Alo, Carpenter, Colbert. ALSO: Assistant Planner Thomas Sinn, Planning Staff member Mrs. Blanchard, Messrs. Allen and Stanton, Press Representatives Langdon & Newman. PUBLIC HEARING: Chairman Stallm2n bpened a public hearing on one, parcel in the 146stwood Knoll Subdivision, as requir6d by lard There were no persons to be heard on this subdivi- sion and the hearing -was closed, MEETING called to order at 1:35 pima MINUTES of the last regular meeting, February 14, 1966, were duly approved., COMMITTEE REPORTS: Codes and Ordinances Committee. 1. Proposed Cluster Development - Mrs. Nordheimer explained that the committee had met Yt th Mr. Robert Allen concerning his proposal for a "cluster" development on Vilest Hill. It was indicated that under present zoning restrictions this kind of develop- ment could not be constructed. Mr. Allen stated that he intended to develop a 15 acre parcel as phase I, which would be rental housing and later develop about 60 acres on a aondominiam basis. The Board directed the Assistant Planner to pursue a revision of the Zoning Ordinance which would permit this kind of development in an R-1 zone. 2. Re-zoning Request at 700 Cascadilla Street - The Assistant Planner said that the committee was in favor of a request to re-zone 700 Cascadilla from B-1 to I-1, but were not in favor of allowing a special permit to erect a sign of 100 sq. ft. Mr. Sinn stated that if this area were re-zoned, the owner would be able to apply for a Special Permit which would allow a sign up to 250 sq. ft. It was MOVED by Mr. Schmidt, "that this item be tabled1t. Seconded by I4r. Carpenter. CARRIED. 3. Lehigh Valley Subdivision Mr. Sinn stated that the committee had reccnsidered a request to subdivide a parcel of land owned by the Lehigh Valley Railroad, along route 13. Although the stated intended use would be in keeping with the zoning ordi- nance, it was pointed out that the problem of access had not been solved. It was MOVED by Ifir. Stallman "that preliminary approval to subdivide the area in question be denied". Seconded by Mr. Feldt. CARRIED. Mr. Alo abstained. General Plan and Capital Improvements Committee 1. Sale of Property on N. Cayuga Street - Mr. Carpenter reported that the committee had reviewe e po en la sa e o a one (1) acre parcel of land at the corner of North Cayuga St. and East Shore Drive. It was the committeets conclusion that the lot not be sold, or if it were sold certain deed restrictions should be placed on the land to limit its use. Mr. Carpenter MOVED, "that the City not sell the lot in question". Seconded by Mr. Feldt. CARRIED. 2. Sale of Property on Giles St. - Two letters from Mr. Donald Lucenti were read requesting permission to buy some city owned lands. The lots in question were 605, 702 and 704 Giles St. Included in the request was a 34 acre parcel near 705 Giles. Iiir. Carpenter MOVED, " that the Planning Board recommend to the Common Council not to sell the properties in question." Seconded by Mr. Feldt. CARRIED. OLD BUSLUESS: Zoning Ordinance Review - Mr. Sinn stated that he had received several recommendations from the City Attorney concerning the proposed amendments to the zoning Ordinance. He said the committee should review the changes and report back to the Board before they were submitted to the Common Council. COH, IUNICATIONS: School District Planning Grant - Mrs Sinn reported that the Ithaca School District in applying for a planning grant und.OP Title III of the Elementary and Secondary Education Act of 1965 and is requesting Planning Board support. Mr. Feldt MOVED, "that the Planning Board support the School Board in this activity+l. Seconded by mr� Al04 CARRIED. MISCELLANEOUS: Planning Staff - Mr. Stallman was concerned about the addition of more staff help. He stated that money was in the budget to employ additional help. Mr. Sinn was directed by the Board to begin advertising for another full-time staff member.
