HomeMy WebLinkAboutMN-PDB-1968-09-26 PLANNING BOARD PROCEEDINGS City of Ithaca Special Meeting September 26, 1968 3:30 p.m. The Special Meeting has been called to review an appeal of Mr. A. Ceracche regarding an Exception to the side-yard requirement under the Zoning Ordinance; also to discuss the report prepared by Zoning Ordinance Review Committee. PRESENT: Chairman Schmidt, Vice Chairman Reps, Mrs. Hamilton, and Messrs. Parks and Putney. ALSO: Planning Director Kasprzak, Zoning Officer Van Marter, City Engineer Schlieder and representatives of the radio and press. ABSENT: Mrs. Jones and Mr. Korf. MEETING called to order at 3:10 p.m. The Board reviewed a case presented by Mr. Van Marter in which Anthony Ceracche' requested a side-yard Exception at 526-530 W. State Street where he proposes to build a new structure. The Board was asked for a recommendation, bearing in mind long- range planning objectives. The Planning Board decided that, inasmuch as long-range planning does not require sideyards in B-2 classification, though the existing Zoning Ordinance does, they have no objection to granting the Exception. DISCUSSION: Mrs. Hamilton was asked to discuss her assignment (items 3 and 13) from the Zoning Ordinance Review Committee's Report. Item 3.--The Qualitof Residential Develo ent in R-2 and R-3 Districts. A brief discussion was heldregarding what controls the Board might have over the A.D.D. development of lots of 25,000 sq. ft. , or more. According to Zoning Officer Van Marter, there are few sites in Ithaca which could be involved. - The Board has asked Common Council to permit modification of subdivision re- quirements to encourage imaginative land development in the R-1 classification without increasing present densities. Councilman Feldt has requested additional information concerning the handling of open space property in such development. No decision has been reached regarding who, the city or the developer, should have an option to develop parcels of land of 25,000 sq, ft. or--larger under the ADD regulation presently existing. It ,has been considered that the city hold such option; however, the city must provide guidelines and rules .to the developer to follow re- garding such items as design, application procedure, etc. if they are to exercise their option. This matter has to be discussed further. Item 13.--Parking in Commercial District. The Committee's report suggested that parking requirements in B-3 classification be abandoned. The Board agreed that preser} regulations are rather difficult to adhere to; however, the concensus was that some dh ternative should be offered to Council rather than ,just abandon the present require- meats. Some alternatives were discussed; these are as follows: 1. . charge the n ner,of the facility 2. spread the cost over total city assessment 3. "benefit assessment" to the merchants in the downtown area (similar to City of Cortland plan) 4. charge merchants on the "tickets stamped" basis The present regulations should be -observed until the city adopts a policy re- garding the new parking regulations for the future. The Chairman suggested that Director Kasprzak familiarize himself with Cortland's practice on downtown parking, also on parking structures in neaby communities (Syracuse, Binghamton) and report to the Board his findings.
