In accordance with Chapter 151 of the Code of the Town of Cortlandville, and pursuant
to the Town Board Resolution adopted December 16, 2020, a MOBILE HOME PARK
PERMIT accommodating 189 PARK UNITS is hereby granted to CORTLAND MEP
ASSOCIATES, INC. for property located at 1054 ROUTE 13 known as CORTLAND
ESTATES MOBILE HOME PARK.
This Permit is non-transferable and is valid from JANUARY 1, 2021 to DECEMBER
31,2021, at which point it must be renewed.

RESOLUTION#332 AUTHORIZE RENEWAL OF MOBILE HOME PARK PERMIT
FOR CORTLAND ESTATES TRAILER PARK FOR 2021

ADOPTED
WHEREAS, Cortland MHP Associates Inc. of Pittsford, New York, owner, submitted a
completed application and the appropriate fee of$945.00 for the renewal of the Cortland Estates
Mobile Home Park Permit for property located at 1054 Route 13 in the Town of Cortlandville,
tax map#96.09-04-10.000, and
WHEREAS, Town Code Enforcement Officer, Desiree Campbell conducted an inspection of the
Mobile Home Park on October 21 and 29, 2020 and December 2, 2020 and submitted her
inspection reports to the Town Board for review, and
WHEREAS, CEO Campbell noted numerous violations of which ninety percent of the violations
have been satisfied per the final re-inspection of the site conducted on December 14, 2020,
therefore
BE IT RESOLVED, at the recommendation of CEO Campbell the Town Board does hereby
approve the Mobile Home Park Permit Renewal for Cortland MHP Associates, Inc. for Cortland
Estates Mobile Home Park for the year 2021 with the understanding that continuous progress
will be made to the park, and it is further
RESOLVED, the Town Clerk is hereby authorized and directed to issue the Mobile Home Park
Permit, which shall be valid until December 31, 2021, at which point the permit must be
renewed.

Renewal of Mobile Home Park Permits:
Supervisor Williams apprised the Board he received a memorandum today from CEO
Campbell regarding compliance of the Landmark Mobile Home Park and Cortland Estates
Mobile Home Park. After her last inspection, the Landmark Mobile Home Park had no
violations, while Cortland Estates rectified ninety percent of the violations. CEO Campbell
recommended the Board approve both permits for the year 2021 with the understanding that
continuous progress will be made to the park

MEMORANDUM
December 15,2020
Dear Board Members,
On December 2,2020,I completed an exterior re- inspection of the Cortland Mobile Home Park(189
trailers)and the Landmark Park.
A notice of violation was mailed to the property owner, Cortland MHP Associates,Inc. and to manager of
property,KDM Development,with violations attached.A comply by date of December 14,2020 was
issued with the notice.
On December 14,2020 another inspection was completed. The inspection revealed ninety percent of the
violations to be remediated.I have been in continuous touch with the property management company
throughout this process.It is in my opinion that,although the CMHP is not in full compliance,the Board
should grant the renewal of permit to operate with the understanding that continuous progress will be
made to the park.

I would recommend that the Board does not grant the renewal of application permit,
pursuant to the Local Town Law,Section 151-10, until notice has been made to the owner
of record and further actions have been made to comply to the violations previously issued.

MEMORANDUM
November 2,2020
Dear Board Members,
On October 21 and 29,2020,I,writer,completed an exterior inspection of the Cortland Mobile Home
Park(189 trailers)the Landmark Park(7 trailers)and Kingsley Ave Trailer Park(15 trailers).My fmdings
are documented with pictures and a report which is included for Board review at the November 4,2020
Town Board meeting.
A notice of violation(s)was mailed to the property owner,Cortland MHP Associates,Inc.to manager of
property,John Haggerty and to Kingsley Ave owner,Brett Peek and Eric Peek with violations attached.A
comply by date of December 1,2020 was issued with the notice.
I am requesting that all Board Members will agree to have all violations noted in report be rectified prior
to issuance of renewal of Mobile Home Park permit and to Kingsley Ave Trailer Park.
I have issued ample time for these conditions to be rectified. I am hoping that within time the Mobile
Home Parks will become more compliant with the Property Maintenance Code if we do our due diligence
in keeping up with inspections and violations.
I will re-inspect on December 2,2020 and will report my findings at that time.

Town Board Meeting—November 4, 2020
There was a brief discussion regarding the memorandum from CEO Campbell regarding
the annual inspection of the three mobile home parks in the Town of Cortlandville. Supervisor
Williams explained that CEO Campbell conducted the inspections and notified the property
owners of the violations. The mobile home park permit renewal letters were recently mailed to
the property owners. No action was needed by the Board at this time.
Councilman Withey made a motion, seconded by Councilman Cobb, to receive and file
the Mobile Home Park Inspection Report submitted by CEO Campbell, dated November 2, 2020,
regarding the inspection of the CNH Trailer Park, Cortland Mobile Home Park, and Landmark
Park. All voting aye,the motion was carried.
