HomeMy WebLinkAboutMN-PDB-1966-07-25 PLANNING BOARD PROCEEDINGS City of Ithaca, N. Y. Regular Meeting ( July 25, 1966` 7;30 p.m. PRESENT: Chairman Stallman, Mrs. Nordheimer, Messrs. Alo, and Colbert. ALSO: Assistant Planning Director Sinn, Asst. Planner Kasprzak, Mr. Vm Marter, Press Representatives Landon and Newman, Mrs. Jean Ballard, Roy Park's secretary. MEETING called to order at 7:40 p.m. MINUTES of last regular meeting, May 16, 1966, and special meetings, June 20, and June2�� 1966 were duly approved. C0111UNICATIONS: 1. School site selection - Mr. Sinn read a letter from the Ithaca City School District. The School Board requested a reservation of the site at the corner of North Albany and Court Streets for the future relocation of the Central Elementary School. Since the Board of Education already ovens half of the block bounded by Esty, N. Albany, f. Court and N. Plain Streets and no zoning change is involved the Planning Board concurred with the propos;,"_ of the Board of Education. Mrs. Nordheimer MOVED: "that this site be approved for future relocation of the Central Elementary School". Seconded by Mr. Alo. CARRIED. 2. Request for Subdivision Approval - The Assistant Planning Director read a letter from Iii. J. S. Knapp requesting pproval of two (2) lots in the 1,`Testwood Knoll subdi- vision on 'u'd'est Fill. The lots concerned were 24 and 25 on the presented map. The Planning Board suggested that this be granted provided that, lot 25 not be used to build on or be resold until a road and other public improvements are made. Mr. Alo MOVED:11that a public hearing be held at next regular meeting of Planning Board before final approval is granted It. Seconded by Mrs. Nordheimer. CARRIED. Pedestrian Access to Stewart Park- hir. Sinn read a letter from Ithaca Area Council of Churches requesting recommendations on crossing Route 13 and R. R. lines toward Stewart Park. A short discussion ensued after which Mr. Alo !1OVD: '?that the matter be referred to Superinte '.ant of Public Works". Seconded by Illrs. Nordheimer. CARRIED C OI,9qTTEE 'REPORTS: 1. Codes and Ordinances - Stewart Ave. & Williams St. Apartments - Mrs. Nordheimer reported the findings of her committee. Recommendations were made to developer in accordance with the zoning ordinance. Committee recommendations that the Planning Board accept the proposal, as submitted subject to the conditions stated in the ccyiri.ttee report. (A copy is attached to the official copy of the minutes.) Mr. Sinn expressed confidence in the plans as presented to the Planning Board and then introduced Mr. Aminoff, architect for the project, who proceeded to outline the 62- unit structure. The building to be of reinforced concrete construction and in yi_pathylt with the local residential character. The tri-level parking and the approaches mill utilize the slope in such a fashion as to leave the slope as unaltered as possible, at the same time take the advantage of the view of the surrounding area. T_e discussion followed stressing the following points: 1) possibility of encoun- ter_ng rock on the site thus causing hardship to the developer and architects, 2) prob- lem of snow on the approach ramp - heating coils were suggested and 3) residents park- ing, It has been proposed that all the inhabitants of the apartments be found parking an the premises. It has been further proposed that this be attached to the Committee Report as a fourth condition. The street parking in the vicinity of the apartments is impossible, also the intent of A.D.D. is to provide parking for all the future inhabi- tants on the lot under development. Mrs. Nordheimer MOVED: "that the Planning Board recommend to the Board of Zoning Appeals that the plans be approved, provided the stipulated conditions are mete. Seconded by ItTr. Alo. CARRIED. do flood Plain Zoning - Corps of Engineers requested rezoning an area northwest of the old ;--FEhaca Eowl" to the railroad tracks to serve as a. spillway in the Flood Control project. No new structures will be allowed in this area, it is to remain status quo. Mrs. Nordheimer MOVED: "that the proposed rezoning be sent to Common Council for public hearing it. Seconded by 11r. Alo. CARRIED. OLD BUSINESS: 1. State Street Bridge Alignment - Mr. Sinn informed the Planning Board of the prob- lems involved with the location of the Flood Control Bridge at State St.. in such a way as to dead-end W. Buffalo St. This in turn would cause difficulties in realigning the a..terial Route 96. Mr. Sinn also said the problem is rather difficult but the Planning Of-' co and Public Works Department are working on the matter. No motion was necessary at this time. 2. Belle Sherman and Wood St. Parks - The Assistant Planning Director reports that resoRF6 ons for the proposed city purchase of Belle Sherman and Wood St. properties iro=n Ithaca School District for use as parks would have to be amended by tb e Common Cou,acil since the Federal Grant for such action has been increased from 20% to 50% of the total cost. This would alter the state and city's share of the cost. Mr. Alo MOVED: ?'that this matter be referred to Common Council for amendment". Seconded by Mr. Colbert. CARROED. MISCELLANEOUS: to Co.sultantIs Bill - Mr. Sinn presented the monthly statements, through June and July 10,66, for services rendered by Egner & Niederkorn Associates for the total sum of ",1,215,,50 (June S;'807.50 & July :,%408.00).
