HomeMy WebLinkAboutMN-PDB-1969-11-12 PLANNING BOARD PROCEEDINGS City of Ithaca Special Meeting November 12, 1969 p.m. PRESENT: Chairman Schmidt, Vice Chairman Reps, Mrs. Jones, Mrs. Hamilton, and Messrs. Korf and Parkes. ALSO: Planning Director Kasprzak, Asst. Planner Meigs, Architects R. Kelly and M. Diflo, L. Cunningham, Chairman and D. Armstrong, Director of Housing Authority. The meeting has been called between the Planning Board and the Architect to the Housing Authority to discuss and possibly resolve design changes discussed at the last meeting of the Board November 5, 1969. The question of a service elevator, in the housing for elderly, has been discussed first; that is, that the hidden entry be provided at the lobby level only. After a brief discussion the architect agreed that technically this can be and will be accomplished. This will not constitute a major change. This will require giving consideration_ to a back entry for vehicles; again architects agreed that it will be accomplished. The matter of landscaping has been discussed and both architects and the Chairman of the Housing Authority agreed that the two acres, considered as a site for the elderly, will be landscaped and play apparatus provided as far as the budget will allow; also, paths to adjacent shopping center and perhaps covered area, to shield occupants from rain, etc. will be designated so that in future developments this may be accomplished. In the General Occupancy Housing the following were discussed: 1. Spacing of buildings in the central portion of the site facing on Fifth Street. The Board felt that they were definitely too close and everything should be tried to move them further apart. 2. Parking area, in the block north of Hancock Street between Third and Fourth Streets is too remote to properly serve all the occupants of this block. 3. "Project" identification by pooling the parking; perhaps this could be resolved by providing parking near individual homes; to be explored. 4. The density of units on the part of the site south of Hancock Street seem too much higher than the part to the north of Hancock Street. A move of a few units to the less dense part of the site is advisable. 5. To provide better access and serve larger population than just those in the project, the Community Building should perhaps be relocated to face Hancock Street, thus open this part of the site for more play areas. 6. The size of the Community Building perhaps be enlarged to accommodate people from the project. For economic reasons this, it has been found, is impossible. 7. Location and shielding of refuse collection p6ints has been discussed, the Board has been informed that HUD regulation requires that this be strategically placed and properly controlled, therefore it will be accomplished. 8. The question of small fenced private areas around an entry to each unit has been raised however, for cost reasons this could not be provided at this time. Perhaps in the future this will be accomplished by Ithaca Housing Authority in conjunction with the occupants of the units. At this point Mr. Parkes MOVED, "that the Planning Board gives approval of presented scheme with the understanding that problems of site raised will be further studied by the architect and resolved to his satisfaction and, if possible, to the Board' s as well. The architect will inform the Board of his final scheme and of his dealings with HUD over changes in it, if any." Seconded by Mr. Korf. The motion failed by 4 to 2 vote. Yes votes - Messrs. Parkes, Schmidt. No votes - Mrs. Hamilton, Mrs. Jones, and Messrs. Reps and Korf. Therefore, the architect was instructed to meet with the Board at a Special Meeting on November 19, 1969 at 3;00 p.m. in the Planning Offices and provide new sketches in- corporating all or as many as possible of the changes discussed above.
