Postponed Regular Meeting August 27, 1969 7:30 P.M.

MINUTTES of the Regular Meeting, July 16, 1969, were approved as published.
SPECIAL ORDER OF BUSINESS: None.
COMMUNICATIONS: None.
COMMITTEE REPORTS:
1. Codes and Ordinances Committee. The City's Common Council has requested the
Planning Board to submit recommendations regarding a petition to rezone certain land
in the City, presented to them by the Co-op Consumers Society. Mr. Schmidt reported
the findings of the Committee to the Board (see file for the official copy of the report),
which stated that the land be not rezoned; however the use be permitted under certain
conditions.
Mr. H. Hamilton, Attorney for Co-op, explained the ownership of parcels of land
by the Co-op and others; also the fact that the house on Center Street presently owned
by Co-op and occupied by four families will be retained for that purpose indefinitely.
Mr. Brill, Co-op's Manager, indicated that access from the alley to the properties
located eastward would be permitted and perhaps made easier if the use, as requested,
be allowed as the Co-op would have larger area for delivery and positioning of the
trucks. The Co-op wishes to provide additional parking rather than force customers to
park on the adjacent streets. Mr. Brill also indicated that adjacent property owners'
do not object to rezoning the area as requested by the Co-op.
Mrs. R. Polson, President of the Co-op Board, referred to the need for expansion_
of the delivery area and parking facility now because the doubling of business requires
this expansion and this will facilitate the delivery, accessibility and provide addi-,..
tional parking for the customers.
Mrs. Jones referred to the fact that the area under consideration for rezoning hop
been.already blacktopped, therefore why the request now. Mr. Brill responded that foO
economic reasons it was better to do it all at once rather than stage the blacktoppin'
of the area.
At this point Mr. Korf MOVED, "that the Committee's report, including the map, be
accepted by this Board and the same recommendation submitted to the Common Council as
requested by that body.1° Seconded by Mrs. Hamilton.
Vote: 3 yes (Korf, Hamilton, Schmidt) 1 no (Jones)
OLD BUSINESS:
1. Density Control: Progress Report. The Director reported that the proposed
density control regulations have been considered by the Common Council and have been
referred to this Board for further study.
After a brief discussion Mrs. Jones MOVED, 37that this report be sent to the
Committee for further deliberation and report." Seconded by Mrs. Hamilton, CARRIED.
2. Contract with Mr. Harvey Mantague: The Director reported that Common Council
has approved the request of this Board to enter into a contract with Kr. H. Montague
to prepare Urban Design Study for the Inlet Point and that the Mayor and City Clerk were
authorized to sign the contract for the City. The contract is presently under prepara-
tion.
3. Discussion on Land Use Study A number of questions (copy attached to official
Minutes) have been prepared by the Planning Staff for the Boards consideration, to pro-
vide guidance for the staff in the preparation of the Master Plan.
The Planning Board agreed with points 1, 6, 8, and an affirmative opinion was
expressed. On item 2 the Board of Education should be approached before final decisian
on recommendation is made. Item 3 requires more study to see if a "natural" line could
be determined which would divide conversion of houses into multiple units and single
family dwellings. On items 4 and 5 the feeling of the Board is that N. Tioga Street be
designated as collector street and increased densities in Neighborhood 6 is the accepted
trend for this area. Under question 7 the Board felt that it would be proper to con—
sider other uses but perhaps the feasibility study which is now conducted by SUDC for'.
this area be studied before final decision is reached.
NEW BUSINESS: None.
MISCELLANEOUS:
1. Review of Zoning Cases:
a) Request for a Variance at 414 W. Buffalo Street. This area is zoned R-3
and the use of the property is a nonconforming one. The request is to expand
this use and the Board feels that:
"The adjacent residential area should and must be protected from
commercial intrusion and if any already exist they should not be per-
mitted to expand further. Since in this case the use is a nonconforming
one and granting this Variance would conflict 'with the long range plans,
for this area, it is the recommendation of the Planning Board that this
request be denied."
b) Request for a Variance at S.E. corner of W. State and Corn Streets. This
area is zoned Ba2, the requested use is permitted in B-4. The Board feels that:
"The request is inconsistent with the existing ordinance and that it
defeats the long range planning for the City of Ithaca. The Board considers
the argument regarding the loss of a service station to Urban Renewal invali4.

been exceeded in the City, therefore adding another one will only aggravate
the problem and will penalize the City on additional curb cuts, loss of parking
meter spaces resulting in loss of revenue.
It is therefore recommended that this request be denied."

The North Centra. Neighborhood is presently a quiet, low density,
lower and middle income re aidential neighbarhogd. The homes in the
area, pp-rticul.arly around Washington Pstrk, are well ;sept and do not
contribute to blight.
On the other hand, th,-re is no demarkation of boundry to the p;`rz.
High rise buildings would better define the open space. Uso, parti-
cularly the aouthern end of the neighborhood is close to the centrral
business district and an ideal Location for high rise apartments:
close to the businesses and offices, good bus service, and close
to the downtown centers of recreation.
