HomeMy WebLinkAboutMN-PDB-1966-03-14 PLANNING BOARD PROCEEDINGS City of Ithaca, N. Y. Regular Meeting March 14, 1966 7:30 p.m. PRESENT: Chairman Stallman, Mrs. Nordheimer, Messrs. Carpenter, Colbert and Feldt. ALSO: Assistant Planner Sinn, Messrs. McLaughlin and Stein, Press Representatives Langdon, Levy and Newman. MEETING called to order at 7:35 p.m. MINUTES OF the last regular meeting, February 14, 1966, were duly approved. COMM13NICATIONS: 1. Location for Proposed #9 Fire Station - Mr. Sinn read a letter from Mr. D. R. Barnard concerning a site location for the Collegetown fire station. err. Barnard indicated that he mould like the City to consider the purchase of property at 523-325- 327 Eddy Street. It was recommended that this item be referred to the Community Facilities and Services Committee of the Board and the Safety Committee of the Common Council. 2. City Landscape Plan — The Assistant Planner read a letter from Mr. Victor A.Lazar representing the Liberty Hyde Bailey Mems Garden Club. Mr. Lazar stated that his club, and several other groups, were interested in the formulation of a General Land— scape Plan for the City and mould be willing to participate in its effectuation. It was recommended by the Board that a letter be sent to Mr. Lazar endorsing the principle and indicating the Boardts wi.11ingness; to assist groups interested in a Plan .of this nature. COMMITTEE REPORTS: -Codes and Ordinances 1. West Hill Development Proposal -- IuIrs. Nordheimer reported that the committee was progressing on a proposed amendment to the Zoning Ordinance which would allow single family attached dwellings in an R-1 zone district. She explained that serious con— sideration was being given to density and landscape controls. A more complete report would probably be presented at the next regular meeting. 2. Zoning Ordinance Review — Mrs. Nordheimer explained that the City Attorney was in the process of reviewing the proposed zoning ordinance amendments. She said that most changes recommended were minor, normally requiring rewording of sentences and phrases. Mr. Sinn stated that the Attorney would probably send the proposed amend— ments to the Charter and Ordinances Committee of the Common Council. 2. Rezoning Request at 700 Cascadilla Street — Mr. Stallman said that the committee had reconsidered the request to rezone the property at 700 Cascadilla Street. He said that the area in juestion would more logically fit in an I-1 district than its present B--1. Mr. Feldt MOVED, that the Planning Board recommend approval to rezone the property at 700 -Cascadilla Street from Ba-1 to I-1 and this be referred to the Common Council for necessary actiontt. Seconded by Mr. Carpenter. CARRIM. ■ NYU BUSINESS: Proposed State Legislation -- Mr. Feldt stated that two proposals were being presented to the State Legislature for possible enactment. The first act was to create a tempo- rary state commission to study the administration of real property taxation and its effect on land use, planning, preservation of land marks and architectural excellence. The second act was concerned with the creation of a council on architecture within the executive department to encourage excellence in architecture and the preservation of public buildings of historic or architectural importance. Mr. Veldt urged that the Planning Board support these two bills. It was MOVED by Mrs. Nordheimer ?[that the Planning Board support these two balls and letters be sent to the proper authorities indicating our su»portV. Seconded by Nr. Feldt. CARRIED. MISCELLANEOUS: Assistant Planner Position Mr. Sinn indicated that he was in the process of receiving applications for the position of Assistant Planner and would make recommendations to the Board concerning additional helps as soon as possible. It was pointed out by Mr. Stallman that a pro- posal for additional help might be submitted by May 4th when the Common. Council adopts the final budget.
