PRESENT: Chairman Schmidt, Vice Chairman Reps, Mrs. Jones, Mrs. Hamilton, and Messrs. Putney, Korf and Parkes. ALSO: Director Kasprzak, Ithaca Housing Authority Director Armstrong, City Engineer Schlieder, Assistant Planner Francese, A.I.S.E.C. Exchange trainee Dietmar Kueppers, Elester. Cunningham, Clair Garrettand Jerry Casbolt, W,T.K.O. representatives, D. Stewart, W.H.C.U. representative, and Sue Strandberg, Ithaca Journal representative. MEETING called to order at 7:30 p.m. MINUTES of the last regular meeting, on July 17, 1968, were approved as corrected: page 2, item 3. Report from Zoning Review Committee -- line 8 reads, "this would hope- fully stimulate redevelopment of the downtown area" instead of "eliminate." SPECIAL ORDER OF BUSINESS: None. COMMUNICATIONS 1. Director Kasprzak read a statement from City Engineer Schlieder declaring that "Spencer Road is not presently of sufficient pavement width to permit anything more than local residential travel and that the present right-of-way width is insuf- ficient for any forthcoming widening suggestions, limiting development of this road to local traffic only. Also the road is dangerous because there is no curb or side- walks. Any serious traffic problem should be brought to the attention of the Board of Public Works, Superintendent Dingman, or the City Engineer." 2. Director Kasprzak read a letter from C, B. Friday, N.Y. State Department of Transportation, in reply to his request for information regarding an application for assistance under the Transportation Capital Facilities Development Act. Mr. Friday suggested a meeting of Director Kasprzak with a member of the staff of the Department of Transportation and promised to contact him soon to arrange such a meeting. 3. Director Kasprzak read a letter from Ithaca Housing Authority Director Armstrong requesting approval, by the Planning Board, of site, plan and project of a Turnkey proposal made by Charles Wilson, on a site located on Hector Street. This project would consist of nine (9) three-bedroom units and seven (7) two-bedroom units. The Planning Board, due to site limitations did not wish to approve the project unless the Housing Authority changed its proposal to read eleven (11) units instead of sixteen (16). To conform to the ADD parking regulation of two spaces per unit, twenty-two spaces has to be provided. Authority's Director indicated that required number of parking spaces are already in existence. The Director also indicated willingness to withdraw the request for the five additional units and requested approval for eleven (11) units on this site. Mr. Reps MOVED, RESOLUTION OF THE PLANNING BOARD "WHEREAS, the Ithaca Housing Authority has advertised and received proposals for approximately forty (40) units of public housing to be produced by "Turnkey" method of construction, and WHEREAS, the Ithaca Housing Authority upon receiving tentative approval from the Housing Assistance Administration did by formal resolution approve a proposal from builder, Charles Wilson of Ithaca, New York, for the immediate purchase of four (4) completed, three (3) bedroom units, and the construction of seven (7) additional two (2) bedroom units on a site known as Hector Street Site, and WHEREAS, the City Planning Board has received the said proposal, BE IT THEREFORE RESOL'VED, that the project and the site plan be and is hereby approved."' Seconded by Mr. Korf. The motion was passed by five affirmative votes (Mrs. Jones and Mr. Parkes abstained from voting). 4. Director Kasprzak read a letter from Howard Crandall of Hector Street appealing to the Planning Board to reconsider his former request for the rezoning of his land to R-2, and asking for a change of mind on density control zoning. Mr. Pu. ney MOVED, "that the matter be referred to Codes and Ordinances Committee." Seconded by Mrs. Hamilton. CARRIED. 5. Director Kasprzak read a letter from Larry Caldwell informing the Board that Ithaca Housing Authority had approved his proposal for developing seventeen (17) units of housing under the Turnkey program on a site bounded by Morris Avenue, Third Street and Hancock Street, and that he plans to request an exception at the next Board of Zoning Appeals hearing on September 5 to permit the site to be used for seventeen units instead of permitted fourteen (14). The percentage of lot coverage will be less than 36. 5 in a 35 percent-permitted coverage. He asked that the Planning Board approve this proposed housing development adjacent and contiguous to the site of the low income housing development as proposed by the Ithaca Housing Authority. Mr. Reps MOVED, "that the Board approve and encourage the additional houses on that site within the limitations of the Zoning Ordinance." Seconded by Mr. Putney. CARRIED. It was further unanimously resolved that the Planning Board offer its help to the developer in working out the details of the site and development plan for approval. COMMITTEE REPORTS: A report from the General Plan and Capital Improvements Committee showing the Capital Improvements proposals was presented to the Board. After a brief discussion and the addition of one item, reactivation of the previous suggestion that the city purchase the CYO land, Mr. Reps MOVED, "to approve the Committee's Report." Seconded by Mr. Korf. CARRIED. OLD BUSINESS: Zoning Ordinance Review Committee has submitted a 14 point report to the Planning Board. To expedite matters it has been decided that each Board member be assigned two points out of the report, for study and report at the next regular meeting of the Board. The assignment has been made by drawing lots which resulted as follows: Putney - 2,7, Hamilton - 13,3, Parkes - 4,6, Jones - 1,8, Korf - 5,12, Reps - 10,11, and Schmidt - 9,14. 2 MISCELLANEOUS: 1. In view of the encountered problem regarding the submission of reports to the Board of Zoning Appeals; Director Kasprzak requested the Board to consider an official resolution authorizing him to continue to make these reports and recommendations to the Board of Zoning Appeals. There is no record indicating that such authority has been given to the director even though in the past he exercised this privilege.. Mr. Reps MOVED, "that Planning Director Kasprzak be authorized to handle routine items and decide which items to bring to the Planning Board for their review and recommendation." Seconded by Mrs. Jones. CARRIED. It was decided to consult City Attorney Barrett for proper wording of the reso- lution to be recommended at next meeting; meanwhile Director Kasprzak was authorized by unanimous vote of the Board to continue handling the reports and recommendations for the Board for the coming month. 2. Mr. Parkes suggested that a member of the Ithaca Housing Authority be invited to the next meeting of the Board to explain the details of Turnkey Housing.. Mr. Schmidt said he would discuss the matter with Mayor Kiely. NEW BUSINESS: Mr. Schmidt reported that residents of East State Street area are concerned about the heavy truck traffic along this road. He also stated that the residents of the area have written to several of the trucking firms complaining about the noise, speed, and vibrations caused by the trucks along this road, thus disturbing the residents.. In answer one of the firms has instructed their drivers to discontinue the use of this route and has also authorized arrests if these are legally possible, Further, they requested notification if the drivers persist in using E. State St. Mr. Schmidt intends to take the matter up with the Mayor who hopefully will take some action on behalf of the city to discourage the truck drivers from using this route.
