ALSO: Assistant Planner Sinn, Housing Authority Director Mrs. Blanchard,Press Representatives, Langdon, Levy and Newman. h2INUTES of the last regular meeting, March 14, 1966 and a special meeting, March 24, 1966 were duly approved. CO1l+MUNICATIONS: Zone District Boundaries - I+.2r. Sinn read a letter from D. Boardman Lee concerning zone district boundaries. Mr. Lee indicated that con- sideration should be given to moving zone boundaries from the center of streets to the center of blocks. It was contended that this might tend to stabalize transitional areas between residential and commercial developments. It was suggested by the Board that this matter be considered by the Codes and Ordinance Committee in a general revi- sion of the zoning ordinance. COMMITTEE REPORTS: Community Facilities and Services. Location of Collegetown Fire Station - Mr. Alo reported that his committee had con- sidered the location of #9fs fire station and were submitting two sites for considera- tion by the Board. The first site recommended by the committee was at 311 College Ave., the site of the present facility. It was explained that additional land would have to be acquired to meet proper specifications and this would best come from adjacent pro- perties to the immediate south. The second site presented by Mr. Alo is at 323--27 Eddy Street, a parcel formally offered for sale to the city for the construction of a fire station. It was pointed out that this site would require additional land and consider- ation should be given to purchasing the site to the immediate south. Mr. Schmidt MOVED, "that the Planning Board accept the sites presented for the possible location of the Collegetown fire station and these recommendations be forwarded to the Public Safety Committee of the Common Councilif. Seconded by Mr. Colbert. CARRIED Mr. Ala indicated the committee should be made aware that the Board's first choice would be the present location. Housing and Redevelopment Committee. Housing for the Elderly Site Selection - Mr. Carpenter indicated that his committee was prepared to make a recommendation on a site .for the Elderly Housing Project and he asked Mrs. Blanchard to explain the Housing Authority's proposal. Ifts. Blanchard explained that the authority had explored numerous sites and had selected -oh at was felt to be the most suitable under their selection criteria. She explained that the site was in the vicinity of Morris Avenue and Hancock Street. Mr. Carpenter MOVE) the following resolution: 19 HEREAS, the Ithaca Housing Authority has requested approval of the City Planning Board for development of an area in the vicinity of Morris Ave. and Hancock St. as 100 units of low-rent housing for the elderly, "BE IT TPEREFORE RESOLVED, that the Ithaca Planning Board does hereby approve the development of said housing on this site.1t Seconded by Mr. Feldt. CARRIED. . '-Test Hill Development Proposal - Mr. Sinn explained that a draft had been completed which is inten ed to allow single family attached housing in an R-1 zone. He outlined the substance of the proposed amendment and explained the purpose. It was emphasized by Mr. Schmidt that this change m uld not increase the overall density of the R--1 district. Mr. Feldt MOVED, "that the proposed amendment to the Zoning Ordinance be approved in principle and it be referred to the City Attorney for further study and recommendationir. Seconded by Mr. Colbert. CARRIED. NEtd BUSINESS: Janes Street A.D.D. -- Mr. Sinn read a letter from Thomas Parker expressing his desire to construct nine (9) units on James Street under the A.D.D. requirements. This item was referred to the Codes and Ordinance Committee for study and report. MISCELLANEOUS: A.S.P.O. Conference - Mr. Sinn was authorized by the Board to attend the annual A.S.P.O.
