PLANNING BOARD PROCEEDINGS
City of Ithaca, N.Y.
Regular Meeting February 27, 1967 7:30 p.m.
PRESENT: Chairman Stallman, Mrs. Nordheimer, Messrs. Parkes, Schmidt, Feldt, Carpenter.
ALSO: Messrs. R. Daley, Urban Renewal Administrator, C. M. Van Marter, Building
Cimmi.ssioner, R. E. Allen, Developer, Mrs. A. Jones, South Hill Civic. Assn.,
Members of the Press. Messrs.J. Langdon and Shiffman and Planning Director,
Gregory Kasprzak.
PUBLIC HEARING: Chairman Stallman opened a Public Hearing on the Westwood Knoll Sub-
division on West Hill, as required by law. A short discussion developed resulting in
the approval of parcel No. 17 as requested by the developer; the following conditions
were attached; 11that the purchaser Mr. M. J. Hannan is thoroughly informed that he
cannot construct any structures on the said parcel or resell the same until the utili-
ties and road are installed. Also, the developer is to state in the future the extent
of the proposed installation of the utilities and roadway. The cul-de-sac principle
should be considered when contemplating extension of the Westwood Knoll, beyond 500
feet from the point of entry at N. Taylor Place." There were no persons to be heard on
this subdivision and the hearing was closed.
MEETING called .to order at 7:35 p.m.
ITINUTES of the last regular meeting, January 23, 1967, were duly approved.
COMfiUNICATIONS:
1. Memorandum from Housing Authority - the Planning Director read a memorandum from
Ithaca Housing Authority informing the Board that the Authority will not purchase the
R E Allen development under the "Turnkey" program, due to excessive per unit cost.
COMMITTEE REPORTS:
1. Codes and Ordinances - R. E. Allen Development - Mrs. Nordheimer explained the
proposaI as submitted By The developer see p ans . Then Chairman Stallman called on
the developer to shed some light on the (his) financial situation as related to the
project. The developer explained that he was negotiating with out of town financing,
however, he couldnot at this time say anything more definite on this matter. At this
time, Mr. Schmidt suggested that the project be tabled until more definite
plans, as related to the project are presented. Mr. Schmidt 14OVED: +tthat this
project be tabled indefinitely or until the plans are changed and new more definite
proposal is presented to the Board.'? Seconded by Mrs. Nordheimer. CARRIED.
2. Housing & Redevelopment - S. Cayuga St. Bridge The Planning Director explained
the oral request from Superintendent of Public Works, related to design. of S. Cayuga
St. bridge. The committee reviewed the situation around the bridge area, modified the
flow of traffic to account for the future developmentsin the downtown,as well as the
southwest, area of the city. Mr. Parh::sMOVED: '?that the Commi.tteets recommendations
in their report of Feb. 23, 1967, be ratified by the Planning Board and forwarded to
the Superintendent of Public 1Norks.11 Seconded by Mr. Carpenter. CARRIED.
3. Report from Building Commissioner - Building Commissioner reported that to make
his actmdnistrative situation easier some review and changes in codes and ordinances
may be recommended, He also stated that the listings prepared by him are for informa-
tion also consideration and possibl future action by the Planning Board. It has been
resolved therefore that the Building Commissioner, together with the City Planner pre-
pare a researched listing on the subject to aid the Planning Board in its decision.
OLD BUSINESS:
1. Request for Subdivision - Mr. J. S. Knapp requested approval of one (1) parcel in
the Westwood Knoll Subdivision on West Hill. Mrs. Nordheimer HTED: '$that the sale of,;
the parcel be approved as per plan presented with the conditions as stated in the Public
Hearing and Committee Report dated January 20, 1967.11 Seconded by Mr. Carpenter.CARRIgb
2, Report on the Lake Shore Park - Mr. Schmidt reported on 'the status of the Lake
Shore Inas ar Buz relevanto-t5e negotiations between the city of Ithaca and the State
of New York, as related to the demarkation line of the lands that are to be deeded to
the state and those leased to the Festival organization by the city.
Following this report the City Planner stated that during the summer of 1967 he
proposed to conduct an "Impacet5tudy" on the Lake Shore developments'on the city and
surrouiding area. Mr. Parkes was delegated to assist and report to the Board on the
progress of such a study.
NMrT BUSINESS:
1. Report on Social Planning Council by Mr. Feldt - Mr. Feldt spoke very highly of
the p_LEriz-program for social and extra murel activities of the Social Council. He
then extoled the aims of this organization and urged that the Planning Board partici
pate in any xray they can to make this function a success in Ithaca area. It has been
suggested that Mr. Feldt obtain information on similar activities in other communities
where such programs are functioning already.
MISCELLANEOUS:
1. New Secretary - The Planning Director reported that he is prepared to hire a secre-
tary provided the Common Council, on March 1, 1967, approves the position and salary
requested by the Planning Board.
2. Regional Planning Board - The Planning Director informed the City Planning Board
that *_'-5Creater Ithaca Regional Planning Board has made its decision on hiring a
director. The offer has been made to an applicant and as soon as he accepts his name
will be made knovmn.
S. A.S.P.O. Conference - The Planning Director in formed the Board that the announce-
mentof tre annual A.S.P.O. Conference at Huston Texas on April 1 - 6, 1967, has been
made and that if anybody is interested in going he mill make the necessary arrangements,
IU1r. Feldt MOVED: "that City Planner be authorized to attend the above conference".
Seconded by Mr. Parkes. CARRI>D.
Mr. Feldt also added that an O.C.P. (Organization of Cornell Planners) is holding
a conference locally on Planning Residential Environment and urged the Board Members
to attend. This conference is held on March 10 ll, 1967.
