Carpenter and Parkes. ALSO: Planning Director Kasprzak, Mrs. Blanchard, Ithaca Housing Authority; S. Mitchell, Planning Staff; Mrs. Barclay Jones, South Hill Civic Association; Mrs. M. Baldwin, M. Long, Mr. and Mrs. E. Pirko and members of the press and radio. MEETING called to order at 7:50 p.m. MINUTES of the last regular meeting, May 24, 1967, and special meeting, June 5, 1967, were accepted as published. COMMUNICATIONS: A. Common Council - Parking for Downtown'- a memo from City Clerk Blean, calling attention to the request by the Common Council that the Planning Board review parking requirements in the business district, was read by Mr. Kasprzak and then referred to the Codes and Ordinances Committee for their attention. COMMITTEE REPORTS: A. Housing and Redevelopment - Change in Urban Renewal Policy - Mr. Parkes reported that the committee had met with Urban Renewal Director Daley to discuss the recent communication, LPA letter #418, from the Department of Housing and Urban Development pertaining to the reorientation of the priority criteria used by HUD in considering new Urbafi Renewal projects. Also, approximately a two-month delay is anticipated pending determination of standards on said priority criteria. Mr. Daley recommended waiting until further developments before making decision on further Urban Renewal projects in the city. As a result, work on the Collegetown and Downtown II projects will be delayed. Also, preparation of a contract concerning agreement with Egner and Niederkorn Associates, Inc. for consulting services on these projects will be postponed until further information is obtained from HUD. Mrs. Blanchard of the Ithaca Housing Authority, read excerpts from a letter from the National Association of Redevelopment and Housing Organization to the effect that limited funds are available at the Federal level for future Urban Renewal projects while applications are back-logged far in excess of that sum. Therefore, a revision of the whole program is necessary by the Federal Government at this time. Chairman Stallman suggested examination of all old Planning Board files on Urban Renewal applications prepared in late 50's, so that if need arises, other areas, in the city, maybe designated for Urban Renewal. B. Codes and Ordinances - ADD at 401 Columbia Street - The ADD request of 6/9/67 was withdrawn by Thomas Parker in favor c.-' building the same under the present R-2 zoning regulations. Mrs. Baldwin, a resident of the South Hill neighborhood, objected to the amount of development which is being concentrated in the 400 block of Columbia Street. Mrs. Pirko, also a resident, inquired whether Mr. Parker had complied with rules in his building project on James Street and was informed that since the structure is already standing it is assumed that all requirements were met. Mr. Parkes reported that he had investigated the existing projects and that the landscaping had not been done as wras shown on the map. However, he said the existing planting is in its infancy and with time may produce a very pleasing result. C. Classification to Section 13 of Zoning Ordinance - Regarding the wording of Section 13 of Zoning Ordinance which was referred to City Attorney Freemen for clarification and comment, Mrs. Nordheimer informed the Board that the City Attorney and the Building Department have recommenu.ed that the word "tenant" be retained in the wording of the Ordinance for protection of the city and for enforcement purposes. OLD BUSINESS: A. Inlet Valley Rezoning - Planning Director informed the Board that the proposed rezoning of the Inlet Valley has been presented to the Common Council and at the same time exposed to the public. A limited response from the public has been registered; however, it is hoped that with further publicity more discussion will develop supplying information which will produce a final version for the rezoning of the area. MIS CELT_AT7::OUS: A. Location of ROW for "Southwest Road" - Mr. Kasprzak informed the Board that inquiries have been rude as topossiblelocation of the "Southwest Road." Further, he disclosed that he has been in touch with N.Y. State Electric and Gas Corp. exploring the possibility of using their ROW for the said road. Also, Mr. Kasprzak said, he is discussing the matter with Mr. Dingman so that Department of Public Works is informed of any problems involved in locating this roadway. The Board Members suggested that this matter be explored further. B. Director's Trip to N.Y. City - Planning Director requested approval of a trip to N.Y. City for the purpose of meeting with the State authorities on the Wood Street Park application for funds, also to attend an afternoon session of NAHRO conference. Mrs. Nordhn-imer MOVED: "that Planning Director be authorized to attend the above meetings on June 29, 1967 in New York City." Seconded by Mr. J. Parkes. CARRIED. C. Bill for preparation of Master Plan for the Inlet Park —Planning Director Kasprzak presented a bill in the amount of $2,182.87 for the period of approxi- mately two months, beginning April 1, 1967 through May 25, 1967, from the firm of Egner & Niederkorn Associates, Inc. for the preparation of the Master Plan. He -2- also explained that the said bill has to be approved by the Planning and Coordinating ComTaittee appointed by the Common Council. Mr. Carpenter MOVED: "that the above bill be approved as presented and forwarded to the Inlet Park Committee for its approval and then City's payment." Seconded by Mr. J. Parkes. CARRIED.
