MEETING called to order at 7:35 p.m. MINUTES of the last regular meeting, September 26, 1966, were duly approved. CC16MLNIICATIONS: 1. South I-i_11 Problems - Mr. Kasprzak read a letter from South Hill Civic Assn. requesting recommendations on problems facing South Hill residents, i.e. : traffic, shopping, Columbia St. bridge, etc, The discussion that developed centered mainly arour_d the traffic problem on S. Aurora St. and removal of Columbia St. bridge, The Board; th o-:i gravely concerned,could do very little at this time. Therefore Mr. Stallm,an s"._;gested that the attempt be made to have another study performed by a professional engineer on the Columbia St. bridge and determination made as to the decision on this matter. Meanwhile, Mr. Stallman MOVED, "that the letter be diroe-e- ted to the General Plan and Development Committee for their consideration, also consultaticrs with the Department of Public 77orks and possibly this committee can reach sane conclusions and recommendations", S ;onded by Mr. Feldt. CARRIED. 2 Zoning; Ordinance Revision - Planning Director read a letter from Local Affairs Committee c- the Ithaca Chamber of Commerce requesting a revision of the Zoning Ordi- nance. A _-'.-.ort discussion ensued, in general agreeing that such revision is neces- sary. On -;;':is basis a letter was sent to the Codes and Ordinances Committee for study and recommendation. 3. ',Tlood St. and Belle Sherman Parks - A letter from the Youth Bureau was read ex- pressing support and need for the City to purchase these properties. from the the Board of Education for recreational facilities. General agreement V&th the Youth Bureau's letter was voiced by the members of the Board, then it was decided that the ltitter be sent to the Community Facilities al__d. Services Committee for further study and recommendation. 4. Warren Place Extension - Planning Director read a memorandum from the City Attorney rcarding acquisition of the deeds for the right&-of-gray through the pro- perties of IV:essrs. MacDaniels, Clynes, Scanlon and Hartmen. The Board unanimously supported t'_ze action and urged speedy completion of the trancaction. CO'1'.iITTEE REPORTS: 1. Community Facilities - ':iood St. Park - Lir. Alo reported the findings of his eea- mittee, report attached herewith). It has been suggested that this rep :rt be sent to the City's Common Council for their consideration. I!ir. Feldt desired that t'�is comment be put on record; "that no matter ,what, the city should provide a park -_n this neighborhood and the city should not sell the ?'food Street property or aiy other use. He continued"that the Planning Board should make its decision after, all t' e factors have been taken under consideration, so that we do not loose the possib. itty of having a park in the neighborhood% Since the next item on the Agent , conte--ned the same bloc'. as that discussed in this item, Ivr. Housing & Redevelopment Committee - Housing Authority Site & Develop::ent Pr, gram Approval - Fr. Feldt presented the report of the Housing & Redevelop:•.ent Co:_:nit- tee regarding the revised 3 to selecticn, Titus Flats and Hancock St., a:.d Dever op- ment Program of the Ithaca Housing Authority. The discussion that follc ed cen' ered about the availability and possibile selection of the proposed sites for the el, erly as well as for the low income housing. Since one of the proposed sites, in Tit,-.s Flats area involved the block in ivnich '"food St. Park is is located, Mr. Feldt MOVED: "that the previous item in the Agenda be brought under considera':ion at this time". Seconded by iir. Carpenter. CARRIED. The discussion that folle-.:ed con^erred the need for the park in this neighborhood. If the Planning Board aporo.,es Cayt'.ga Motors' proposal, then it would be necessary to find another location for the park. This action may be financially prohibitive. It was suggested that a par': be found in the center of some block east of the present Co-op shopping center. ':=his also, appeared unfeasable. At this point Iir. Feldt made a motion affecting bo"-.h proposals, Cayuga 1iotors' and that of Ithaca Housing Authority's, he MOVED: "that tae Planning Board approves the City of Ithaca Housing Authority's proposal for their site selec- ti�n (map attached) and De relopment Program, also that the Planning Boar- recom-:_ends that the Corrmon Council give consideration to the Cayuga Yotos' proposal for the use of the good St. Park which is presently owned by the Board of Education. The Plan- ning Board feels that a park of this or larger size is needed in this ne-� ghborh^od and the Planning Board is at present following Common Council's direetio-.s in attemp- ting to secure purchase of this lot. Although the Planning Board has no object; Dns to the location of Cayuga Alotors on this specific site it is continuing '.o negotiate the purchase of this site for the park use unless other directions are g*.ven by -;he Common Council." Seconded by 11rs. Nordheimer. CARRIED. 3. Codes & Ordinances Committee - a. Hudson Heights Apts. - i4rs. NorC.heimer pre- sented the Committee's report on the application by Mr. 'a. E. Dennis for an add`-tion- al 38 apartments at Hudson Heights under an A.D.D. requirement of the Zu..ing Ord- nance. Since the developer met all the requirements of the ordinance alto the cite layout, views towards the lake, .,here acceptable to the Committee, I2rs. Nordheimer, i.IOVTD: "that the Planning Board recommend to the Board of Zoning Appeals that the plans be approved, provided the stipulations, in the Committee Report, dated Oct, 283 1966 and the correspondence to the developer dated November 15, 1966; are met." Seconded by Ir. Feldt. CARRIED. b. Zoning Change - Urban Renewal 3equest - In conjunction with an Urban Renewa Agency's request for a zoE c assi ication change, :r. Niederkorn the Ci;y's Ple.-a- ning Consultant, described the proposed changes needed for block 204 of 7rban Rcaewal Area Stage I. The black (204) bounded by E. Green, S. Cayuga, S. Tioga ts. ant'. 10.31.66 - 2 - Six ''iile Creek it is requested that it be rezoned from B-4 classification to B-3 classification. Further, heir. Niederkorn explained a recommendation by t',.e Planning Office for an amendment to the off-stroct loading reouirements of the Zo-zing Ordi-- nance. Thi' s presenIuly reads in the Zoning Ordinance, Section 7 District, Regulations Chart as follows: ".1etail Store: minimum of one space per 3000 sq. ft. of floor area", and it is suggested that it be i•rorded as follows: - "Retail Store; one space to be made available for each store having from 3000 to 10,000 sq. ft. of floor space, plus one (1) additional space for each additional 15,000 sq. ft. or major fraction thereof, of floor space in single occupancy over and above 10,0')0 sq. ft. In no case shall more than four (4) spaces be required for any store of single occupancy." A short discussion follo-�-ed during which confidence was ex-)ressed i1% the recommendations by the Consultant and ins. Nordheimer MOVED: "that the zone change and the off-street loading amend-hent to the Zoning Ordinance be recommended for approval by the Common Council". Seconded by ;r. Feldt CARRIED 4-1 _ Stallman voting No. At this tir~:e L+ir. Kasprzak informed the Planning Board of the proposer_' changes, that are being brought before the Common Council, to the Section 6-65 o:' the Code of 7rdinances, Subdivision A & B and -.ffecting the authority for the approval of t'h: design for marquee or illuminating sign or advertising device. Prior to this proposed change Council's approval was needed;as of now the Enforcing Officer will have the nece.--sary authority to make decisions affecting this matter. Followiftg this Mr. Stallm.an offered some suggestions affecting Zoning changes in the B-2 and B-3 Zones. This he, then, recommended be forwarded to the Codes and Ordinanoeg Committee for further study. OLD BUS IIJESS: 1. Lake Shore Development - Ir. Niederkorn informed the Planning Board on the present status of the Lake Shore Park Development. Since, he Jaid, the State Authorities decided to participate in the development of this area the City's firtan- cial task wi 11. be made easier. Further, he :suggested that all the stages of the devE-lopment should commence starting with Stage I in January 1967 and all stages to be completed by November 1969. All this construction hinges on the speed with whish the City will approach the three-way negotiations on the legal and administrative mat+ars between the State, City and Festival participants. Mr. Niederkorn also urged the participation of the Planninp,, Board in this negotiation maybe one of the Committee members representing the City. Mrs. Nordheimer PiOVED: "that a letter from Plannin7 Board be sent to all parties concerned expressing support and cooperation, also agreement on the Staters participation on all aspects of the plan for the Lake Shore :1;i)ark Development<<. Seconded by Ili.. Feldt. CARRI1 . Nr. Feldt then 1�OVED: "that Planning Board offer its services to the Cityls negotiat- ing committee as a participating member on the discussions between the S.-ate and the Festival." Seconded by h.2rs. Nordheimer. CARRIED. 2. Stewart Park balk - Planning Director informed the members of the Board that a meeting was scheauleH for November 3, 1966 between the City Officials, Citizens and interested organizations on the matter of safe pedestrian walk between the Stewart Parc proper and the Fall Creek neighborhood, across the Route 13 and railroad lines. CARRIED. £. Additional Help - a. Planning Director presented Mir. R. Rubin for an inte- view as a possible candidate for the position of Assistant Planner. Me-bers of .Ghe Board asked questions of the candidate and later unanimously authorize- the D�-, for to hire 11,1r. Rubin. However, IUr. Rubin explained that he would accept t`e off---- n t'le condition that his Draft Board at Philadelphia be contacted and de{ menu m call-up clarified. Mr. Kasprzak explained trat such a letter has been wri `,en an,.. ;he answer is expected soon. On this basis the subject was closed i^lith a f re sion being dependant on the response from the Draft Board. b. Part-time Help - i.r. Kasprzak requested approval of hiring Iir. Conference - Mr. Kasprzak reported on the conference he -.' `endec. the 1INevele" Country Club, Elenville, N. Y. The conference was t,.-_d.er t--ie cusp: of the Federation of Official Planning Organizations of New York State. The ca. Meadow St. Property. TO: City Planning Board FROM: Community Milities & Services Committee. DATE: September 261 1966 Re-examined October 20, 1966. The Committee !as reviewed the proposal, as introduced by the Mayor-of the City of Ithaca, Initially no action was requested by the Wyor, however, townrds the end of October the Nhyor requested that the Nanning Board r eyrie r the proposal and report its recommendations. The Community Facilities & Services Committee has met and reports the following findings: 1. The City of Ithaca is not the owner of the property, havever, the City is in the process c:f purchasing this parcel. 2, The last actiox, with reference to this property, vas taken by the Common Council therefore the Comte.ttee feels that they should not presume on the Council4 s puerogatj ve,o 5. The Committee has no bbjection for the property to be used as requested in the proposed pluns, however, the Committee feels that an equivelent or larger parcel of 1F:nd should be substituted for an existing park to fulfill planning objectives in this area. Q The Committee Zeels that the adjacent property being commercial and being so zoned, it would not be in complete disagreement with the general appearance a of the area However, it must be stressed again that a parit facility, should be provided in this neighborhood. 6,.
