARRIED.
2. Parking Structure
Mr. Daley explained that the Urban Renewal Agency' s involvement in this project is
due to the fact that the Agency owns part of the land on which the proposed structure
is to be constructed. He also indicated that State Urban Development Corporation
(SUDC) has been declared the developer for this parcel and as such would have. to
purchase the land from the Agency and the remainder from the city. Since Urban Renewal
has indicated agreement to sell the land to the SUDC provided the city did the same the
Planning Board's opinion is being sought with reference to the long range development
aspect for this area of the city. At this point Mr. Daley introduced. Scott Carlson
from SUDC who then proceeded to explain the economic and physical aspects of the project.
He explained how vital this facility is to the economic growth of the downtown area by
providing 600 parking spaces in such close proximity to the shopping. Also he felt
that this will be a stimulus for the rehabilitation of stores in the Central Business
District. Further, he explained the separation and flow of pedestrian and vehicular
traffic and some aesthetic aspects of the project. After a brief discussion the Board
unanimously approved the following resolution MOVED by Mr. Reps and Seconded by Mr. Korf;
"The Ithaca Planning Board is familiar with the New York State Urban Development
Corporation proposal for a parking ramp at the corner of E. Green and S. Tioga, and is
of the opinion that this project recommended by the UDC will enhance and will encourage
further private rehabilitation and redevelopment which is so necessary for the re-
vitalization of our downtown.
We feel the approval of this proposal will be the catalyst for realizing our goals
in the Urban Renewal project.
We therefore recommend that the Common Council take all appropriate steps to
assure support for such a project by the New York State Urban Development Corporation.."
