APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the June 14, 2017 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS Revision of Minimum Qualifications: Supervisor of Water and Sewer Operations The Commission reviewed a proposed revision to the minimum qualifications for Supervisor of Water and Sewer Operations. The revision allows college degrees in relevant fields of study to be substituted for a portion of the required work experience. The revised minimum qualifications will read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's degree in Construction Technology, Civil Engineering or a closely related field with similar course curriculum and two (2) years of full-time paid supervisory experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems; or B. Graduation from a regionally accredited or New York State registered two year college with an Associate's degree in Construction Technology, Engineering Technology or a closely related field with similar course curriculum and four (4) years of full-time paid experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems, at least two (2) years of which shall have been in a supervisory capacity; or C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems, at least two (2) years of which shall have been in a supervisory capacity.” Civil Service Commission July 12, 2017 Page 2 Commissioner Richardson made a motion to revise the minimum qualifications as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Update of Job Description: Environmental Engineer The Commission reviewed proposed updates to the Environmental Engineer job description. The updates reflect the position’s responsibilities as the City’s Stormwater Management Officer. The updates do not change the overall scope or nature of the position. Commissioner Richardson made a motion to update the Environmental Engineer job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Residency Requirements for Exams The Commission reviewed a proposal from the Human Resources Department to permanently expand the residency requirement for a number of specialized positions that have consistently required residency waivers over the past decade. The proposed changes are as follows: Expand to contiguous county residency requirement: Housing Inspector Laboratory Technician Expand to New York State residency requirement: The following code enforcement positions: Building Inspector, Chief Inspector of Plumbing, Code Inspector, Electrical Inspector, Housing and Land Use Supervisor, Housing Code Supervisor, Senior Code Inspector, Senior Plan Examiner All electrical positions All GIS positions Laboratory Director Watershed Coordinator No residency requirement: All positions represented by the City Executive Association After discussion, Commissioner Richardson made a motion to amend the Residency Requirements for Civil Service Examinations as noted above. Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Special Requirement – Electrician The Commission reviewed and discussed a proposed amendment to the requirement that Electricians obtain their City Electrician license within one year. Due to the infrequency of the licensing exam, the Supervisor of Electrical Services has requested that Electricians be allowed up to two years to obtain their City Electrician licenses. Commissioner Abrams made a motion to amend the Electrician special requirements to read as follows: Civil Service Commission July 12, 2017 Page 3 “SPECIAL REQUIREMENTS: 1. Candidates must obtain certification from the City of Ithaca as a Licensed Electrician within twenty-four (24) months of appointment and must maintain said certification for the duration of employment. 2. Candidates must obtain a New York State Class B Commercial Driver License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B Commercial Driver License within twelve (12) months of appointment and must maintain said license for the duration of employment.” Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Youth Bureau – Recreation Program Assistant The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau. Commissioner Richardson made a motion to classify the position as Recreation Program Assistant. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 2-0. Administrative Assistant #66-130 (1 year) Administrative Coordinator #63-452 (2 years) Assistant Property Manager #75-335 (1 year) Assistant Property Manager #62-517 (1 year) Fiscal Manager #61-482 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission July 12, 2017 Page 4 The next Civil Service Commission meeting will be held Wednesday, September 6, 2017 at 11:30 am. With no further business, the meeting was adjourned at 12:42 pm.
