Ithaca Planning Board April 23, 1969 4:00 p.m.
PRESENT: Chairman Schmidt, J. Parkes, Mrs. A. Jones, Mrs. M. Hamiltons

Mrs. H. D. Albright, Mrs. Knight, Mrs. E. F. Hall and Mrs. Nora Waldon.
HEARING was called to order at 4:00 p.m.
Chairman Schmidt asked if there was anyone present who wished to be heard. Mrs.
Hamilton asked for clarification of wort1ing of a phrase in the resolution and Mr. Barney
explained that it is a legally technical term regarding the aged rather than elderly.
T. Niederkorn presented to the Board members a brochure prepared by his office
to explain, and in support of, the project. He also explained that tax abatement of the
property is mandatory and said that the Ladies' Benevolent Society is working on an
agreement with the Finance Committee of the Council so that there will not be any loss
of tax revenue to the city.

THE PLANNING BOARD CONVENED at 4:16 p.m.
Mr. Parkes MOVED, "that the Planning Board adopt the following resolution:
A RESOLUTION APPROVING A HOUSING PROJECT FOR THE
AGED OF LOW INCOME AT 215-223 SOUTH GENEVA STREET
We, the duly appointed members of the City Planning Board of and for the City
of Ithaca, acting in accordance with Article II, Section 26, of the Private Housing
Finance Law, and Chapter 18 of the Code of Ordinances of the City of Ithaca enacted
effective January 1, 1964, do this 23rd day of April, 1969, adopt the following
resolution:
WHEREAS, McGRAW HOUSING, INC. , a New York membership corporation, on behalf of
itself as sponsor and on behalf of a corporation or corporations to be formed, has
requested the requisite approval of, and there has been submitted to this Board for
approval, a project to provide housing and auxiliary facilities for aged persons of
low income pursuant to Article II as amended, of the New York Private Housing Finance
Law,. to be developed on property located at 215-223 South Geneva Street, City of
Ithaca, said property being described on a survey prepared by Thomas G. Miller,
Engineer and Land Surveyor, dated December 16, 1966, and filed in the Tompkins County
Clerk's Office December 30, 1966, and being more particularly described as follows: `;
"All that tract or parcel of land, situate in the City of Ithaca, County of
Tompkins and State of New York, bounded and described as follows:
"Beginning at a point in the east line of South Geneva Street, located 230 feet,
south along said east line from its intersection with the south line of West
Green Street; thence east 200.1 feet to an old pipe set in the southerly line
of an old private lane; thence south 197.3 feet to an old pipe, passing through
old pipes at approximately 100 feet, 158 feet, and 176 feet; thence west 198.7
feet to an old pin in the east line of South Geneva Street, passing through
old pipes at approximately 8 feet and 133 feet; thence northerly along the east
line of South Geneva Street, a total distance of 197.7 feet to the point or place
of beginning, passing through old pipes at approximately 41 feet and 99 feet;
TOGETHER WITH the right to use in common with others the old 12-foot wide private
lane shown on said map."; and
WHEREAS, there is further requested the requisite agreement that the City of
Ithaca has enacted or will enact regulations or appropriate restrictions adequately
protecting the project against future uses likely to depreciate unduly the value of
such project; and
WHEREAS, Article II, as amended, of the Private Housing Finance Law states, in
part, that there exists in municipalities in the State of New York a . . . "seriousIy
inadequate supply of safe and sanitary dwelling or non-housekeeping accommodations
for families and persons of low income, including aged care accommodations for aged
persons of low income"; and
WHEREAS, this need for housing for the elderly of low income is recognized by
the City Planning Board; and
WHEREAS, a public hearing upon the matter of the approval of said project was
held upon due notice before the City Planning Board on April 23, 1969 in the
Planning Board Offices, City Hall, Ithaca, New York, at which hearing the project
was presented and explained in detail, and all those desiring to be heard were hear4,
and
WHEREAS, there was no appearance in opposition to these requests; and
WHEREAS, the project proposed includes the construction and operation of a two-
winged building, one wing of four stories and one wing of six stories, containing
approximately 99 units, to provide a supply of safe and sanitary housing for aged
persons of low income; and
WHEREAS, the project will be constructed and operated by a non-profit company
incorporated pursuant to the provisions of the Membership Corporations Law and
Article II of the Private Housing Finance Law; and
WHEREAS, a housing project of this nature is considered as necessary for the
City of Ithaca; and
WHEREAS, the subject property is reasonably located and of adequate size to
permit the proposed project; and
WHEREAS, the development of the project on the subject property will be an asset
to the area and to the City of Ithaca; and
WHEREAS, the project can be implemented without being detrimental to existing or
anticipated future land uses in the general area; and

WHEREAS, the project is in substantial agreement with the general plan of the ;
City of Ithaca; and
WHEREAS, the City of Ithaca has enacted and will enact zoning regulations or
appropriate restrictions in the planning of this area to adequately protect the
project against future uses that could depreciate unduly the value of the project;
NOW, THEREFORE, BE IT RESOLVED that we, the duly appointed members of the City
Planning Board of and for the City of Ithaca, do hereby report to the Common Council
of the City of Ithaca and do hereby certify our unqualified approval of the project`
proposed by McGraw Housing, Inc. as sponsor to be constructed and operated by a non-
profit corporation to be formed pursuant to the Membership Corporations Law and
Article II of the Private Housing Finance Law to provide housing and auxiliary
facilities for aged persons of low income on the property situated at 215-223 South
Geneva Street; and
BE IT FURTHER RESOLVED that this approval by the City Planning Board is reflec° ed
in the signature of the Chairman of the City Planning Board affixed below; and 4
BE IT FURTHER RESOLVED that we do hereby recommend to the Common Council of the
City of Ithaca that the said project be approved by the Common Council.B1
