City of Ithaca, N.Y.
Regular Meeting July 19, 1967 7:30 p.m.
PRESENT: Chairman Stallman, Messrs. Alo, Carpenter, Feldt, Parkes.
ALSO: Planning Director Kasprzak, R. Daley, Urban Renewal; H. Schlieder,
City Engineer; S. Mitchell, Planning staff; A. Osborne, Citizen's
Advisory Committee; and members of the press and radio.
MEETING called to order at 7:30 p.m.
MINUTES of the last regular meeting, June 21, 1967, were accepted as published.
COMMUNICATIONS:
A. Memo from Magor Johns - Mr. Kasprzak read a memo received from Mayor Johns indi-
cating his desire that Downtown II project be completed as soon as possible. Mr.
Kasprzak informed the Board that he had met the previous Monday, July 17, with Mayor
Johns, Urban Renewal Director Daly, Ithaca Housing Authority Administrator Blanchard
and consultant T. Niederkorn for further discussion of the communication from HUD
pertaining to the priority criteria used in considering new projects and its effect
on our plans. Mr. Daly reported an informal conversation with the Area Coordinator
at the Urban Renewal Regional Office level concerning the suitability of our projects,
Collegetown and Downtown II, for application for funds. He was advised that there is
no assistance available for the two above projects to us at this time; however we will
be permitted to submit one of the above applications and other applications involving
100% residence only, these applications to be considered on priority criteria set by
HUD.
Chairman Stallman reminded the Board of the directive from Common Council that
applications for both Collegetown and Downtown II be submitted to them for their
consideration. Mr. Kasprzak reported that the Collegetown proposal is ready for
presentation but 6 to 8 weeks will be required for the consultants to complete the
Downtown II proposal. This will be slightly delayed because the consultants are
currently engaged in other work.
Mr. Feldt MOVED " that the Planning Director be directed to negotiate with the
consultants, Egner and Niederkorn, Associates, Inc. to complete preparation of
Downtown II proposal for presentation to the Common Council." Seconded by Mr. Alo.
CARRIED.
Chairman Stallman asked for a report on the examination of old Planning Board
files on Urban Renewal applications prepared in late 50's, to determine if there are
other areas in the city which may be designated for Urban Renewal. Mr. Kasprzak
reported that he had examined the records but found nothing that could be considered
for an Urban Renewal project in the city.
OLD BUSINESS:
A. Inlet Park Development Master Plan - Mr. Kasprzak, assisted by Mr. Feldt, ex-
plained the Master Plan drawings for the Inlet Park Development as prepared for the
Inlet Park Committee by Egner and Niederkorn Associates, Inc. The Inlet Park Committee
approved some aspects of the plan prior to submission of B.O.R. application. Related
to the B.O.R. application a visit of State and Federal officials is scheduled for
July 26, 1967. Mr. Parkes MOVED "that the Board approve the Master Plan of Inlet
Park Development as presented." Seconded by Mr. Carpenter. Unanimously CARRIED.
B. Wood Street Park - Mr. Kasprzak reported on his visit to the State Office relative
to purchase of the park property and requested permission to make another trip to
New York City for the purpose of conferring with the federal representative. Mr. Feldt
MOVED "that permission be granted to Mr. Kasprzak to make another trip to New York City
for consultation with the federal representative regarding the Wood Street Park
property." Seconded by Mr. Alo. CARRIED.
C. Community Renewal Program - Planning Director Kasprzak suggested that the Board
consider participation in the CRP. The benefits which might be derived by City's
participation in this program are many, the main one being an inventory of the City's
physical condition. Also to quote from the literature on the program, CRP "is not
only an intensive study of community needs but also a specific program for action to
meet these needs." To execute this program federal participation, up to two-thirds
of the cost, is available with the remainder of the funds being provided by the
local resources. The time spent on CRP by the community's planning staff can be con-
sidered in lieu of the local share of the costs. Mr. Feldt MOVED "that City of Ithaca
participate in the CRP." Seconded by Mr. Carpenter. CARRIER.
MISCELLANEOUS:
Mr. Kasprzak informed the Board that he might be out-of-city on his vacation for
a week in the next month or so.
